整体治理:现代警务机制创新的必然逻辑

"整体治理"是在对传统科层官僚制、新公共管理改革模式进行反思和扬弃的基础上形成的全新治理模式,是现代警务机制改革的必然逻辑和理想选择。其改革途径包括:发展整体服务型警务,深化公安大部制改革,建立"内联外协"式整体作战警务模式,运用信息技术建设及加强组织间协调,完善信息主导警务等方面。     

高职高专实用英语口语教学研究

培养学生的英语应用能力是教育部高教司对高职高专教育英语教学的战略定位。本文分析了高职高专学生英语口语能力现状与《基本要求》教学目的之间存在的差距及产生这一差距的原因,并提出应从教、学、考三个方面来提高高职高专学生的英语口语能力。     

无正本提单交付货物的中英法律解读

无正本提单交付货物一直是困扰国际海上货物运输的主要问题之一。应该说,自从提单这一运输单证诞生并开始肩负作为交付货物凭证的功能时起,无单放货就伴随其产生了。从承运人的角度来说,最关心的莫过于如何认定无单放货的形式和性质以及因承担无单放货而产生的责任;从正本提单持有人的角度来说,在承运人无单放货的情况下如何行使索赔权则是其关注的核心。为了解决中国海事司法审判实践中出现的有关无正本提单交付货物纠纷的法律适用方面的问题,最高人民法院在2009年3月5日出台了《最高人民法院关于审理无正本提单交付货物案件适用法律若干问题的规定》,由于在起草过程中大量借鉴了国外海事审判经验,而英国又是海事审判最先进的国家之一,积累了大量有关无单放货的判例,因此有必要通过这些案例来对该规定的主要内容进行解读,以便对相关内容进行更好的理解和把握。

南昌市公安局筷子巷派出所在社区警务建设的经验有：第一,推行＂四个创新＂,即创新勤务工作模式,推进警务实战化;创新路面巡防机制,坚持警力跟着警情走;创新考核奖惩机制,实现警务工作高效化;创新《邱娥国工作方法》,推进基础工作信息化。第二,扣住基础工作,实行＂三个强化＂,即强化社区警务建设、人口管理和防范工作。第三,拓展为民的思想内涵,采取＂三项服务＂,即推行亲情化服务、公开化服务和效能化服务。筷子巷派出所对社区警务的启示是,要创建积极的职业价值观、信息警务应成为引领警务改革的引擎以及社区警务有重要的警政民主作用,以实现＂发案少,秩序好,社会稳定,群众满意＂这一社区警务的目标。当然,在解决社区民警职业发展瓶颈问题上,公安机关还需要强化服务性指标的考核、建立专业化评价机制,并理顺社区民警的职业发展通道。     

论恢复性警务——一种立足于社区的新型警务模式

恢复性警务来源于西方恢复性司法理念在警务领域中的扩展,由警察承担的恢复性司法工作逐渐演变成由警察发起的恢复性警务运动,恢复性警务立足于社区,强调社区关系的恢复,对于我国的警务改革有着重要的借鉴意义。

基于《高等学校英语专业英语教学大纲》提出的21世纪外语人才培养规格的基本要求,本研究旨在以建构主义理论、功能语言学及二语习得相关理论为基础,探索在英语专业教学中如何通过项目教学法在提高语言水平的基础上促进"语言、知识、能力和素质"的协调发展以实现创新型外语人才培养目标。     

浅析以情报信息为核心的主动型警务模式——以浙江省富阳市公安局的实践为视角

传统的被动型警务模式由于其固有的缺陷,难以适应现代社会的发展和警务理念的革新,在全国大力建设公安情报信息系统的背景下,只有将情报信息工作与警务模式的转变相结合,建立起以情报信息为核心的主动型警务模式,才能妥善应对社会治安局势的变化对公安工作提出的新要求。     

Armed,but too dangerous? Factors associated with citizen support for the militarization of the police

Images of police officers riding in armored vehicles and carrying military-grade weapons have become part of the public consciousness following the events in Ferguson, Missouri and several other high-profile police–citizen encounters. Although a great deal of research has investigated how and why US citizens perceive the police in various ways, almost no empirical work has asked how citizens perceive the militarization of the police. The current study analyzes data from a survey of 1005 US citizens to identify characteristics that are related to support for the use of military weapons and vehicles by local police departments. The results indicate that several demographic factors and perceptions of crime and the police are significantly related with citizen support for the militarization of the police. The implications of this research are discussed.     

Voluntary policing in Sweden: media reports of contemporary forms of police–citizen partnerships

Many Western-style democracies have witnessed a general shift in the distribution of crime prevention responsibility, away from the state and increasingly to citizens themselves. Civil society is today more and more often called upon as an additional policing resource. This article explores the phenomenon of voluntary citizen participation in policing in Sweden, based on an analysis of 9280 news-media articles. One state-sanctioned (the Volunteers of the Police) and one autonomous civic (Missing People Sweden) initiative were examined, from their respective start until 2017, to understand the role played by police–citizen partnerships in the establishment and legitimation of voluntary policing forms in Sweden. A high degree of integration between police and volunteer work was found, enabling not only effective citizen participation, but also having an influence on police operations. The more effective and publicly visible the voluntary policing bodies were, the more pressure there was on the police to defend its legitimacy, ally itself with the volunteers and regulate the latter’s activities while holding them responsible for their actions. Arguably, however, with the police–citizen relationship being one of integration and mutual dependence, the division of labour and the accountability of both parties risk becoming blurred or even confused.     

Protecting human rights: a complex story of the democratisation of the Croatian police

This paper explores the evolution of the protection of human rights in light of democratisation of the Croatian police. The story of democratisation of the Croatian police and their protection of human rights is particularly complex because of the war and its consequences. Using the grounded theory approach, the paper builds an argument that, because of the Croatian police are a part of the society at large, the way in which the police have dealt with human rights has been heavily dependent upon the larger social, political, and economic conditions, created both by domestic and international actors. The paper traces the police adherence to the protection of human rights across three distinct time periods.
