BUSINESS-ART “ECONOMIC DILEMMA”

Nonprofit arts organizations are experiencing declines not unlike those experienced by other nonprofits twenty years ago. At that time, key leadership in strategic planning reversed trends of decline. This research explores stakeholder perceptions of authentic leadership in strategic planning in nonprofit arts organizations in metropolitan Detroit. Eight arts organizations were represented in the study. Findings suggest that there is an insufficient application of authentic leadership traits, such as trust and empathy, in the strategic planning process of the sample organizations. Further, findings suggest that an imbalance between arts-based mission and commerce-based business in the strategic planning process hinders effective planning, leading to ineffective outcomes.     

关于我国村庄规划法治化建设问题的思考

在城乡一体化发展的背景下,村庄规划无论是在观念上还是实践中都面临着诸多需要解决的问题,其中最为关键的,是要尽快妥善处理并应对村庄规划发展的法治建设问题。然而,这一问题至今并未引起足够重视。为促进我国村庄规划法治化建设,当前至少要着力推进如下工作:正确认识村庄规划的法律约束力;充分吸纳相关法律法规的规定性内容并形成合力;正确处理村庄规划与其他规划、制度的关系;严格遵循村庄规划编制、实施与修改的法定程序;进一步完善并加强村庄规划的法律督导体系和司法保障工作。     

Defense planning in the fog of peace: the transatlantic currency conversion conundrum

ABSTRACT

Resource allocation to and within defense budgets is grand strategy. NATO and the EU coordinate defense planning and encourage fair burden-sharing among their members. We analyze the effect of agreed planning processes, namely the “NATO Defense Planning Process (NDPP)” on the conversion of political will to resources and then to capabilities development across the transatlantic security community. In a “fog of peace” featuring diverse threats, and in which allies may disagree on strategic rivals and sources of risk, national and regional political economies shape strategy, not the other way around.     

环渤海经济区发展中的陆海统筹策略探析

陆海统筹的本质和目标是区域统筹。文章分析了环渤海经济区海洋经济和陆海统筹发展现状,表明环渤海经济区陆海统筹存在区域差异;在借鉴国外发达国家陆海统筹经验基础上,本文从制度、空间、产业、设施、生态等方面提出了环渤海经济区陆海统筹的战略重点和内容,并指出要充分发挥北京在环渤海经济区陆海统筹中的作用。     

North Korea’s parallel economies: Systemic disaggregation following the Soviet collapse

This article aims to introduce the concept of parallel economies to explain the transformation of North Korea’s command economy during the 1990s. The article summarises North Korea’s pre-1991 command economy, before identifying the collapse of the Soviet Union and the great famine (1994-1998) as causes for the splintering of the old command system into parallel economies—the official, military, illicit, court and entrepreneurial economies—separated from the central planning matrix. It concludes that the existence of parallel economies makes system-wide economic reform unlikely and increases the importance of foreign aid in maintaining the viability of the regime’s political architecture.     

国家级专项规划群体决策的组织方式及其效果研究

国家级专项规划作为国民经济和社会发展五年计划纲要的重要组成部分,具有较强的专业性且编制和实施效果将影响国家某一领域未来5-10年甚至更长时间的发展。本文重点研究了国家级专项规划编制的历史沿革、规划的群体决策机制、规划群体决策组织方式的影响因素以及群体决策组织方式的实施效果,期望通过此研究为我国国家级专项规划组织方式的完善提供理论依据。     

促进北京市社科规划项目科研成果转化的对策建议

本文在对“六五”到“十五”期间北京市哲学社会科学规划项目研究成果应用转化的情况和问题调研分析的基础上,引进知识管理理念,提出在“十一五”规划项目管理中针对科研成果应用转化的具体可行的管理建议和措施。     

Development and Pilot of the National Child Traumatic Stress Network Trauma‐Informed Juvenile Court Self‐Assessment

Trauma‐informed practices in the juvenile justice system are increasingly recognized as effective for promoting public safety through case management, rehabilitation, and treatment that is responsive to a traumatic event exposure and current trauma reactions. As court systems explore integration of trauma‐informed practices, tools for identifying best practices and strategically implementing trauma‐informed approaches are integral for judges and court administrators aiming to develop trauma‐informed courts. The current paper reviews the National Child Traumatic Stress Network's development of the Trauma‐Informed Juvenile Court Self‐Assessment (TI‐JCSA). Implications for self‐guided strategies to shift court practices and policies to align with trauma‐informed approaches will be discussed.     

The public relations philosophy of John W. Hill: bricks in the foundation of issues management

This paper contends that John W. Hill, founding partner of Hill and Knowlton, based his philosophy of public relations on four signal elements of issues management: strategic business planning sensitive to the threats and opportunities of public policy; high standards of corporate responsibility; issues monitoring; and issues communication. His philosophy, now nearly one‐half century old, was enlightened in that it fares well against the standards of ethics, symmetry and sensitive relationship management championed in public relations literature today. This analysis is based on the philosophy Hill expressed in his two books, which establish him as one of the founders of modern issues management. Copyright © 2002 Henry Stewart Publications.     

我国人口和计划生育工作中存在的问题及对策

我国人口和计划生育工作中存在近期人口惯性增长势头依然强劲,人口素质总体水平不高,人口老龄化日趋严重,出生人口性别比居高不下等问题。对此,应继续稳定和完善现行人口和计划生育政策;建议恢复婚检,加强婚育、保健和教育工作,提高人口素质;逐步建立覆盖城乡居民的养老保障制度;采取有效措施,严惩用B超鉴定性别后有意堕女胎的行为;加强计划外生育的管理,健全城乡基本保障制度,扭转出生人口性别比偏高问题。
