新时代建设高素质专业化干部队伍简析

习近平总书记指出:坚持和发展中国特色社会主义的关键和基础是培育出更多更优秀的社会主义接班人,是我们在新时代工作的重心,也是促进党和国家发展的百年大计,更是实现中华民族伟大复兴的关键所在。如何选拔使用优秀干部,正确管理使用干部,不断提升干部素养始终是保持党长期执政能力建设和先进性纯洁性的关键,是决胜全面建成小康社会,实现中华民族伟大复兴奋斗目标和推进全面深化改革的组织保障。我们党在不同历史时期对干部管理创造了成功的经验。今天,我们党的历史方位发生深刻转变,执政环境发生深刻变化,在面对“四个考验”和“四个危险”的背景下,建设高素质、专业化干部队伍十分紧迫和极其重要。因此,新时代必须进一步提高干部政治素质、政德修养、专业能力,强化干部队伍。     

新时代我国现代化产业体系构建的工业化逻辑及其实现路径

现代化产业体系是现代化经济体系的重要组成部分,是指产业发展的新型化、产业结构的高级化、产业发展的集聚化和产业竞争力的高端化。从新时代经济发展的现实状态来看,我国现代化产业体系的构建必须坚持工业化的逻辑。坚持工业化逻辑就是要防止过度去工业化,从新兴产业的新动能培育与传统产业的新旧动能转换两条路径入手,以新型工业化、再工业化、继续工业化及工业现代化为基本逻辑,在坚持把实体经济做优做强的基础上,通过创新为我国工业化发展提供核心动力,进而构建我国新时代的现代化产业体系。现代化产业体系构建的工业化逻辑的实现需要发挥现代信息技术对产业发展的渗透作用,以信息化带动传统产业的现代化,加快战略性新兴产业的发展;推进供给侧结构性改革,积极培育现代化产业体系的新动能;推动消费结构升级,积极培育未来新产业的发展;完善支持体系,创造现代化产业体系构建的环境。     

An Anthropological Examination of the Types of Skeletal Fractures Resulting from Fatal High (˃3 m) Free Falls,

Fatal falls from heights (?3 m) often result in blunt force trauma (BFT) to the skeleton. The fracture patterns that result from this BFT mechanism are well understood in forensic anthropology and forensic pathology; however, details of the specific types of fractures that result remain poorly documented. The aim of this study was to provide a detailed examination of the types of fractures that may result from fatal high falls. Fractures were recorded from 95 full‐body postmortem computed tomography scans of individuals known to have died from a high fall. Trauma was then analyzed taking into account the extrinsic and intrinsic variables known to influence a fall using multiple logistic regression. A total of 339 types of fractures were classified, of which 16 were significantly associated with this BFT mechanism. Classified fracture types will augment anthropological interpretations of the circumstances of death from BFT in cases of suspected high falls.     

A Fatal Case of Poisoning with Fentanyl Transdermal Patches in Japan

Fentanyl transdermal patches have been used to treat cancer‐ and noncancer‐related chronic pain. However, its inappropriate or illegal application may cause fatal poisoning. We herein present the case of a Japanese woman in her 40s who was found dead with seven 25‐μg/h fentanyl transdermal patches on her body. We established a detailed toxicological analysis procedure to quantify fentanyl, and its metabolite norfentanyl, and other drugs (acetaminophen, allylisopropylacetylurea, celecoxib, estazolam, promethazine, and sertraline) in human whole blood by ultra‐high‐performance liquid chromatography–tandem mass spectrometry. The measured fentanyl and norfentanyl concentrations in the femoral and cardiac blood were 0.051 and 0.072 μg/mL and 0.033 and 0.076 μg/mL, respectively. The decedent's fentanyl concentrations were consistent with previously reported postmortem blood levels for fatal cases of poisoning by fentanyl transdermal patches. Based on the decedent's case history, autopsy findings, and toxicological analyses, the cause of death was identified as intoxication with transdermal fentanyl.

集体土地三级所有制度的应然法解读

集体土地三级所有制度是形成集体土地权利主体虚位的重要原因,不仅导致了集体土地权利主体地位不平等,同时还背离了土地所有制终极目标的基本要求。从应然法意义上讲,农民集体与农民集体经济组织应该属于等同的法律概念,其设立具有特别的宗旨、要件和方式要求,应该具有自己独特的法人地位。对历史与现实情况的深度审查表明,村内农民集体不仅不是农村土地所有权的当然主体,而且在当前我国社会经济条件下,作为集体土地的所有权主体,乡镇农民集体和村内农民集体都存在许多不合理的方面。村农民集体作为农村土地所有权主体应该是我国法律的唯一选择。     

论宪政民主与基层民主的良性互动

改革开放以来,中国在探索社会主义民主政治发展的过程中,昭示了一条有中国特色的民主发展路径：即坚持基层民主与国家层面的完政民主相互协调,共同推动中国民主政治发展。宪政民主与基层民主是两种不同的民主形式,它们之间的区别是显而易见的,但二者又都统一于中国特色社会主义的伟大实践,成为并行不悖的两种基本的民主形式。     

现阶段我国慈善组织公信力的建设

慈善组织的公信力不仅是慈善组织开展活动的前提,也是促进组织整体发展的必要条件。而现阶段我国的慈善组织却因丑闻频发、社会公信力较低,而无法获得较高的社会捐赠,限制了慈善组织的发展。要促进和谐社会下慈善事业的发展,需分析慈善组织公信力不足的原因,改善相应的制度,宣传和普及正确的现代慈善意识观,全面完善我国慈善组织建设。     

Heat Induced Changes to Dental Resin Composites: A Reference in Forensic Investigations?*

The objective was to investigate color change and surface damage in dental resin composites exposed to high temperatures over different time intervals for comparative purposes. Samples were prepared using two resins - Z100(R) (R1) and Charisma (R2), heated at the following temperatures: 200 degrees C, 400 degrees C, 600 degrees C, 1000 degrees C, for 15, 30 and 45 min (n = 104 for each resin sample). Color (DeltaE) and brightness (DeltaL) changes were analyzed by spectrophotometry using the CIE Lab system and surface changes by Scanning Electron Microscopy (SEM). R1 showed more intense color changes after heat exposure than R2. DeltaL values were found to be the best parameter for evaluation of light and color change. A biphasic pattern after thermal exposure was detected, from dark brown to light white. SEM showed more intense alterations in R2 than in R1. These results indicate that the parameters observed in both resins are useful as a guide in forensic analyses.
