北京政法职业学院英语教师专业自主发展调研报告

教师专业化成为世纪之交我国教育界改革的一大主流话语。专业的自主发展是教师专业发展的必由之路,是学校教育教学改革的重要保证。《创建学习型组织—高职院校英语教师专业自主发展的有效途径》课题组以我院与英语教学有关的教研室教师作为研究对象,进行了一次有关教师专业自主发展方面的问卷调查,以期从中发现我院英语教师在专业自主发展方面存在的问题,并相应地提出一些解决问题的建议。     

英语新闻阅读在英语学习中的作用探析

英语新闻阅读是学习英语最有效的一种途径，其作用主要表现在以下四方面：（1）有助于英语学习者认清英语学习的目的；（2）有助于激发学习者学习英语的兴趣；（3）能够让学习者了解不同语言文化之间的差异；（4）对夯实英语学习者的英语基本功具有一定的引导作用。     

大陆法系与英美法系间的差异对法律英语翻译的影响

目前在世界上,英美法系和大陆法系对世界各国的立法影响最大,两大法系在法律结构、司法组织、法官权限、法律渊源甚至是诉讼程序等诸方面都存在着明显的差异,并且法律文化是其最终的表现形式。法系间差异影响法学英语翻译的原则,方法。     

基于“工作过程＋岗位需求”的高职涉外旅游专业英语课程体系探索

根据涉外旅游行业工作过程中的实际岗位需求，以“培养学以致用的英语交际能力”为目标，采用“实用、递进”的课程设置模式、“突出互动、注重实践”的教学方法和“重应用、多元化”的评价方式，从而构建“以能力为本位，基于工作过程＋岗位需求”的高职涉外旅游专业英语课程体系。     

Report of the Commission on the Consequences of Devolution for the House of Commons (the McKay Commission)

The report of the McKay Commission on the Consequences of Devolution for the House of Commons is reviewed. The Commission, which contained experts on parliamentary procedure, raised a number of important and difficult questions; the answers are less impressive than the questions. In view of the difficulties of any scheme, including that proposed by the Commission, for what is popularly known as “English Votes on English Laws,” policymakers should revisit one of the options that was specifically ruled out of McKay's terms of reference. This would be a reduction in the numbers, but not the powers, of MPs from Scotland, Wales, and Northern Ireland in the way that applied to Northern Ireland between 1922 and 1979.     

Michael Leifer and the balance of power

Abstract

In the work of the late Professor Michael Leifer few concepts are invoked more often than the balance of power. It was due to his reliance on this concept that Michael Leifer came to be widely regarded as an exponent of realism and an advocate of countervailing balance of power practices. By reviewing Leifer's own writings, this article not only re-examines the now almost standard interpretation of his work, but also investigates the significance of the balance of power in his scholarship in new ways. The first section identifies the two key meanings Leifer explicitly imputed to the balance of power. It also examines Leifer's arguments relative to what he perceived as changes in the balance of power. This will be done with reference to his analyses of the international politics of Southeast and East Asia in the Cold War and post-Cold War period. The second section extends the discussion on the particularities of Leifer's writings on the balance of power, but relates it specifically to the question of what Leifer's writings suggest about his theoretical home. His ability to demonstrate the significance of the balance of power as a political factor in the foreign policies of individual Southeast Asian states is the focus of the third section. Finally, the article builds on Leifer's empirical writings on the importance of psychological factors in relation to the balance of power as policy to take up theoretically important questions that he himself did not pursue, particularly about the extent to which the balance of power is the product of struggles for security and recognition. The article draws three conclusions. First, Leifer should be thought of not as a diehard advocate of conventional balance of power practices, but rather as a scholar broadly working within English School parameters who was deeply wedded to the idea that the balance of power is necessary to uphold regional order in international society in the context of the rise of a potentially hegemonic power. Second, one of the finest aspects of Leifer's scholarly legacy is to be found in his discussion of the balance of power factor in the foreign policies of Southeast Asian states. Third, Leifer should also be an inspiration to those interested in empirical work underlining the importance of struggles for recognition in the formation and practice of the balance of power.     

Impossible protest: noborders in Calais

Since the closure of the Red Cross refugee reception centre in Sangatte, undocumented migrants in Calais hoping to cross the border to Britain have been forced to take refuge in a number of squatted migrant camps, locally known by all as ‘the jungles.’ Unauthorised shanty-like residences built by the migrants themselves, living conditions in the camps are very poor. In June 2009, European ‘noborder’ activists set up a week-long protest camp in the area with the intention of confronting the authorities over their treatment of undocumented migrants. In this article, we analyse the June 2009 noborder camp as an instance of ‘immigrant protest.’ Drawing on ethnographic materials and Jacques Rancière's work on politics and aesthetics, we construct a typology of forms of border control through which to analyse the different ways in which the politics of the noborder camp were staged, performed and policed. Developing a critique of policing practices which threatened to make immigrant protest ‘impossible’, we highlight moments of protest which, through the affirmation of an ‘axiomatic’ equality, disrupted and disarticulated the borders between citizens and non-citizens, the political and non-political.     

English Teaching for Public Administration Students

This article is devoted to English teaching for public administration students in Russia at the International Market Institute, Samara region. The significance of this issue comes from the accepted new ＂Strategy of Innovative Development of the Russian Federation for the Period up to 2020＂, which emphasizes the necessity for the public servant to have a command of foreign language relevant working materials. 中国-东盟博览会永久落户南宁、中国-东盟自由贸易区如期建成之后,国内许多学者都注意到东盟国家语言和汉语在未来自由贸易区内的地位和作用,但很少有人讨论英语在中国-东盟自由贸易区内的作用.本文作者拟从英语全球化、中国与东盟国家的英语教育、英语作为东盟组织规定的工作语言等角度来讨论英语在中国-东盟自由贸易区商务活动中的作用.     

中国区际警务执法合作的建构过程与特征初探

中国的区际警务执法合作是在四个互不隶属的法域、三种不同的法系、两种不同的政治社会制度中进行,尽管各法域的历史过程有所不同形成了文化区别,但都植根于中华文化文明,所以,构建过程中依赖共同文化底蕴和民族生存与发展的需要。经过30多年努力地孕育和开拓,从相互隔绝到接触、碰撞、磨合,达到今天的互信,构建了具有中国特色的区际警务执法合作机制,并基本适应了维护各地社会治安稳定的需要。
