情报信息导侦工作初探

情报信息导侦是侦查信患化的主要行动模式和发展方向．已逐渐被侦查部门所接受．但真正要在侦查实践中全面推行这种模式．则需要坚实的基础。文章以辽宁省公安机关为例,回顾了其情报信患工作的发展过程、介绍了情报信息工作现状、指出了情报信息工作的发展思路及其保障环节,为各级公安机关颠覆传统观念、加快创新发展、主动改革机制、变虚设机构为实战部门．提供了理论指导。     

Democracy and the politics of power alternation in Africa

Namibia's Nujoma, Zambia's Chiluba, Algeria's Bouteflika, Togo's Eyadema, Cameroon's Biya, Nigeria's Obasanjo, Niger's Tandja and Uganda's Museveni have all to varying degrees attempted to subvert the democratization process in their respective countries. These however are only a small selection of an increasingly similar pattern of action by incumbents in Africa. What is most troubling to democratic transitionists is a concerted effort by these leaders to curtail their fledgling democracies in the name of their continued ‘service’ to the people. This paper seeks to examine what has enabled an increasing number of African leaders to negate power alternation in favour of open-ended tenures otherwise ‘presidential careerism’. The article argues that while most of these states have been cited for embarking on some semblance of democratic rule, their rulers have utilized their weak democratic institutional structures, co-opted the elite and rallied the ‘mob’ to commit democracy ‘infanticide’.     

The legislature and agenda politics of social welfare: a comparative analysis of authoritarian and democratic regimes in South Korea

The article mainly seeks to explain the legislature’s preferences in social welfare before and after democratization using South Korea as a case study. Based on an original dataset that consists of all executive and of legislative branch-submitted bills between 1948 and 2016 – roughly 60,000– legislative priority on social welfare is compared over time, and tested using logistic regressions. The key focus of analysis is whether and how the level of democracy affected the degree and universality of social welfare priority. The findings show that the promotion of social welfare is positively related to higher levels of democracy in a continuous fashion, which clearly points to the need to avoid applying a simple regime dichotomy – authoritarian or democratic – when seeking to understand social welfare development. Going further, the article examines the legislature's priority in welfare issues within a presidential structure and under majoritarian electoral rule, at different levels of democracy. The result shows that the higher levels of democracy are, the more the legislative branch contributes to the overall salience of social welfare legislative initiatives as compared to the executive branch. Moreover, the legislative branch itself prioritizes a social welfare agenda – alongside democratic deepening – over other issues.

Promoting the Modernization of China’s Governance System and Capacity in Line with the Rule of Law

Since the 18th National Congress of the Communist Party of China (CPC) held in 2012, XI Jinping, General Secretary of the CPC Central Committee, has made a series of vital expositions on the promotion of modernization of the national governance system and capacity in line with the rule of law. The law is the most important tool for governing a country, and the rule of law supports the national governance process and capacity. Promoting the rule of law on all fronts is an essential requirement for developing socialism with Chinese characteristics and promoting the modernization of the national governance system and capacity. Comprehensive law-based governance in all areas should be promoted to advance the modernization of national governance. Furthermore, law-based thinking and methods should be used to address difficulties and challenges faced in this modernization process.     

金融发展理论的理性分析与我国金融体系改革的取向

本文简要分析了金融抑制理论及其非市场性风险、金融深化理论及其假设条件的内在缺陷、金融约束及其政策取向,提出我国金融体系改革的取向应确定以金融深化为改革的终极目标,以金融约束为必要手段。

当今时代,信息技术、信息资源在经济社会各个领域的高度渗透性,使得信息化成为推进经济社会快速发展的核心动力。信息化绩效的测评理应科学、完整地反映信息化在经济社会的宏观、中观、微观不同层次以及各层次中的直接、间接功能发挥的状况,做到宏观、中观、微观绩效评估,直接、间接绩效评估的有机结合。在此,我们着重就我国西部民族地区中观经济信息化间接绩效水平进行测评与比较研究。
