滇缅经贸合作与中国-东盟自由贸易区建设

中国—东盟自由贸易区建设是我国从周边安全、地缘政治、经济发展出发的战略决策,为滇缅经贸合作的发展提供了历史性机遇。云南从经贸合作的比较优势中提出了建设"五大通道"的目标,缅甸是云南目前最大的对外经贸合作伙伴,滇缅经贸合作要在巩固传统领域和优势产业合作基础上,将重点放在缅甸的石油和天然气资源开发上,加强对昆明—曼德勒经济走廊的研究和国际大通道建设,争取把瑞丽—木姐建成中国—东盟自由贸易区的先行示范区,发挥云南在中国—东盟自由贸易区建设中的桥梁纽带作用。     

War over framing: base politics in South Korea

When do anti-base movements manage to influence policy, and when do they fail to do so? Base scholars have largely overlooked what I argue is a significant factor that can shape public and government response to anti-base movements: political opportunities associate with framing efforts by key actors involved. Based on two cases of anti-base movements in South Korea, I show how framing battles between activists and media shape political opportunities afforded to anti-base movements and can ultimately influence movement success.

文章阐述了战略机遇的内涵及特点,指出战略机遇稍纵即逝,要全面实现"十二五"的奋斗目标和完成全面建设小康社会历史任务,需要牢牢把握重要战略机遇。文章从国际和国内两个视角分析了我国面临的战略机遇,提出中国抓住战略机遇要坚持改革开放不放松,要坚持发展是第一要务,要善于化危为机。     

转型时期高校管理者的素质和能力

转型时期的高等教育 ,出现了新的机遇和发展空间 ,同时也相伴而来许多挑战和困难。要用科学的态度和方法来圆满地解决过去从未出现过的新的困难和问题 ,需要当代高校管理者有强烈的使命感 ,有充分的心理准备 ,有对事物的敏感性和前瞻性 ,有创造力和承受力 ,有奉献精神和团队精神。只有具备了以上基础素质 ,才能迎接新的挑战 ,并利用机遇来发展全新的、开放的高等教育事业。

社会主义市场经济有着许多与以往不同的特点和变化,因此,公有制企业也随之发生了重大的变化,面临着空前的机遇和挑战。企业工会组织在新的形势下,必须与时俱进,知难而上,采取对策,从而发挥工会组织应有的积极作用。     

Conceptualizing racialized black political activity within European spaces: a political opportunities approach

African presence in Europe can be traced back to Roman times, yet African peoples within European spaces are continually perceived and often treated as new migrants with no sense of an historical attachment to European soil. This paper seeks to understand and challenge this conception of black migrants to Europe by focusing on the community and political activities of black subjects in European spaces. Using Britain as a primary reference point, the paper argues that the unfolding nature of black political activity in European spaces emerges as a result of dynamic interactions between black protagonists and the state. The nature of these interactions it is argued are racialized in character and that black community organizations and individuals play a crucial role in determining the forms and nature of political activity and outcomes that operate under the guise of minority ethnic mobilization. This paper argues a point that is often overlooked in the literature that focuses on African and other immigrants to Europe as recent migrants with problems. The paper uses a refined political opportunities approach and focuses on state practices and black community organizational practices between the First and Second World Wars to outline the varied nature of black community and political activity in an era of state antagonism towards black populations at home and abroad. The paper argues that context, state power and action, and the activities and ideas of black community organizations interact in dynamic ways to account for the changing nature of black political activity in European spaces.

论新媒体时代下法院的机遇与挑战

新媒体是继报刊、广播、电视等传统媒体后发展起来的新的媒体形态,相比过去传统媒体对法院舆论监督的时代,新媒体时代对法院的舆论监督形式多样,技术更高,监督更加直接,其影响范围更广,程度更深。面对新媒体时代,很多法院尚不适应,在新的信息时代条件下如何应对舆论监督是法院当前与今后相当时期的重要课题。
