Significant changes to societies and the jettisoning of social rights are limiting access to conventional citizenship and fueling a new criterion by which a substantive ‘citizenship’ may now be claimed. Specifically, fame, fortune and a kind of martyrdom are, de facto, the new ways in which an individualistic approach is used to access citizenship, initiating a two-tiered system of inclusion. This article uses a Canadian context to examine the relevance of Marshall's concept of citizenship. The argument will follow in four parts. First, I review Marshall's construct of social rights and take up some of the ‘internal’ critiques of its limits. Second, I examine the gendered limits of social citizenship claims. Third, I explore what amounts to an ‘external’ critique of Marshall, i.e. thinkers like Beck who argue that the debate has moved on from how to do ‘social rights’ to an attack on the very notion of (social) rights. Finally, I propose what a citizenship without social rights concretely amounts to in the modern world.  相似文献

Modern identity is valuable, multi-functional and complex. Today we typically manage multiple versions of self, made visible in digital trails distributed widely across offline and online spaces. Yet, technology-mediated identity leads us into crisis. Enduring accessibility to greater and growing personal details online, alongside increases in both computing power and data linkage techniques, fuel fears of identity exploitation. Will it be stolen? Who controls it? Are others aggregating or analysing our identities to infer new data about us without our knowledge or consent? New challenges present themselves globally around these fears, as manifested by concerns over massive online data breaches and automated identification technologies, which also highlight the conundrum faced by governments about how to safeguard individuals' interests on the Web while striking a fair balance with wider public interests. This paper reflects upon some of these problems as part of the inter-disciplinary, transatlantic ‘SuperIdentity’ project investigating links between cyber and real-world identifiers. To meet the crisis, we explore the relationship between identity and digitisation from the perspective of policy and law. We conclude that traditional models of identity protection need supplementing with new ways of thinking, including pioneering ‘technical-legal’ initiatives that are sensitive to the different risks that threaten our digital identity integrity. Only by re-conceiving identity dynamically to appreciate the increasing capabilities for connectivity between different aspects of our identity across the cyber and the physical domains, will policy and law be able to keep up with and address the challenges that lie ahead in our progressively networked world.  相似文献

ABSTRACT

Tarr analyses the representation of Islam in five feature films made since 2006 that centre on the changing identities of Muslims in contemporary France. She locates the films within the context of the rise in Islamophobia in France following 9/11 and anxieties about immigration and terrorism, but also in relation to France's troubled postcolonial history and French republican ideology. In particular, the French notion of laïcité (secularism) has given rise to active hostility to any public expression of religious or cultural difference, particularly on the part of Muslims. Cinematic representations of Muslims, and particularly of the children of migrants from the Maghreb, have, therefore, since the mid-1980s, been treated with caution in order not to alienate mainstream Franco-French audiences and to facilitate the second generation's integration into French society. However, the five feature films addressed here—two mainstream popular comedies, Mauvaise foi/Bad Faith (2006) and L'Italien/The Italian (2010), and three independent, low budget, auteur-led, realist films, Dans la vie/Two Ladies (2008), Dernier maquis (2008) and La Désintégration/Disintegration (2012)—offer new narratives that challenge fears of Islam by foregrounding the protagonists' negotiation of their Muslim identities in a French context and, by implication, argue for the integration of Islam as a legitimate referent of French identity. However, their construction of Islam does not extend to positive representations of young veiled women, and they thus still risk confirming the oppressive majority view that certain practices associated with Islam, such as the wearing of the veil, are incompatible with the secularism of the French Republic.  相似文献

It is often forgotten that, regardless of time or place, periods of high immigration are almost always periods of high anti‐immigration sentiment. When ethnic change is rapid, driven by immigration or differences in ethnic natural increase, the ethnic majority often responds with a politics of immigration. This was true, for instance, in Britain in the 1960s, in the US during 1890–1925 and in interwar Scotland. I show that White British people in locales experiencing rapid ethnic change are more likely to call for lower immigration and to vote BNP. On the other hand, where there is already a high level of ethnic minorities, white opinion is less hostile to immigration: UKIP does poorly among whites in diverse areas. Habituation to change, typically within a decade, and assimilation—especially of Europeans—over a generation reduces hostility to immigration. If the rate of ethnic change slows, we should therefore expect a reduction in the salience of immigration. Ironically, because the children of European migrants are more readily accepted into the ethnic majority than is the case for non‐Europeans, a shift from EU free movement to non‐European skilled migrants, as is advocated by UKIP, could run counter to the wishes of its own supporters.  相似文献

Abstract

There is a kind of guilt that looks archaic, but which arises at the moment of Romanticism. One way of understanding it is as a response to a plight bequeathed by Kant. Kant's account of the subject secures the subject as such, but not the particular individual. The particular individual for Kant presents a risk, the risk of turning away from the good will defined by the categorical imperative to embrace one's own, particular good. Ultimately for Kant this entails the risk of radical evil. The peculiarity of Romantic guilt is that it seems to grant one ontological assurance for one's particular individuality. This paper explores and seeks to define the phenomenon of Romantic guilt as a possible aspect of tensions in lived experience, in particular between the universalism and moral autonomy associated with the rationalist, Enlightenment strain in liberalism, and the particularism and rootedness of cultural belonging associated with Romanticism. Romantic guilt emerges as having a constitutive function in relation to the self. The paper concludes with suggestions about ways in which further research might trace Romantic guilt in a collective form in nationalism and modernity.  相似文献

当今世界金融一体化和经济全球化方兴未艾,洗钱犯罪的迅猛发展使得社会财富和人们的个人财产遭到严重损失。2012年我国新修订后的刑事诉讼法明确增加了"技术侦查措施"一节内容,这是我国侦查诉讼法治化的一项重要举措,为公安机关、检察院侦查严重危害社会的犯罪案件提供了新的侦查方略,主要包括技术侦查、隐匿身份侦查和控制下交付3种特殊侦查措施,以及卧底侦查和诱惑侦查两种传统秘密侦查方式。这5种侦查措施为洗钱犯罪的侦查带来了重要的实用价值。  相似文献
