浅析流动人口非正式组织的作用——针对流动人口聚居区的治安管控问题

自改革开放以来,数量庞大的务工人员作为流动人口,进入城市寻找工作。流动人口聚居区作为大部分流动人口在城市的定居方式,在一、二线城市已经出现多年了。流动人口自发组成的非正式组织是自身满足社交需求的重要方式。流动人口非正式组织对于公安机关的治安维持和人口管控具有重要的意义。公安机关应该重视对流动人口非正式组织的监控和管理。     

An Analysis on the Path of Floating Population Service and Management from the Perspective of Social Integration——A Case Study of Yuyao

The rapid increase of migrant population provides sufficient labor resources to the economic and social development. At the same time, it brings the social management with a new topic. Zhejiang Yuyao city conducted an analysis on the path of service management of the floating population from the perspective of social integration, and formed some basic experience. These experiences can be summarized as: the construction of system security system, improve public services, strengthen the positive publicity, and establish the multiple social organizations. The experience of Yuyao and some institutional innovation not only has the enlightenment significance to the service management of the floating population, also produces beneficial enlightenment on the building of a harmonious society: take the specific work, adhere to the principle of "justice" concept, promote the construction management system, and strengthen the multiple governance subjects cooperation. It is the way to construct active governments.     

流动人口留京意愿的影响因素研究

基于北京市流动人口家庭户调查数据,运用Logistic回归方法分析影响在京流动人口留京意愿的主要影响因素。实证数据表明,是否拥有住房和在京时间是影响流动人口留京意愿的关键因素。而是否有配偶对流动人口留京意愿的影响并不显著。此外,城市适应作为影响流动人口留京意愿上的作用并不十分显著。尤其是生活水平满意度和社会接纳状况对流动人口的留京意愿的影响均不显著。     

青年流动人口教育健康效应及群体差异研究

在“健康中国”战略背景下,如何更充分地发挥青年流动人口的健康人力资本效用,值得关注。本研究基于2014年流动人口动态监测调查社会融合专题调查数据,采用Logistic回归和OLS回归方法,就受教育程度对青年流动人口不同健康指标的影响进行了分析。研究表明：青年流动人口受教育程度由初中向高中提升能够促进正向健康自评,但高等教育加剧了健康随时间推移而变差的感知;女性、农业户籍、80后青年流动人口的健康状况更明显地受到受教育程度的影响。研究建议：通过缩小城乡教育质量差距、加强多元化心理健康支持、提高流动人口社会融合水平等举措,提升青年流动人口的人力资本质量,促进青年流动人口全面发展。     

管理与服务:流动人口治理工作的双飞翼

流动人口是当代社会关注的热点问题,加强对流动人口的管理刻不容缓.对于流动人口,既要加强管理,规范法律法规、管理手段、管理制度;又要强调服务,切实做好流动人口的权益保护工作,真正提高流动人口的社会地位.管理与服务并重,是目前流动人口治理工作的有效模式.     

浮动抵押逸出担保物权体系的理论证成

具有担保功能的权利,并非都是担保物权。如果一项权利既不符合担保物权的特征,亦有违物权法的基本原则,就不属于担保物权。对比浮动抵押与担保物权的特征可以发现,浮动抵押有担保功能但并非担保物权。在民法典编纂背景下,宜将浮动抵押从担保物权体系剔除。考察比较法资料,结合“charge”的词源语义,遵循语言翻译的忠实严谨原则,宜将“floating charge”译为“浮动担保”而非“浮动抵押”。至于浮动担保何去何从,相对合理的方案是将其嵌入合同法域,规定于我国民法典合同编之“合同的担保”章节,以此彰显民法典的体系性与逻辑性。     

加强新形势下流动人口管理不断深化"三基"工程建设

加强流动人口管理服务工作,是"三基"工程建设的一项重要内容,也是当前经济转轨、社会转型特殊历史时期提高社会治安管理能力的有效手段。面对新形势、新环境、新任务,摒弃旧观念,着力研究、探索和创新流动人口管理服务的新举措、新方法,是摆在各级公安机关面前一个既现实又重要的课题。     

The global securitisation of youth

This article looks critically at the new global youth, peace and security agenda, that has been marked by the passage of United Nations Security Council Resolution 2250 in December 2015. It argues that this agenda needs to be situated within the broader context of the securitisation of development, and that the increasing interest in youth as a security subject and actor is shaped by three overlapping sets of global security concerns: the concept of the youth bulge is a euphemism for the problem of growing surplus populations worldwide; the ideal of youth as peacebuilders is a model for eliciting youth support for the current global social and economic order; and the spectre of globally networked youth being radicalised by extremist groups has legitimated joint state and private sector projects that are taking an increasingly active role intervening in the online lives of young people around the world. The article draws on an analysis of a collection of core documents that form the heart of the global youth and security agenda; and it argues for the need for greater critical reflexivity in considering the growing attention being paid to youth as a social category in global development and policy discourse.     

Public health as an agent of internal colonialism in interwar Czechoslovakia: shaping the discourse about the nation’s children

Shmidt’s text discusses the specifics of internal colonialism in the discourses and practices of the dominant group (Czechs) concerning Slovaks and Rusyns, ethnic groups from the peripheral, eastern areas of interwar Czechoslovakia. By targeting the reproductive patterns of these groups, seen as undesirable by the authorities, internal colonialism shaped the discourse about children by consistently opposing the normalized childhood inside the nation to the supposedly abnormal child development outside the civilizing process. Shmidt focuses on three interwar projects aimed at introducing new public health practices as an ‘infrastructure of dependence’ with regard to the peripheral groups. Being directly supported by the Rockefeller Foundation, these projects contributed to building the new Czechoslovak nation and securing its international legitimacy.
