国家安全学科建设的探索历程

20世纪90年代初,国家安全学科建设在中国还是空白,涉及这一领域的专家学者和研究成果少之又少,把国家安全作为自己专门研究对象的专业人员几乎没有。经过10多年的探索,国家安全学学科在我国已经初露端倪,显示出良好的发展势头。     

Neo-settler colonialism and the re-formation of territory: Privatization and nationalization in Israel

In this article we critically analyse the production of Israeli territory vis a vis the ongoing transformation of land and planning policies from ones based on pure nationalism to those purporting neo-liberal logic. Unlike the existing literature ? including the most recent critical body of knowledge on planning, resource management and public policy in Israel ? we contend that this transformation must be understood within the framework of settler colonialism. Our main argument is that the growing dominance of neo-liberal policies, expressed in the form of new public management, privatization of space, planning and territorial management, is bound up with Israel’s settler-colonial politics. Based on our detailed study of the dynamics of the privatization of space in Israel, we conceptualize the interplay between centralistic-national territorial management and new public management, free market-driven, privatization-prone, liberal planning and land policies as neo-settler colonialism. This concept focuses on the symbiotic relationships between these two vectors, with the latter providing a new mechanism of colonial control.

Getting Performance from Performance Management: A Framework for Strategic Management Choices

The choices for optimal performance management depend upon the circumstances – there is no single ideal management approach. The principals have three basic tools available to encourage high performance from subordinate entities: they can delegate authority, impose rewards or sanctions, and/or develop (or enhance) a performance measurement system. These tools allow the principals to motivate, delegate, educate, reevaluate, and/or reassign the agent in order to generate increased learning and improved outcomes from the program. Thus, depending on the nature of the agency culture and the quality of the performance measures, different managerial responses will have different results.     

China's economic slowdown: implications for Beijing's institutional power and global governance role

China's spectacular economic growth over the past decades has given rise to a more confident and proactive China in global governance. China is now an institution-builder, with new Chinese-led institutions such as the Asian Infrastructure Investment Bank designed to cement Beijing's central role in global economic governance. What, then, are the potential implications of a slowing economy for China's institutional power and global governance role? This article locates China's economic growth and slowdown in broader discussions about China's global position and questions about responsibility, order and governance. It argues that China's economic slowdown will not result in a drastic impact on Beijing's institutional power as there are key material, historical and ideational drivers at play here. Unless China is confronted with the prospect of an economic collapse, it will continue to pursue an active institutional role, speak the rhetoric of South–South solidarity with emerging economies and seek a leadership role in reforming global economic governance, even with a slowing economy, because this is intrinsically tied to its identity and how China now positions itself in an evolving global order.

Using data analysis extracted from the leading social media platform, the article examines what groups of Hispanic Facebook users were attracted to Clinton’s targeted autoplay videos, what elements within these videos best enticed these people into liking the videos, and if the Clinton campaign appeared to learn what types of autoplay videos were most effective over the course of the primary season.     

美澳双边安全关系的新发展、战略限度与中长期态势

奥巴马上任以来,美国和澳大利亚双边安全关系出现了新进展:两国安全合作的战略地位提升,技术层面的合作不断加深,安全政策的协调更加密切,澳大利亚在地区安全秩序上进一步偏向美国。但这种新发展也有一定的战略限度,即避免过度激怒中国。由于密切的中澳经济关系、中澳两国间不存在直接的领土冲突以及相对中立更有利于澳大利亚的地区影响力,澳美安全合作短期内存在这样的战略限度。此外,美国国内政治和外交政策走向的不确定性以及澳大利亚和其他亚太国家关系的发展变化,也是影响澳美安全合作战略限度的因素。两国中长期的安全关系总的来说会朝着更加密切、重要和一体化的方向发展,但这一态势最终取决于地区力量结构以及中美澳三边关系的变化,原因在于,美澳两国之间的安全合作没有太大的现实障碍,并有相当的动力继续加强安全上的合作。同时,随着澳大利亚与《跨太平洋伙伴关系协定》成员的经贸依赖关系的加深,对中国经济依赖度的降低可能成为一个影响澳大利亚外交政策选择的长期重要因素。     

Celebrity-led development organisations: the legitimating function of elite engagement

The past decade has seen a frontier open up in international development engagement with the entrance of new actors such as celebrity-led organisations. We explore how such organisations earn legitimacy with a focus on Madonna’s Raising Malawi and Ben Affleck’s Eastern Congo Initiative. The study draws from organisational materials, interviews, mainstream news coverage, and the texts of the celebrities themselves to investigate the construction of authenticity, credibility, and accountability. We find these organisations earn legitimacy and flourish rapidly amid supportive elite networks for funding, endorsements, and expertise. We argue that the ways in which celebrity-led organisations establish themselves as legitimate development actors illustrate broader dynamics of the machinery of development.     

New localism or fuzzy centralism: policymakers’ perceptions of public education and involvement in education

This research examines local authority involvement in education as a function of local policymakers’ perceptions of education as a public service – namely, whether public education is for the benefit of society as a whole, or for individual students and parents. Perceptions of education and involvement in education were assessed through 107 questionnaires returned by mayors and heads of local education departments in Israel. The results show that (1) local policymakers tend to perceive public education as a general public service, and (2) the relationship between this perception and involvement in education varies with the locality’s centre-periphery status. In peripheral localities, perceiving education as a general public service and an understanding of ‘society’ as the local community leads to greater involvement in education. In central localities, involvement rose with a more individualised perception. Implications of the findings are discussed in line with viewing education in the spirit of new localism.
