正交实验优选赤芍提取工艺研究

目的:优选乙醇提取赤芍工艺.方法:采用正交实验方法,以芍药苷为指标成分,以乙醇浓度、溶剂量、提取时间、提取次数为考察因素,各设置3个水平,对赤芍乙醇提取工艺进行优化.结果:芍药苷的最佳提取工艺条件为:700 ml/L乙醇,8倍量水,提取3次,每次1.5 h.结论:不同条件对赤芍提取物中芍药苷含量有影响.     

The Politics of Policy Design and Implementation: A Comparative Study of Two Belgian Service Voucher Programs

Abstract

When two policy programs, identical in many important respects, are implemented in the same national context, similar program results would be expected. If this is not the case, an explanation is needed. In this article two Belgian voucher programs are compared: one for household services and one for childcare services. The first program was termed a success while the latter was abandoned after disappointing results. Ideological differences between policy makers at cabinet level are identified as the most crucial factor explaining the contrasting results of the two programs. The failure of the childcare voucher scheme was due to its deeply flawed policy program design, particularly with respect to the implementing structure as well as the needs and demands of the designated target group. This comparative study confirms the usefulness and validity of two well-known theoretical constructs: an integrated implementation model and related statutory coherence thesis. The necessity of more attention to the potential influence of higher-level political-institutional factors and the dynamic interaction between policy formulation/design and policy implementation is one important lesson for contemporary implementation research. Another is that policy instruments per se do not determine policy results. Their role can only be fruitfully analyzed and explained in the context where they are selected and applied.     

Squaring the Virtuous Circle: Exploring the Potential of the ‘Five Cs’

During his May 2014 visit to Australia Pascal Lamy, former Director General of the World Trade Organization, urged ‘public institutions, civil society, and global businesses’ to forge ‘creative coalitions’ for the purpose of engaging constructively and positively with the complex problems standing in the way of achieving social and economic sustainability. Lamy's visit was but the first of several occasions during 2014 in which intense public discussion erupted about the need for government, business, and civil society to pool their capacities in boundary‐spanning efforts to address complex policy problems. This article investigates whether the public discussion portends a heightened policy focus on the ‘five Cs’: co‐production, co‐design, corporate social responsibility, collective impact, and Lamy's creative coalitions.

思想政治教育的人性化研究

马克思主义认为,人性是自然人性与社会人性在生产实践中的统一,这就为思想政治教育人性化研究提供了理论基础;以马克思主义人性论为指导,阐述了思想政治教育人性化的基本内涵和现实依据,探讨了思想政治教育人性化的实现路径;指出要在对传统思想政治教育反思的基础上,分别从教育理念、教育环境以及教育方法三个方面实现思想政治教育的人性化,最终达到人的自由全面发展。     

Social Hope and State Lawlessness

Abstract

Hope is a precious resource. But, deluded, not based on a sober appraisal of the relevant realities, hope can also be lethal. One kind of hope is utopian hope. It does not exhaust what social hope is, or should be, about. The hope of remedying the most terrible injustices makes an urgent call on our attention. The world has travelled some way from the time when tyrannical governments could act with impunity in dealing with those under their jurisdiction. But it has not travelled far enough. There remain a number of deficits in the system of international law: "thresholds of inhumanity".     

高校惩防体系建设中的问题与对策

在构建和谐社会、建设文化强国的时代背景下,高校的反腐倡廉建设面临的任务更重、要求更高。当前高校惩防体系建设仍存在着案件多发、行风不正、制度短板、执行短腿、文化欠缺等问题。我们应总结经验教训,把握建设重点,站在新的战略高度,通过加强顶层设计,采取针对性措施,强化对主动腐败行为的惩戒;将廉政文化贯穿于惩防体系建设的始终,不断推进廉洁教育"三进",营造风清气正的廉洁文化氛围;进一步深化高校的惩防体系建设,深入贯彻落实国家中长期教育改革和发展规划纲要,为高等教育事业的发展提供保障。     

马克思的国际贸易伦理思想研究

马克思的国际贸易理论是马克思的政治经济学的重要内容,探讨马克思的国际贸易理论中的伦理思想,有利于我们把握与理解马克思的国际贸易理论的精神实质。马克思认为,国际贸易是资本主义生产方式的必然产物,正是资本主义生产方式的发展,促使了国际贸易的发展与世界市场的形成。从马克思历史观的维度看来,自由与平等是国际贸易的核心伦理精神,信用是国际贸易的伦理基础与伦理保障,国际贸易的发展离不开自由与平等,也需要信用为其保驾与护航。此外,在国际贸易中也要讲人道,人道是国际贸易对贸易主体所提出的伦理要求。     

Decentralisation,Governance and the Structure of Local Political Institutions: Lessons for Reform?

Many governments are devolving power to elected local councils, hoping to improve service delivery and citizen representation by bringing officials closer to the people. While these decentralisation reforms hold the promise of improved governance, they also present national and sub-national leaders with a complex array of options about how to structure newly empowered local political institutions. This article draws on cross-national experience and the latest research to identify the trade-offs inherent in structuring local political institutions. The study's specific interest is in the impact of strong, locally elected councils on governance and representation. Proceeding from an empirical basis that competitive elections are vital for the legitimacy and efficiency of local political institutions, the analysis first questions the impact of four institutional features – central versus local control, local executive versus local council authority, local council structure, and the role of parties – on service provision and fiscal solvency. The article's second section analyses the impact of decentralisation on political representation, with a particular focus on the role of institutional design in combating the threat of extremist parties. A final section summarises empirical findings and advances some policy-relevant conclusions.
