关于企业工会开展建设职工之家活动的实践与思考——以中央企业工会为例

企业工会组织在建家活动中,首先要提高认识,增强责任感.同时,要以建设建功立业的事业之家、提高素质的学习之家、凝心聚力的民主之家和维权维稳的和谐之家为目标,通过加强工会组织建设,充分发挥其在建设职工之家活动中的重要作用.     

政府购买居家养老服务:模式分析与战略设计——基于比较研究的视角

政府购买居家养老服务不仅是我国应对"银色化浪潮"的重要战略选择,也是完善养老制度的重要组成部分。我国老龄化日益严重,具有"未富先老"的特点。在比较分析相关研究的基础上,总结我国政府购买居家养老服务的迫切性,概括国外政府购买居家养老服务的实践,并从我国现有的法律和文件、购买模式及面临的问题归纳现阶段政府购买居家养老服务的现状。为政府购买居家养老服务提出对策建议,以期新养老方式不断得以完善与推广,更好地满足老龄化社会的需求。     

Comment on Dennis P. Culhane et al.’s “public shelter admission rates in Philadelphia and New York City: The implications of turnover for sheltered population counts”

The article here extended reflects on the excessively narrow debate over the government-sponsored enterprises (GSEs)' cost-benefit transfer balance which had been raging for a quarter-century before the 2007–2009 financial crisis. That crisis has cast a new light on the actual costs of GSE operations and exposed the unsustainability of some of their benefits for homeownership. After injecting afew new findings into the traditional debate, this comment adds some of what has transpired in recent years and what may be inferred from it so far. Doing so brings additional analysis to bear on the article's conclusion that “the GSEs might not be justified” and “Maybe it is time for them to exit” although most politicians in the past have been disinclined to show them the door.     

Comment on James H. Carr and Michelle Mulcahy's “Twenty years of housing policy: what's new,what's changed,what's ahead?”

Housing policy in the post Great Recession (GR) era faces tremendous uncertainties, but clearly there will be more sensitivity around risk, quality, and transparency in capital markets. The post-GR domestic policy environment and economy are likely to impose several overarching constraints, including less access to world capital markets for financing housing, more restrictive assessments of risk, and increasing restraints on federal domestic spending particularly for non-entitlement programs. Carr and Mulcahy provide a substantial agenda of liberal-progressive policies that focus on the predatory and risky practices of loan originators and promote expansion of home ownership for low-income households. If we are indeed on the brink of an era of austerity, the housing policy debate will need to focus on priorities for contraction rather than expansion in housing programs, and on tenure-neutral policies rather than promoting home ownership.     

我国生产者责任延伸制度实施困境分析——从家电以旧换新政策实施谈起

生产者责任延伸是解决废弃产品问题的一项新兴的环境策略,在我国已初步构建并开始实施。为拉动经济增长,促进废旧电器电子产品的循环利用,我国实施了家电以旧换新政策。但该政策实施后遇到的一些问题,如回收企业技术落后不能满足回收的大量废弃电器电子产品的无害化资源化处置、生产者组织和废弃产品处理基金制度没有有效建立、政府行政干预机制和经济激励机制的缺位、法律规定的空白等阻碍着生产者责任延伸制度的实施。     

Mapping Urban Revitalization: Using GIS Spatial Analysis to Evaluate a New Housing Policy

This longitudinal, multimethod study uses geographical information system (GIS) software to evaluate the community-wide impact of a neighborhood revitalization project. Unsystematic visual examination and analysis of GIS maps are offered as a complementary tool to quantitative analysis and one that is much more compelling, meaningful, and effective in presentation to community and nonscientific professional audiences. The centerpiece of the intervention was the development of a new, middle-class housing subdivision in an area that was declining physically and economically. This represents three major urban/housing policy directions: (1) the emphasis on home ownership for working-class families, (2) the deconcentration of poverty through development of mixed-income neighborhoods, and (3) the clean up and redevelopment of contaminated, former industrial brownfields. Resident survey responses, objective environmental assessment observations, and building permit data were collected, geocoded at the address level, and aggregated to the block level on 60 street blocks in the older neighborhoods surrounding the new housing in two waves: during site clearing and housing construction (Time 1: 1993–95) and three years post-completion (Time 2: 1998–99). Variables mapped include (a) Time 1–2 change in self-reported home repairs and improvements, (b) change in the assessed physical condition of yards and exteriors of 925 individual residential properties, (c) change in residents' home pride, and (d) a city archive of building permits at Time 2. Physical conditions improved overall in the neighborhood, but spatial analysis of the maps suggest that the spillover effects, if any, of the new housing were geographically limited and included unintended negative psychological consequences. Results argue for greater use of GIS and the street block level in community research and of psychological and behavioral variables in planning research and decisions.

生育保护假期制度是保障育龄妇女权益的重要手段,OECD国家将产假期限、工作保护和津贴补助三者有机结合,创设的陪产假和育婴假制度极大地促进了性别平等,帮助受雇者平衡工作与家庭的冲突,提升了生育保护水平。当前中国面临着二孩政策全面放开后生育率不如预期乐观的情况,如何走出低生育率陷阱成为亟需解决的问题。通过对OECD国家和中国现有的产假制度进行比较,研究为完善我国生育产假政策提供建议。     

Using Video to Reduce Home Safety Hazards with Parents Reported for Child Abuse and Neglect

Safety hazards are frequent in the homes of families reported for child abuse and neglect. The effectiveness of a videotape intervention with two families involved with child abuse and neglect was examined, using a replicated multiple probe design across settings. Data were collected using the Home Accident Prevention Inventory — Revised, and the Checklist for the Video-Trained Parent's Behavior. Social validation and expert validation data are also presented.

日本自20世纪70年代进入人口老龄化社会,老人的养老护理成为社会问题,为应对人口老龄化的挑战,日本建立护理保险制度,护理保险由居家护理服务和设施护理服务两部分组成,主要为居家护理服务。日本的居家护理服务很好地解决了日本养老服务问题,呈现出自己的鲜明特点,对我国养老服务提供了有益的借鉴。
