新加坡人民行动党执政模式分析

新加坡政党政治最为显著的特征是人民行动党一党长期执政.新加坡政党政治的特征和政治文明的成就,使得新加坡人民行动党成为便于借鉴和值得借鉴的执政模式.新加坡人民行动党的执政模式主要表现为:(1)一党独大、多党竞争的政党关系模式;(2)代表全国利益、反映各方意见的政党立场模式;(3)以权制权、以法治权的权力制衡模式;(4)主动"猎人"、科学选人的人才选用模式;(5)老一代主动退位让贤、新一代"自行决定"领袖的权力交接模式.     

从大文化的角度看东西方文化在东南亚的冲突与融合

人类社会已经进入大文化时代,各种文化之间需要进一步借鉴、学习和取长补短,共容共进.所有文化的最高境界在本质上是相通的.每一种文化都不是绝对的好或绝对的坏,也不是一成不变的,需要随时代发展斟酌进退.从长远观点看,文化的特殊性终究要融入到文化的普遍性与世界性之中.东西方文化在经过数百年的冲突与融合之后,最终会聚集到世界大文化的屋顶下,把文化的共性、全球性贡献给全人类,贡献给未来.     

Post‐conventional Political Cultures via Processes of Direct Democracy: Theoretical Considerations Based on Jürgen Habermas and Lawrence Kohlberg

In this article, it is proposed to differentiate political cultures in two dimensions. First, inspired by Habermas' distinction of the contents of discourse, a distinction is suggested between moral, ethical‐political and pragmatic elements of political culture as well as of an element of culture of balancing interests. Second, inspired by Kohlberg's stage models for the development of the individual moral consciousness and for moral culture, a distinction is similarly suggested between two pre‐conventional, two conventional and two post‐conventional collective stages of political culture. It can be shown that from a normative point of view, only deliberations made in a post‐conventional political culture can produce reasonable or at least fair results. Conceptual considerations indicate processes of direct democracy as the method for promoting post‐conventional political cultures. The more liberty that the citizens have to formulate and trigger processes of direct democracy, the more one can expect from them to generate post‐conventional political cultures.     

Performative Translation Options Under The Soviet Regime

Translations must be read in their immediate social context in order to understand their performative meaning. The Soviet period in Estonia featured censored and self-censored public writing, whereas cultural discourse that doubted the hegemonic ideology could be conducted primarily through translation. This reality renders significant the selective differences between translators on both the metatextual and textual levels. The topic of this article is the translations of Enn Soosaar (1937–2010), a writer keenly aware of the value of his translations as weapons of communication trained on their environment.

作为美国全球战略的重要一环,美国亚太再平衡战略引发东北亚地缘战略形势的陡然紧张,也使朝鲜半岛局势在一波三折中日趋扑朔迷离。围绕朝鲜第三次核试验出现的中美日俄韩朝的双边和多边博弈不断升温,朝鲜半岛无核化的传统安全与非传统安全风险相互交织。要突破朝鲜半岛地缘紧张加剧和战略困境加深的窘况,必须坚持多边框架解决原则、努力落实安全承诺和不断深化经贸合作。     

近三十年来中江兆民思想研究

近年来关于中江兆民的研究主要涉及其哲学思想、政治思想及汉学对其影响等方面。中江兆民研究始于20世纪80年代,起步于对其哲学思想的研究,随后逐渐扩展到其他方面。总的来说数量上是有所增加的,质量也有所提高,但视角还不够丰富。总之,对于这样一个在日本近代史上占有重要地位的思想家来说,目前国内的研究还有其不足之处。

Taiwan: An Internal Affair! How China’s Domestic Politics and Foreign Policy Interact on the Taiwan Issue?

Taiwan may be an internal affair but the domestic public opinion is not invited to participate very much in a debate and a decision-making process that have remained confined to the Chinese Communist Party and the military top leadership and, on purpose, involves a very small number of officials and experts. Conservative and nationalist forces do constrain Beijing’s Taiwan policy. And some leaders are tempted to use the Taiwan issue for unrelated domestic or foreign policy purpose. Nevertheless, what is striking is the potential for flexibility in China’s Taiwan policy. While Chinese local governments and companies’ increasing interests in business-as-usual in the Strait and the unbearable cost of any armed conflict tend to narrow the government’s options, concentration of power and the efficiency of the propaganda machine allow it to rather smoothly manage, in particular vis-à-vis the elites’ conservative opinion group as well as its own public opinion, this flexibility.

中国近代判例在文本体裁、汇编体例与适用方法上,较之于英美式判例和大陆式判例存在着很大的差别。它完全依附于成文法,并有着明显的成文化倾向。这一特点是对明清条例制度的继承和回归。这一判例制度可以作为建立当代中国判例制度的参考。
