Not-Knowing or Knowing Naught: Revisiting the Concept of Collaboration and Expertise in Child and Youth Care Practice

This article discusses the complexities associated with adopting a not-knowing stance in Child and Youth Care practice. By highlighting some of the challenges, it also clarifies the distinctions between practitioner lack of knowing how to proceed and an intentional, uncertain attitude when working with children, youth and families. Recommendations or caveats are provided if a practitioner chooses to adopt this kind of orientation to practice.     

Black geographies of struggle and pleasure in Nona Faustine’s White Shoes

In Nona Faustine’s photo series of self-portraits, White Shoes, the artist’s body becomes the agent in exposing the instability of racialized historical geography. Faustine revisits New York City’s landmarks to address what is missing or made invisible: a slave ship, a fugitive woman’s rebirth, or African burial grounds. Making herself visible where she is supposed to remain invisible, she highlights the unacknowledged connection between national wealth, nationalism, geography, and black labor. She discloses the topography of her travels as a changeable terrain, where one slips from the national iconic to ambiguous and finally, to the sacred. I suggest that Faustine doesn’t seek to democratize the extant historical maps, but to shift the terms of reading the city’s geography. She lifts the boundaries between the polarized pathways of knowing – the secularized and the sacred, the living and the dead, the verifiable and the missing. This shift is also made possible by the medium of photography and a feminist turn towards pleasures in one’s body. As Faustine comes to terms with the psychic and cultural inheritance of the diaspora, she moves from the collective body of pain towards black women’s pleasure in their own bodies without purging the history of sexual trauma.     

Youth Work in Croatia: Collecting Pieces for a Mosaic

This article explores the historical development of youth work in Croatia. By drawing from available data and personal experience, we describe three key phases of youth work development in a post-conflict country: (a) the period of the early 1990s as a “direct peace building" youth work; (b) the rise of nonformal education during the mid and late 1990s; and (c) the growth of a networked youth sector and its focus on youth policy advocacy starting in 2000. In addition, we refer to today's context, particularly because of its project-management orientation. Such categorization highlights various practices that we consider to represent youth work in a specific and contested national framework. Work with young people with fewer opportunities is being presented as a case, building on our observation that contemporary youth work continues to be embedded in civil society development and nonformal education, facing challenges of funding-driven discourse and unsystematic support.     

新时代的人文关怀：马克思主义社会工作的回顾与前瞻

在马克思主义的影响下,社会工作从20世纪60年代起开始摒弃弗洛伊德的自然人的理论假设,倡导在历史和社会场景中理解人的成长改变要求,给服务对象以真正的人文关怀。尽管马克思主义对社会工作的影响经历了马克思主义社会工作、结构社会工作、反排斥与反歧视社会工作和批判社会工作等不同的发展阶段,但是,它们都认同人是历史社会结构中的人这一马克思主义社会工作的基本观点,主张通过权力关系的分析和平等关系的倡导实现个人成长与社会改变的结合。值得注意的是,20世纪90年代之后,多元价值的倡导使马克思主义社会工作的社会结构视角面临不确定性、多元主义和主体性不足的严峻挑战,需要汲取中国哲学的精神资源,围绕“变化”重新理解历史社会结构中的人,将马克思主义与社会工作的场景实践整合起来,以过程唯物论作为多元社会下社会工作实践的理论基础,真正在新时代的实践中呈现人文关怀,为本土经验的国际化做出自己应有的贡献。     

An analysis of budget compliance measurement in South African local government best‐practice financial management technical assistance programs, 2001—2003

South Africa's local government financial management best‐practice technical assistance program (known as MFMTAP) was to reform municipal financial management; achieve credible, realistic budgets and prevent financial failure. We consider whether a budget compliance procedure, developed by National Treasury (NT) to measure funding requirements compliance with the Municipal Finance Management Act (MFMA) focusing on ‘realistic’ revenue budgeting, improves our understanding of technical assistance effectiveness. We assess a metropolitan municipality's compliance before, during and after advisory assistance. The compliance procedure was robust. Potential exists for wider application to assess best‐practice technical assistance (BPTA) program financial reform effectiveness. The findings from this single, important sample suggest that MFMA funding requirements are not being sustained 4 years after MFMTAP commencement, attributable to either BPTA performance or termination effects. We conclude that MFMA financial performance can be assessed by the procedure, from analysis of the metropolitan municipality performance assisted by a BPTA advisor for approximately 3 years. The analysis raises questions about BPTA program reform sustainability, but we add the caveat that conclusions cannot be drawn from a single sample metropolitan municipality, but a larger sample need be used for further methodology development to confirm its efficacy. 非法行医罪与医疗事故罪辨析及立法思考

非法行医罪和医疗事故罪在主体、客体、主观方面,客观方面各犯罪构成要件上都有区别,罪数形态上亦有区分执业医师擅自脱离执业地点和不按执业类别、执业范围执业的行为应以非法行医论处,有证医疗机构的无证“医务人员”从事诊疗、护理等活动造成损害的应以非法行医论,无证人员无偿提供医疗服务的仍属非法行医行为,刑法立法上应当对此作出相应规定以资完善.     

地上权制度之历史研究——兼评我国地上权立法

地上权制度是用益物权制度框架内的一项基本制度,经济和社会的发展使地上权具有了崭新的内容,在我国土地所有权归国家和农村集体经济组织所有的条件下具有广泛的适用范围,尤其是有助于解决城市用地、工业用地、居民住宅建设用地,以及在他人所有的土地上下铺设管道等公共设施而产生的权利义务关系,从而促进社会经济的发展。     

“推车撞壁”式还是“曲突徙薪”式?——五四时期“社会主义论战”研究

通过对五四时期社会主义论战的回顾,其争论焦点可归纳为:什么是社会主义和如何实现社会主义。对于这两点,研究系与早期马克思主义者有不同的回答,形成了两条不同的路径。一条是研究系的基尔特社会主义--‘推车撞壁’式路径,另一条是早期马克思主义者的科学社会主义--‘曲突徙薪’式路径。学界对早期马克思主义者论战中局限性的研究并不充分,主要体现在过度关注了由外在客观条件造成的必然的不足--外生的不足,而忽略了由内在主观条件造成的非必然的不足--内生的不足。应尽量排除两派共有的外生的不足,聚焦于内生的不足。在推车撞壁式与曲突徙薪式两种观点的互诘中,早期马克思主义者暴露了其国际视角逻辑的内生的不足。这种不足不仅无助于论证其曲突徙薪式观点,还逐步演变为错误的理论,导致了错误的革命实践。对内生的不足的反思凸显了实践观点与辩证方法的重大意义。
