我国公安民警的身体素质、伤亡现状及对策分析

随着我国当前社会治安形势的更加复杂化，公安机关担负的任务也日益繁重，这就要求公安民警应不断增强自己的身体素质。调查显示，当前我国公安民警的身体素质与伤亡现状令人担忧，已影响了新时期的公安工作。针对这一情况，各级公安机关的领导者必须采取相应的对策。     

Suicide by Cop Among Officer-Involved Shooting Cases

Abstract: The frequency and characteristics of suicide by cop cases (SBC) among a large (n = 707) nonrandom sample of North American officer-involved shootings (OIS) were investigated. “Suicide by cop” is when a subject engages in behavior which poses an apparent risk of serious injury or death, with the intent to precipitate the use of deadly force by law enforcement against the subject. Thirty-six percent of the OIS in this sample were found to be SBC with high interrater agreement (intraclass correlation coefficient = 0.93) for category classification. SBC cases were more likely to result in the death or injury of the subjects than regular OIS cases. Most SBC cases were spontaneous, but had clear verbal and behavioral indicators that occurred prior to, and during the event. Findings confirm the trend detected in earlier research that there was a growing incidence of SBC among OIS. SBC individuals had a high likelihood of possessing a weapon (80%), which was a firearm 60% of the time. Half of those with a firearm discharged it at the police during the encounter. Nineteen percent simulated weapon possession to accomplish their suicidal intent. Other findings highlight the histories and commonalities in this high risk group.

刑事警察的职业倦怠及调适

基于工作特点，刑事警察所承担的来自工作、社会、自身发展等方面的压力更多。刑事警察的职业倦怠是由于其不能有效地处理工作压力而产生的心理方面的厌倦状态，严重影响其生理和心理健康，也极大地影响其工作积极性。

9、社会福利方面的效益。公安工作在解决治安问题的执法过程中，认真地、热情地解决群众面临的实际困难并加以救助，是福利公安（公安福利性）的应有体现。20世纪90年代以来，“人本关怀”日益受到公安民警的高度重视，公安工作的公益性日益突出。例如，桂林市1997年“110”社会联动体系开动以后3个月，解决群众求助急难问题2，098起。10、群众工作效益。这种效益应从公安关系中的警民关系上表现出来，并可以通过一定的警民关系的质量来加以估价。     

The Relationship Between Crime Reporting and Police: Implications for the Use of Uniform Crime Reports

Empirical studies that use reported crime data to evaluate policies for reducing crime will understate the true effectiveness of these policies if crime reporting/recording behavior is also affected by the policies. For instance, when the size of the police force increases, changes in the perceived likelihood that a crime will be solved may lead a higher fraction of victimizations to be reported to the police. In this paper, three data sets are employed to measure the magnitude of this reporting bias. While each of these analyses is subject to individual criticisms, all of the approaches yield similar estimates. Reporting bias appears to be present but relatively small in magnitude: each additional officer is associated with an increase of roughly five Index crimes that previously would have gone unreported. Taking reporting bias into account makes the hiring of additional police substantially more attractive from a cost–benefit perspective but cannot explain the frequent inability of past studies to uncover a systematic negative relationship between the size of the police force and crime rates.
