The World Bank has always sold ideas, not just loans. Starting in 1996, then president James Wolfensohn rebranded the Bank by articulating a formal vision of a “Knowledge Bank”—a provider of state‐of‐the‐art expertise on development. After a number of internal changes and assessments, the Bank is acknowledging that it needs to be more humble, pluralistic, and practical. Why do some regard the Bank as a legitimate knowledge actor, whereas others contest that authority? We offer an analytical framework that can explain stakeholders' uneven recognition of the Bank's knowledge role. When stakeholders define knowledge as products, the Bank generally obtains recognition for the quality and quantity of the information it generates. This is the output dimension of legitimacy. On the other hand, when knowledge only counts as such to users who have been part of the process of creating it, the Bank finds itself with limited recognition.  相似文献

Ex ante policy appraisals, such as Regulatory Impact Assessments (RIAs), are promoted because they are expected to inform decisionmakers and, thus, to lead to better quality regulation. Such instrumental use is not the only possible use of RIAs. Ex ante policy appraisal can affect the policy process in various ways. However, a consolidated theory on the conditions for utilization of RIAs in the policy process has yet to be developed. In order to explore these conditions, we analyze three case studies of Swiss decisionmaking processes and apply concepts from knowledge utilization literature. In conclusion, we find that policy arenas matter more than the institutional context and design of RIA procedures. In line with previous literature, political use seems to be a prevalent type of utilization. Yet we find that, under specific conditions, RIAs also provide a basis for the optimization of policy designs (instrumental use), help improve interagency relations (policy‐process use), and may change how a policy issue is understood (conceptual use).  相似文献

Abstract

This article argues that the transition from bandit colonialism through the intricate systems of the modern triage society that is wired for Western cultural compliance requires more than just critique, or a prayer for the meek to inherit the earth. It requires a decisive consensus that the meek do not inherit the earth by their meekness alone – they need defences of the mind and conceptual categories around which they can organise their thoughts and actions. Turning the previously colonised into participants in a new moral and cognitive venture against oppression requires more than just periodic elections – significant though electoral processes are. Addressing the atrophy of human capabilities that has characterised human development in the context of both bandit colonialism and the modern triage society demands the development of a plurality of insights, of critical traditions, and a deepening of the tools for diagnosis and hence the quality of prognosis. It may, in certain instances, demand a cognitive indifference to the Western model and a robust engagement with the methods of science and in particular their impact on sustainable livelihood when acting in consort with economics. But most of all it calls for a vigorous engagement with conceptual categories and the theoretical and cultural underpinnings from which they have descended, with the clear intention of their dismantling.  相似文献

The development industry has moved from concepts of aid and technical assistance to the idea that closing ‘gaps’ in people's knowledge is the most effective way of alleviating poverty and injustice. My data show the means through which this ‘knowledge transfer’ is actually supposed to happen. I examine the micro-politics of development: the role and agency of development workers, who are so frequently employed to conduct ‘training’ on a wide range of topics affecting citizens' well-being, such as conflict prevention or sustainable agricultural practices. This paper draws on ethnographic research between 2010 and 2012 with Kyrgyzstani NGO workers to analyse the ‘side-effects’ of development, such as the creation of a new social class and softening age hierarchies. I examine the widespread conviction among trainers that education can solve most social ills, and their concepts of how knowledge, sometimes in the guise of ideologiya, shapes people. I argue that this faith in knowledge reflects both the life course of NGO workers themselves and what they can offer from within the ‘knowledge transfer’ paradigm. An understanding of the friction between different expectations of knowledge content, teaching relationships and aims in creating well-being is not only essential to a critical reflection on these development efforts but also illuminates wider political and social processes and relationships, such as expectations of the state and international community.  相似文献

A high level of tax morale is necessary in promoting tax compliance among the public, including youth who tend to have a low sense of responsibility. The current tax system and working youth segment of Malaysia are first explained. Based on the relevant literature on taxation, important factors that influence trust and the resulting tax compliance are conceptualized in a research model. An online survey was administered on youth throughout Malaysia that resulted in 2,030 usable responses, of which 500 were used in testing the model. The empirical results from using partial least squares analysis show that one of the two trust variables and tax knowledge are significant determinants of tax compliance. In addition, youth in the registered taxpayers group exhibited a greater level of compliance intention than non-registered youth.  相似文献

This article examines the relationship between international criminal justice and democratisation processes in post-conflict settings, illustrating that international tribunals did not contribute to democratisation in the cases of Serbia, Kosovo and Rwanda. The argument that tribunals have willingly or inadvertently empowered local non-reformist factions is rooted in the agency of local elites. The findings suggest prioritisation of international over localised knowledge, political over victim interests and stability over judicial independence. This article makes a contribution to the emerging, critical literature on the dynamics between institutions of international criminal law and their socio-political environments, drawing attention to volatile effects of internationalised justice.  相似文献

While it may be intuited that human trafficking is an ineluctable component of the child soldiering experience, very little research exists to illustrate the tangible connections between these two ‘worst forms’ of child labour. The extent to which common reception points for trafficked children—such as slave-owning households, religious boarding schools and brothels—double as profitable reservoirs for recruiting commanders remains entirely unknown. Likewise, despite the clear financial incentive that some erstwhile commanders might have to traffic their former child combatants into civilian slavery, the prevalence of such practice is unknown. The purpose of this article is to delineate some of the most conspicuous academic gaps pertaining to the intersection of child trafficking and child soldiering.  相似文献

This article reviews the IPPR commissioned report ‘Securing the Future of Higher Education in England’. It is argued that the report identifies key shortcomings in contemporary higher education policy, and develops some important recommendations for shaping the sector in the future. However, several of the proposed recommendations would create new divisions in the sector and reinforce existing ones. Moreover, the report maintains and reproduces the ideological status quo of contemporary higher education policy, which can broadly be described as the organisation and provision of higher education along ‘quasi‐market’ lines. Crucially, although the report advocates reform based on social justice, in the contemporary context of fiscal retrenchment, the majority of recommendations are underpinned by, arguably necessary, economic rationales.  相似文献

The unusual size and persistence of the gender gap in political knowledge is perplexing in comparison to other dimensions of politics. Building on situational explanations of political engagement, this article claims that women’s and men’s specific adult roles lead to an enlargement of the gender gap in knowledge. The present study analyses men and women’s levels of political knowledge at different life stages by means of two unique datasets specifically collected to measure what people know about politics. Findings show that adult roles provide more opportunities for men to gain political knowledge than for women. Furthermore, the comparison of levels of political knowledge in two such dissimilar countries as Finland and Spain suggests that while gender equality policies are successful in tearing down some of the obstacles that hinder women’s contact with the political world, they are still insufficient to completely bridge the gender gap in political knowledge during adulthood.  相似文献

What happens when a ballot measure becomes an orphan and there are no campaign expenditures for or against the measure? California's Proposition 91 provides one example of such a scenario and offers a rare opportunity to study what voters learn about a ballot measure in the absence of a campaign. Using an election survey, I assess what voters exiting the polling booth learned about Proposition 91 and compare it to what they learned about several other measures on the same ballot. My results suggest that even without a campaign, a large majority of voters still know a fact about Proposition 91. I also find that campaigns can greatly increase knowledge of the facts they choose to emphasize.  相似文献
