抗日战争前后中国共产党在回族地区民族区域自治的政策与实践

抗日战争前后是中国共产党解决民族问题的纲领政策发生重大转变的历史时期，同时也是民族区域自治制度孕育和初步成形并付诸实践的历史阶段。民族区域自治作为我国解决民族问题的总制度，是马克思主义民族理论与中国国情相结合的产物。

The growing backlog of immigrant visa petitions and legal permanent resident adjustment applications is a harsh reality of the American dream. Dependent children of immigrants can wait decades for their parents' visas to become current, only to age out of dependent status before stepping foot on American soil. Dependent children of nonimmigrants seeking to become legal permanent residents age out before their parents' adjustment application is approved – leaving them at risk of removal. This Note proposes a temporary visa status for these dependents, allowing them to maintain legal status in America and remain with their parents.

“Hand-to-mouth” citizenship: decision time for the UK Supreme Court on the substance of Zambrano rights,EU citizenship and equal treatment

UK benefit rules strip Zambrano residence rights, for UK national children and their third country national primary carers, of equal treatment entitlement. These rules are challenged in a case pending before the UK Supreme Court. This piece argues that Zambrano creates an EU-citizenship-based right to reside which necessarily entails equal treatment. UK national children in Zambrano families fall within the scope of EU law so are not prevented by the wholly internal rule from claiming equal treatment with EU national children in Teixeira families. And they are protected by equal treatment as a general principle of EU law, which requires equal treatment with other UK national children. The justifications for automatic unequal treatment put forward before, and accepted with alacrity by, the Court of Appeal, are poorly reasoned and ill-matched with the rules in question – most notably because Zambrano families may have strong connections with the UK. A CJEU reference is likely; a Zambrano right is the right to reside in the Union – it is the right to have EU rights. The substance of EU citizenship is at stake.     

16个X-STR基因座在河南汉族人群中的法医学应用评估

目的调查16个X-STR基因座在河南汉族人群中的遗传学数据,评估其法医学应用价值。方法应用Goldeneye~(TM)DNA身份鉴定系统17X试剂盒,对河南地区326名汉族无关个体DNA进行PCR扩增,3130xl型遗传分析仪电泳分析,Gene Mapper~ID-X软件分析等位基因片段大小。统计分析16个X-STR基因座的频率数据和群体遗传学参数,并与其他地区已有人群数据进行比较。结果在所检测的16个X-STR基因座中,DXS6800具有中度多态性,其余15个基因座均具有高度多态性。这16个X-STR基因座在女性群体的累积个人识别率为0.999 999 999 999 992,在男性群体的累积个人识别率为0.999 999 996 577 712,在三联体中的累积非父排除率为0.999 999 971,在二联体中的累积非父排除率为0.999 992 574。结论这16个X-STR基因座达到了法医物证学应用要求,尤其对特殊的亲权鉴定案件具有重要的应用价值。     

从"双重国籍"的放弃看中国侨务与外交的关系

本文探讨了1954-1955年新中国通过谈判放弃"双重国籍"问题的外交背景,认为放弃"双重国籍"是新中国在权衡周边安全环境和国家利益得失后进行外交战略和策略调整的重大举措,也是同一时期中国进行外交战略和策略调整的重要佐证,还是将侨务与外交密切联系在一起的最为重大的历史事件.在此基础上,本文还论述了中国外交战略和策略调整背景下的侨务工作,既具体分析了侨务对外交的服从情况,又明确指出了侨务对外交的补充与支持作用.

Efficiency Analysis of EX16 +10Y Kit on Detection of the Uygur Population in Xinjiang ProvinceCSCD

Objective: To analyse the efficiency of EX16+10Y kit on the forensic detection of the Uygur in Xinjiang province. Methods: The blood samples were extracted from 4 620 male individuals of Uygur in Xinjiang province, and amplified by EX16+10Y kit. The typing of amplification products was performed by 3130xl genetic analyzer. Results: The genotyping graphs of 15 autosomal STR loci and 10 Y -chromosomal STR loci from 4 620 male individuals of Uygur in Xinjiang province were acquired completely. The genotype distribution of 15 autosomal STR loci was consistent with Hardy-Weinberg equilibrium. The heterozygosity, polymorphism information content and discrimination power of STR loci were 0.637-0.838, 0.580-0.860 and 0.811-0.978, respectively. There were 766 haplotypes in 10 Y -chromosomal STR loci. Conclusion: The test results of EX16+10Y kit is accurate and trustworthy, which can simultaneously be used for the individual identification and the screening of paternal pedigree in practical work. © 2018 by the Editorial Department of Journal of Forensic Medicine.     

我国不实行双重国籍的原因及解决这一问题的途径

近年来,要求我国实行双重国籍的呼声越来越高,是否实行双重国籍,取决于我国国情、邻国关系和国家利益的衡量取舍,要从我国的综合政治、经济和外交等国家宏观因素来考虑,不能仅仅为了跟随别国或照顾一个群体的方便和利益就放弃原来的实践证明是正确的立法原则。文章对我国不实行双重国籍的原因及实行双重国籍会对我国产生的影响进行分析,并提出了解决双重国籍问题应采取的措施和方法。
