纯洁性是执法公信力之基

作为国家的法律监督机关,检察机关具有维护社会公平正义的神圣职责。确保检察队伍的纯洁性,是检察机关实现自身价值,服务经济社会科学发展的关键所在。针对检察机关队伍现状和执法公信力的迫切需要,要牢固树立、积极践行"忠诚、为民、公正、廉洁"的核心价值观,确保检察队伍的思想纯洁、队伍纯洁、作风纯洁和清正廉洁。     

公安基层派出所建设刍议

公安派出所是公安机关最基层的实战单位,派出所的工作状况直接关系到整个公安工作的根基和成效。要高度重视派出所基础建设,实现派出所建设的优先化;改革和创新警务工作运行机制,实现派出所主要职能的明确化;加强派出所警务保障,实现派出所保障工作的制度化;结合警务规范化建设,实现派出所队伍建设的正规化;推行从优待警、文化育警举措,实现派出所队伍管理的人性化。     

高校马克思主义学习型领导班子建设机制研究

高等教育作为生产力和人才资源的重要结合点,在国家发展中具有十分重要的地位和作用。高校办学的好坏关键在领导班子,提高高校领导班子办学治校能力迫切需要高校领导班子加强学习。文章提出,建设高校学习型领导班子必须把握马克思主义的方向及马克思主义的学风建设,必须在学习观念、学习方法、学习制度上进行机制创新,使高校领导班子的学习更加科学有效。     

建设警察院校高素质教师队伍之我见

通过对美、英、法等国家警察院校师资队伍建设模式和我国警察院校师资队伍现状分析,提出借鉴国外成功经验,组建科学合理的教师队伍,确立"双多向"交流、基础课教师转型为专业课教师等措施,建设高素质教师队伍。     

REPORT FROM THE WINGSPREAD CONFERENCE ON DOMESTIC VIOLENCE AND FAMILY COURTS

In February 2007 the National Council of Juvenile and Family Court Judges and the Association of Family and Conciliation Courts brought together a working group of thirty‐seven experienced practitioners and researchers to identify and explore conceptual and practical tensions that have hampered effective work with families in which domestic violence has been identified or alleged. Five central sets of issues were raised at the conference and are discussed in this report. These include the following: differentiation among families experiencing domestic violence, screening and triage, participation by families in various processes and services, appropriate outcomes for children, and family court roles and resources. The report emphasizes the need for continued multidisciplinary collaboration in order to better serve families affected by domestic violence and it includes an appendix of consensus points as well as suggestions for formation of ongoing work groups.     

公安队伍建设突出问题反思

当前公安队伍建设存在的主要问题表现：各级公安机关人财物保障不力，结构性制约状态长期存在；警民关系改善不够，社会支持系统严重缺失；管理机制运行不畅，积极性难以充分发挥；民警的精神动力不足，对职业的忠诚度有所下降。加强体制与机制改革是公安队伍建设的重要课题。     

“双师型”队伍建设是提高高职教学质量的关键

高等职业教育担负着培养面向区域经济、社会发展的，生产、建设、管理和服务第一线高技能人才的重要使命。高素质人才培养，急需高素质的师资队伍。建设一支素质优良、师德高尚，结构合理、专兼结合、特色鲜明，相对稳定的“双师型”教师队伍是高职院校的当务之急。     

高管薪酬制度的反思与重构

高管薪酬制度是公司法上的重要制度,其制度目标在于降低公司治理的代理成本,提升公司价值。但是,传统的薪酬制度建立在两个理想的假定基础之上:董事能够代表公司平等地和高管谈判;高管薪酬标准可以独立于其他利益关系人的薪酬而确定。这种假定和现实环境不符,导致薪酬制度不能实现其制度目标,需要从程序上和实体上进行反思和重构。     

香港警察学院教官组授课模式的启示

香港警察学院是世界一流的警察培训基地之一,从2006年开始,香港武力使用教官团来内地进行交流、讲学.在授课过程中几个教官组成一个组或叫一个团队,同时讲授一门课,其独特的授课形式和方法给内地教官和学员一种耳目一新的感觉.香港教官们在授课过程中,团结协作、相互配合、讲做结合,教学效果和教学质量立竿见影、事半功倍,并得到内地教官和学员的好评.本文以此探求国内公安院校教官组授课形式的组织与实施.     

Diversion in youth justice: a pilot study of effects on self-reported mental health problems

As part of a larger study to evaluate the effects of a Liaison and Diversion scheme in community youth justice services, staff of newly established Youth Justice Liaison and Diversion (YJLD) teams undertook observational ratings and administered self-report mental health and risk measures to young people referred to this pathway. The overall objectives of the YJLD project were to divert young people from the criminal justice system and to coordinate other services in order to reduce their likelihood of reoffending and the extent of their mental health problems. Data were collected from five local authority areas in different parts of England. Young people thereby referred had an average of 5.4 h of contact with youth justice staff. For a sample of young people on whom data were available at the beginning and end of that process, there was evidence of a significant reduction in problems and a small but significant correlation between the amount of individual contact time with YJLD staff and the extent of change observed. Absence of a comparison sample limits the drawing of firm conclusions; however, recommendations are made for future controlled experimental studies.
