在局部修宪不能解决宪法体系缺陷的情况下 ,全面修宪已成为必要。宪法第 2章《公民的基本权利和义务》应增加一些基本权利 ,有些权利需要补充或修正 ,权利的排列顺序也需作适当调整 ;基本义务的内容应适当删减

The role of peace journalism in the deconstruction of elections and the “national question” in Nigeria

Nigeria, a very fragile country, is constantly teetering towards dissolution. For several decades post-independence, the country has been plagued by protracted disputations among the diverse ethnic nationalities, which have been attributed to the inadvertent merger of the Northern and Southern protectorates in 1914 by the British colonialists. Since the merger, there has been intense unrest among the various ethnic groups with tensions for greater resource control and self-determination. The country has also witnessed the intense politicisation of religion in ways that have continued to aggravate the deepening antagonism between Christians and Muslims, further broadening already existing fault lines. The longdrawn-out bickering has led to calls for a renegotiation of the terms of cohabitation among the various ethnic nationalities; and this has given rise to the “national question”, a term used to describe the quest to review the dilemmas associated with accommodating multipleidentity communities within the framework of a single, integrated, national political system. This article argues that traditional media reportage of the “national question” in Nigeria has been more divisive than uniting. The article proposes the adoption of a peace journalism approach to reporting the “national question” to ensure that members of the various ethnic nationalities consider and value non-violent responses to conflict.

The Moore thesis: what's left after 1989?

This article reconsiders the work of Barrington Moore and his critics on the historical emergence of democracy in the light of post-communist democratization. What are we to make of a region which violates Moore's dictum – “No bourgeoisie, no democracy”? Using the tools of comparative historical analysis, it makes sense of how democracy emerged in the region by developing a theory which both explains why this was possible and what social actors were essential to this outcome. With attention to patterns of social development in the region, the politics of elite alliance in the final phase of communism, the strength of civil society at extrication, and the role of the international system, it explains differences in regime outcomes across the region.     

犯罪客体要件不可轻言废弃——对“客体要件否定论”理由的质疑
