Value Creation in Political Exchanges: A Qualitative Study

The purpose of this paper is to investigate how voters conceptualize value in political exchanges. The study used 10 in-depth interviews to penetrate the world view of participants to determine how they construct value and meaning in political exchanges. The findings 5 suggest that value in political exchanges operates at both a process and outcome level. Specifically, value was found to comprise economic, societal, altruistic, social, and expedient components. This research calls for a strategic redefinition of how politicians and political consultants offer value to voters in political exchanges.     

结核分枝杆菌三价DNA疫苗的体液免疫与细胞免疫应答

为研究结核分枝杆菌Ag85B、MPT64和MPT83抗原DNA疫苗在奶牛体内诱导的免疫应答,以PJW4303为载体,构建了上述3种抗原基因的三价DNA疫苗。采用阴离子交换色谱方法提取3种质粒,混合后添加佐剂DDA免疫3月龄荷斯坦奶牛3次,采用ELISA法检测免疫奶牛的特异性抗体效价。利用双抗夹心ELISA定量测定免疫奶牛各月的IFN-γ浓度。结果显示,纯化后的DNA疫苗经质量检验达到动物免疫试验的要求;免疫前奶牛体内特异性抗体为阴性;三免后第30天MPT83、Ag85B和MPT64特异性抗体效价达到最高,均值分别为1∶3 200、1∶2 560和1∶2 880;同时免疫奶牛MPT83、Ag85B、MPT64三种蛋白诱导产生的IFN-γ在三免后第30天达到最高,分别为(630.25±94.45)、(341.65±76.75)、(51.38±9.80)pg/mL,阴性对照组PBS的IFN-γ浓度为(6.48±20.88)pg/mL。每个月的阴性对照与3种抗原相比,差异均极显著(P<0.01)。证实该三价核酸疫苗能同时诱导机体产生细胞免疫应答和体液免疫应答,可能有利于增强疫苗对结核病的抗性。     

Sowing seeds of change for the digital world – A response to ‘Digital opportunity: A review of intellectual property and growth’

Professor Ian Hargreaves released his independent report entitled Digital Opportunity – A Review of Intellectual Property and Growth on 18 May 2011. Hargreaves advocates strategic change and policy initiatives for the intellectual property framework in both national and international contexts. Ten recommendations are proposed, including reform of copyright licencing procedures, implementation of a digital copyright exchange, and legislative exceptions to copyright infringement, along with restructuring of systems for the grant and enforcement of patents. In this article, the authors discuss Hargreaves’ recommendations and consider how intellectual property law and policy may be used to facilitate innovation and economic growth in the modern digital world.     

监管联席会议：跨境银行集团监管的一项制度创新

监管联席会议是相关监管当局组建的、旨在持续性地加强跨境银行集团监管合作与协调的常设机制。它是次贷危机催生的一项金融监管机制创新,是后危机时代国际社会为加强系统重要性银行监管而推行的一项全球化制度安排。监管联席会议一般以银行集团的母国监管当局为主导设立、以当局签署监管谅解备忘录为前提条件、以灵活的组织结构为基础运行,具有促进监管信息交流、协调监管行动和加强危机管理等重要制度功能。该机制在全球范围内的建立和推广,体现出银行监管理念的重大革新,即强调单一监管与并表监管良性互动、日常监管与危机管理统筹兼顾、微观审慎与宏观审慎有机结合。     

Long Han SCM Agreement Says “No” to Charges against RMB Exchange Rate as Export Subsidy

Recently one of the big charges raised mainly by the US against RMB exchange rate is the so-called undervaluation of RMB exchange rate as constituting a subsidy for China’s exports, the US even threatens to refer it to international or domestic settlement. However, the study on the provisions of subsidy, i.e., financial contribution, benefit conferral and specificity, the SCM Agreement indicates that RMB exchange rate neither constitutes financial contribution in art. 1.1 of the SCM Agreement, nor comes in line with the listings of the Illustrative List of the Agreement. The prevailing exchange rate of RMB is the only benchmark for the measurement of the value of RMB except that no other methods are available to be used to properly determine whether RMB exchange rate confers any benefit to exporters. As regards specificity requirement, RMB exchange rate is unspecific, on the contrary, it is among the policy measures for the government to regulate economy.

20 0 3年以来 ,人民币币值问题引起了国内外众多专家学者的热烈讨论。升值论者主要依据巴拉萨———萨缪尔森效应、高额的外汇储备、巨大的贸易顺差以及中国作为一个大国的责任等要求人民币升值。在升值论者中 ,一些人是出于本国的政治、经济意图 ,一些人则是因为对中国总体经济形势、具体经济现象的错误判断与把握。目前人民币升值的时机尚未成熟 ,维持人民币较长时期的汇率稳定 ,延缓升值进程 ,具有非常重要的战略意义
