不同于既有的条件形式说、历史制度说,结构同样是影响乡村治理的重要变量。从结构性视角出发,以湖北省秭归县为研究对象发现,影响村民自治重心下移的结构性要素可归纳为单元结构、利益结构、权力结构和规则结构等四类。其中,单元结构是自治重心需要下移的基础,利益结构是自治重心能够下移的核心,权力结构是重心下移后自治有效运转的关键,规则结构则是重心下移后自治正常运转的保障。但重心下移后的村民自治依然面临着新的结构性困境与挑战,如动力机制缺失、人才接续不足与再度被行政化。基于此,各地应在乡村振兴背景下进一步创新体制机制,有针对性地破解上述难题。  相似文献

基层党建引领社区治理是实现制度优势向治理效能转化的重要路径。部分基层党组织缺乏组织力、领导力,街道与社区等社区治理主体职责界定不明晰、治理载体单一,导致以党建推动社区治理制度向效能转化存在困境。天津市“战区制、主官上、权下放”模式着力强化基层党组织建设、明确街道与社区作为社区治理“主战区”、强调领导干部这个“关键少数”的主体责任、坚持治理重心下沉,有效推动了党建引领基层治理的体制机制创新。新时代提高社区治理效能必须坚持以党建为引领、以基层为主体、以人民为中心、以问题为导向、以创新为手段、以制度为保障,构建基层社会治理新格局。  相似文献

《决定》施行已经5年。总体上应当肯定,但也有值得总结和检讨之处。除保留了侦查机关所属的鉴定机构外,《决定》基本上关闭了国有资本进入司法鉴定领域的大门,这是值得研究的。建立什么样的司法鉴定体制应当有四方面的依据:司法鉴定机构的本质属性;不同诉讼活动的特点;不同国家的国情;成熟国家的经验教训。以此考察我国现行司法鉴定的体制,应当建立由国家出资的公立性鉴定机构,其与侦查机关所属的鉴定机构以及社会鉴定机构一并构成我国司法鉴定三支队伍,各有分工或侧重,共同担负起我国司法鉴定的任务。  相似文献

Applying regulatory focus theory, this paper investigates the impact of both ‘initial confidence’ and ‘exactness of growth expectations’ on the financial performance of small and medium-sized firms in Latvia. Drawing on a data set based on repeated survey design, we explore the complexity of this relationship empirically. Our overall findings suggest that when controlling for other relevant factors, such as actual growth, entrepreneurs having higher growth expectations perform significantly better in terms of profitability. In addition, education has a strong modifying effect. The impact of high growth expectations on subsequent profit performance is stronger for entrepreneurs with a lower level of education. Moreover, these effects are amplified by ethnicity. They are much stronger for ethnic Russian entrepreneurs compared with ethnic Latvian entrepreneurs.  相似文献

This study investigates the buying of stolen goods in Denmark. The study consists of a self-report survey based on a representative sample of the general Danish population (n = 2311) and six focus group interviews consisting of both informants experienced with buying stolen goods and of those with no experience (n = 37). The survey showed that 4.8% had bought stolen goods, while 15.7% were uncertain whether they had bought stolen goods. Young people, males, and unemployed were more likely to purchase stolen goods. No clear correlation between income and buying stolen goods was found. Focus groups suggest the buyers of stolen goods did not buy stolen goods because they could not afford legitimate products. We recommend targeting consumers not interested in buying stolen goods with information about how to avoid such activity.  相似文献

The instances of human–elephant conflict (HEC) are becoming pervasive in elephant range areas across the globe. One of the primary reasons is the exclusion and under-representation of local communities in the planning and implementation of mitigation strategies. However, engaging with local communities and considering their viewpoints are vital for the success of conflict mitigation and conservation efforts. This qualitative study was undertaken to gain a reasonably comprehensive understanding of the local community's perspectives concerning elephants in the Balasore district of Odisha, a state along the Eastern coast of India. Qualitative data obtained primarily through focus group discussions were analyzed using MAXQDA 2020 to perform thematic analysis of participants' narratives. Six common themes emerged from the study: exposure and experiences with elephants, the efficacy of deterrents, compassionate payment provisions, reasons for tolerance, and expectations. Attempts were made to understand the community viewpoints and offer implementable recommendations to improve human–elephant interactions by adopting more inclusive and participatory conservation practices.  相似文献
