This article examines the evidence for a putative Obama Doctrine. Its main finding is that a Doctrine is identifiable and is characterised by a modus operandi deriving its strength not from what it threatens to do but from what it offers: a calibrated, multilateral response to egregious humanitarian crises. This nascent Doctrine is identifiable in three main ways: first, it is an attempt to clarify and institutionalise a response to the massive human rights violations that have typically engendered little or no action on the part of the USA. Second, it seeks to recast a series of false choices which have historically compelled an uncomfortable commitment to stability rather than the pursuit of reform. A third defining element concerns the practical application or operationalisation of this philosophy. While adding clarity – specifically in terms of identifying how and when to act – the Obama Doctrine is very broad indeed, raising concerns about both content and articulation.  相似文献

Abstract

The present report presents outcome results from a randomized controlled effect study on extended Aggression Replacement Training (ART). In a pre–post design, a 30-hour ART intervention was found to significantly reduce behavioral problems and increase social skills. The control group did not demonstrate comparable changes, but still indicated improvement. Such control-group improvement may be caused by improper treatment and control group implementation (diffusion of treatment) and/or ‘secondary’ diffusion caused by participants in the treatment group affecting control group subjects by demonstrating changed behavior. Both mechanisms were explored, and it is concluded that the improvement observed in the control group was due to such ‘secondary diffusion’. Implications of these findings are discussed.  相似文献

Abstract

The re-emergence of China as a major economic and political power has drawn attention to the role it might play in solving regional problems. Prominent among many Asian issues on Beijing's agenda is its southwestern neighbour, Myanmar, and in particular the military machine that has long ruled the country with an iron fist. The junta in place today is both acknowledged as problematic by policymakers in Beijing, and seen by the wider world as a regional challenge on which China should take the lead. However, there is little agreement on ways forward. To determine how Beijing might handle the Myanmar problem, this article first examines the concept of intervention, reviewing the manifold modes found in the contemporary world and drawing up a typology. Then it surveys arguments about intervention, focusing on perspectives that are relevant in this context. Next it presents arguments about intervention in Myanmar, and follows up by looking in some detail at China's current low-level engagement. Finally it considers where Beijing might go from here in dealing with Myanmar. The argument pulled together in the conclusion is that while nobody has a full solution to the Myanmar problem, a case for enhancement of China's role can be grounded not only in its global obligations, but also in precepts found deep in its national tradition. It is here that efforts to boost Beijing's engagement should be directed.  相似文献

Abstract

This essay argues that the new global regime of R2P bifurcates the international system between sovereign states whose citizens have political rights, and de facto trusteeship territories whose populations are seen as wards in need of external protection. Under the direction of the UN Security Council, the International Criminal Court has become an integral part of the international R2P regime by allowing for the legal normalization of certain types of violence (such as Western counterinsurgency efforts), while arbitrarily criminalizing the violence of other states as ‘genocide’. In place of this unequal global regime, the essay concludes by arguing for an internally-driven process of political reform and legal reconciliation, as pioneered in South Africa.  相似文献

Before the 2003 Iraq war, the political leadership of the United States and United Kingdom had to sell the case for war to their people and the world. This was attempted through a number of speeches that employed rhetorical justifications for the war. Two prominent justifications used during this period involved the employment of security and humanitarian narratives. The security narrative focused on claims regarding Iraq's undermining of international law, possession of weapons of mass destruction and threat to the world. The humanitarian narrative revolved around claims about human suffering in Iraq and the need to liberate its people. While it is widely assumed that security is the dominant casus belli in the post-9/11 world, there is much evidence to suggest that the humanitarian justifications that played a critical role in the military interventions of the 1990s were still important after 9/11. The use of humanitarian justifications for the Iraq war clearly has implications for the ‘responsibility to protect (R2P)’ movement, which has gained prominence since the December 2001 publication of the International Commission on Intervention and State Sovereignty (ICISS) report. Based on an extensive content analysis of speeches by the US and UK political leadership before the war, this article will quantify the relative importance of each narrative and analyse what the findings mean for the ongoing debates within the ‘responsibility to protect (R2P)’ movement.  相似文献

