地区竞争、选举政治与“一带一路”债务可持续性——剖析所谓“债务陷阱外交”论

从2017年开始,国际舆论较为频繁地使用"债务陷阱外交"描述中国"一带一路"倡议背后的战略目的。从经济角度衡量,中国给"一带一路"沿线国家的贷款条件并不苛刻,且在中国推出"一带一路"之前,大量中低收入国家的债务负担就已经出现明显增长趋势,并不存在"一带一路"引发系统性"债务陷阱"的问题。因此,"债务陷阱外交"论缺乏经济基础。进而可以发现,东道国及其所处的地区政治环境在"债务陷阱外交"论产生与传播的过程中扮演了重要角色。为此,本文构建了一个地区环境与国内政治选举相互作用的分析框架,通过比较案例研究分析了"债务陷阱外交"论在典型国家出现、传播与发挥影响的机制。"一带一路"项目往往与东道国执政者"政治捆绑",国内权力更迭导致的国家发展战略变动,为该国政府改变自身对"一带一路"的政策选择创造了空间,其所处的地区政治环境也显著影响政策变化的幅度。中国在推进"一带一路"建设时,既要与东道国进行双边互动,充分重视东道国国内不同力量的博弈,也要注意到沿线国家所处地区政治环境对该国能否持续参与"一带一路"构成制约。我们需要以一种更加多维的视角进行思考,超越传统的紧盯美国的对外政策模式,为"一带一路"的顺利实施营造更加良好的政治环境。     

双向汲取:社区社会组织的行动路径分析

社会组织是推动国家治理体系和治理能力现代化的重要力量。聚焦社会组织行动策略研究,能够更好地揭示外部制度环境制约下的社会组织参与基层社会治理的微观运行机制。运用"制度环境-行动策略-行动目标-行动任务"的分析框架,着重探讨社会组织与基层政府、社区居委会、社区居民之间的复杂互动关系,剖析复杂制度环境下社会组织行为策略选择及其多元化行动路径。S市G组织的个案研究表明,G组织通过"双向汲取"的行动策略能够实现社会组织行政性目标与社会性目标的双重目标达成。由于G组织接受任务的不同行动目标来源以及不同任务之间的相关性程度差异,使得G组织"双向汲取"行动策略呈现出复杂制度结构约束下的多元化行动路径。     

空间互适共生视角下黔北傩戏永续传承体系的重构与路径研究

空间环境孕育和成就了文化,具有代表性的在地文化沉淀下来后,则成为环境的象征符号并反作用于空间环境。在设计少数民族传统文化在空间和环境中新的活动、形式乃至构成体系时,必须充分考虑尊重少数民族传统文化所生发的土壤,观照少数民族传统文化艺术形式的特征,尊重以黔北傩戏为代表的少数民族传统文化的历史文脉与当地空间环境交互的特点,才能使黔北傩戏的活力在新的时代焕发新的光彩。在开辟新的黔北傩戏传承思路时,应当以当代黔北傩戏的发展需求为要义,创造一个满足当代人对以黔北傩戏为代表的少数民族传统文化加深交互、产生需求的环境,利用当代媒介环境的需求来启发社会活动,并塑造与人的需求、文化的发展需求相适应的环境和空间。     

The Dilemmas of Frontline Staff Working With the Homeless: Housing First,Discretion, and the Task Environment

This article examines staff discretion in permanent supportive housing facilities run by a nonprofit agency claiming to use a Housing First approach. Field observation, archival data, and individual and group interviews with staff and clients were examined to better understand agency processes involved in intake, sanctions, and disposal of clients to evaluate Housing First fidelity. In their day-to-day interactions with clients, frontline workers' discretion is affected by working conditions such as lack of resources and heavy workloads, as well as by demands placed on the agency by members of its task environment. Implications for Housing First programs and homeless clients are discussed.     

Democracy,children, and the environment: a case for commons trusts

This essay argues that our unsustainable degradation of the natural environment violates fundamental, democratic obligations to children. I argue, first, that obligations to children are clearer and more determinate than obligations to future generations. I then argue that our democratic obligations to children alone, which can be derived from a theoretically modest, procedural conception of democracy, demand substantial institutional reforms. Finally, I propose that commons trusts – which have received very little attention in the theoretical literature – are the best way of meeting these obligations.     

Environmental Harm or Natural Hazard? Problem Identification and Adaptation in U.S. Municipal Climate Action Plans

A number of cities in the United States have devised climate action plans (CAPs) to mitigate the effects of climate change. However, few of these plans address strategies to adapt to the long term effects of climate change that will occur in the near and distant future. The research presented in this article examines why cities choose to embed adaptation provisions in their CAPs. Our study codes the content of CAPs for all cities (N = 98) in the United States with populations greater than 50,000. We find cities that frame problems associated with climate change in the language of hazards are more likely to include adaptation strategies in their CAPs than cities that focus on other types of environmental harm. Our findings suggest that more robust efforts to plan for climate change will require the activation of communities of interest beyond those that have been instrumental in setting the current climate agenda.

Along with the ethical line of unaccomplished kinship, this article is to deconstruct its ethical knots of the ethical choice, ethical identity, and ethical confusion through presenting the ethical environment so as to explore its deep-hidden ethical root of unaccomplished good family relation ship.     

An Appraisal of Decomposition Cases Received at the Johannesburg Forensic Pathology Service Medico‐legal Mortuary During 2010–2011

Decomposed bodies pose many questions for researchers regarding environmental effects, cause of death, and patterns. This study aimed to observe the factors associated with decomposed bodies autopsied at the Johannesburg Forensic Pathology Service Medico‐legal Mortuary. A total of 4876 autopsies were conducted from 2010 to 2011, of which 109 were decomposed. Black individuals made up the largest proportion (67%) followed by White (26%). Males comprised 86.2%, while 12.8% were female. The mean age was 42.78 years. Most cases were in the early stages of decomposition (49.5%), with 32.1% bloated, 11.9% in active decay, 2.8% in advanced decay, and 3.7% were skeletal. Insect activity was identified in 25.7% of decomposition cases. Cause of death was determined in 48.6% of cases. Of all the cases, 64% were found indoors and 23% outdoors, while 23% had insufficient information regarding the location. Of considerable interest was the number of cases from hospitals and clinics.     

制度变迁理论视角下的公安教育改革

公安教育改革是公安教育为适应新时期公安工作特点而进行的体制变革,其目标是提高公安教育有效供给。制度变迁理论是新制度经济学的核心理论,通过此理论可以从动力因素、主体选择、变迁路径等角度审视公安教育改革的进程,论证公安教育改革的内在机理。     

关于物流业政策环境和体制环境的几点思考

物流业是国民经济发展的动脉和基础产业。近年来,我国物流业的发展取得了一定的成就,但和西方发达国家相比还存在很大差距。究其原因,我国的政策环境和体制环境在很大程度上限制了物流业的高速发展。因此,分析原因,提出改善政策环境和体制环境的建议是很有理论和现实意义的。
