Since it was founded in 1967, the Association of Southeast Asian Nations (ASEAN) has attracted both sceptics and proponents. With Southeast Asia’s economy growing rapidly and tied into all parts of the global economy and the region geopolitically important to the world’s major powers, how ASEAN manages its internal affairs and East Asian relations is crucial. The differences in how sceptics and proponents perceive ASEAN, and why they take up such contrasting positions, need to be fully appreciated as scholars and commentators review and assess ASEAN’s performance. This analysis uses three analytical criteria – effectiveness, legitimacy and efficiency – to juxtapose and evaluate the competing arguments of the two approaches so as to better understand how and why sceptics and proponents can examine the same institutions and events and reach very different conclusions. 相似文献

Abstract Building effective states is crucial to global stability and prosperity, but this priority has yet to be translated into a consistent approach embraced by a community of practice. Various factors have constrained the emergence of such a community, including a lack of consensus on the range of functions that states should perform. Peace agreements are implicitly exercises in statecraft but have not been systematically analysed as such. Systematic analysis of peace agreements reveals seven foci of statecraft. This analysis in turn reveals seven key building-blocks that peace agreements, as exercises in statecraft, must address in laying the foundations for a durable, inclusive political, social and economic order. 相似文献

Optimising the development opportunities presented by emerging powers' growing interest in trade, investment and diplomatic engagement in Africa seems a priority for the continent in the context of a changing global system in which power is more diffuse. Taking into account a reconceptualisation of aid effectiveness as development effectiveness, this paper focuses on the manner in which African states understand and approach new opportunities for cooperation with emerging powers, especially China, India and Brazil, including the crucial issue of whether they seek joint development initiatives with both traditional partners and emerging powers. The central argument is that South–South cooperation, which is value-neutral although rhetorically reflecting the principles of solidarity and mutual benefit, must be part of an effective strategy to draw emerging economies into the national or regional development objectives of African states and the continent at large. 相似文献

一般认为,和解与调解的分野在于有无第三方参与纠纷的解决,但事实上和解与调解是出于同一个基本原理,即当事人之间的合意。在纠纷解决的机制中,和解始终占有十分重要的地位,调解、诉讼和仲裁都是在第三方参与下解决纠纷的方式,但是其中都蕴含着和解的契机。虽然从原理上讲和解似乎只是纠纷当事人之间直接交涉的结果,但是直接赋予其法律上独立的地位不仅是必要的而且是可行的。 相似文献

This article describes a program of research on effectively transporting the New Beginnings Program (NBP), a university-tested prevention program for divorced families, to community settings. The four steps in this research are described: (1) selecting a community partner, (2) developing effective methods of engaging parents, (3) redesigning the NBP to be easily delivered with high quality and fidelity in community agencies, and (4) adapting the NBP to meet the needs of the full population of divorcing families. The article concludes with a discussion of plans for an effectiveness trial to evaluate the NBP when delivered in community settings. 相似文献