Abstract

The United States has employed three models of statebuilding over the last century, each animated by a different political theory. Statebuilding 1.0, developed and used from the late 1890s through the end of the Cold War, emphasized building loyal and politically stable subordinate states. Privileging American geopolitical and economic interests over those of local populations, the model was premised on the theory of realpolitik. Statebuilding 2.0 arose under and, in many ways, came to characterize attempts by the United States to construct a New World Order after 1990. The key shift was from seeking loyalty to building legitimate states. Under this model, the United States attempted to build broad-based popular support for nascent states by creating democratic institutions and spearheading economic reforms. In this ‘end of history’ moment, liberalism reigned triumphant in statebuilding practice and theory. Statebuilding 3.0 is now being ‘field-tested’ in Iraq and Afghanistan. This new model seeks to build legitimacy for new states by providing security and essential public services to their populations. It rests on social contract theory, and its core tenet that legitimacy follows from providing effectively for the basic needs of citizens. Successive sections summarize the practice of statebuilding under each model and discuss its implicit political theory. A critique of each model then flows naturally into the practice and logic of the next. The conclusion outlines why a statebuilding 3.1 is necessary, and what such a strategy might entail.  相似文献

This debate article reflects upon four articles recently published in this journal as part of a special Forum on Rwanda (Volume 8, Issue 4, 2014)—released to coincide with the 20-year commemoration of the 1994 genocide. In doing so it highlights what this author considers to be a crisis in contemporary ‘Rwanda studies’. This crisis—referenced and reproduced to some extent in all four articles—combines methodological (‘how can we write about Rwanda?’) and epistemological (‘how should we write about Rwanda?’) uncertainty against a backdrop of highly polarized, partisan and sometimes personalized research agendas. In exploring this phenomenon, the study explores not only the role of academics (mainly European and Rwandan) but also of the Rwandan government itself, highlighting the rise of ‘activist polities’ such as that in contemporary Kigali. These regimes consider knowledge production to be an aspect of their own sovereignty and this poses fundamental challenges, as yet largely unacknowledged, to parts of Western Africanist scholarship.  相似文献

ABSTRACT

The significance of Kosovo can only be understood by first situating the intervention in 1999 and the subsequent statebuilding process in a historical context. While there is a profound difference between 1999 and today, we should not conclude that this means the practice of humanitarian intervention has gone into decline as a result of waning western power. Decisions on intervention at that juncture, as indeed they are today. I conclude by arguing, however, that the theory and practice of statebuilding, has changed markedly since 1999; expectations as to the capacity of international administrations to transform post-conflict societies have declined markedly.  相似文献

Turkey’s humanitarian and development intervention in Somalia is unusually illuminating as a case study to investigate the relations between emerging and conventional interveners in conflict zones since, in this case, Turkey’s intervention carries adequate impetus to resist assimilation with conventional North/Western counterparts. Our starting point is the observation that Turkish and conventional humanitarian and development interveners have struggled to coordinate or cooperate in Somalia. This article investigates what this uncooperative and uncoordinated organisational behaviour means, and we root our investigation in 21 face-to-face interviews with officials working inside the Turkish and conventional intervention in Mogadishu and Nairobi to inquire about how they understand and theorise this discordant behaviour. We use a parsimonious analytical framework of trustworthiness that questions the ‘ability’ and ‘integrity’ of counterpart organisations to explore the intentions behind organisational behaviours. Our analysis of interview narratives evidences challenges to conventional methods of intervention by Turkish organisations and the protection of the same by North/Western organisations. Our concluding discussion interprets these findings in relation to consequences for the status quo hierarchy of global governance and its promotion of liberal intervention norms, and for the utilisation of securitised and remote-control intervention methodologies in conflict zones such as Somalia.  相似文献

Abstract

External intervention has frustrated and continues to frustrate peace and stability in the Horn of Africa and Somalia, adding various adverse layers to an already complicated and complex conflict. The level of forceful military engagement intended for regional domination has profoundly affected negatively the efforts of peacebuilding and statebuilding in Somalia. This article examines how the earlier Ethiopian policies towards Somalia has reshaped the (post)-Cold War politics of the Horn. In doing so, it traces the roots of the Ethiopian intervention in Somalia vis-à-vis new non-state armed groups to chart the changing political dynamics of the conflict in Somalia. By using historical approach, the article argues that Ethiopia’s agenda is central to understanding why the ‘War on Terror’ has strengthened and subsequently midwifed armed militant movements (e.g. new insurgency groups) in Somalia, starting from Al-Itihaad to today’s Al-Shabaab. In focusing upon various regional actors and groups, the article moves from the emphasis of internal systems to external power structures, considering the wider historical and political factors in the region that must be closely examined if the regional and local conflicts are to be deeply understood. While it is a context-specific study, the article aims to contribute fresh perspectives and insights to ongoing discussions on the consequences of the Ethiopian intervention in Somalia.  相似文献
