公安工作信息化既是一个目标,也是一个过程。作为一个目标,它可以分解为装备目标、信息资源使用目标、组织形态目标;作为一个过程,它包括起步阶段、推动阶段、信息资源管理阶段、电子警务阶段。公安工作信息化与办公自动化、“金盾工程”、电子警务等既有联系,又有区别。

电子警务的入侵检测方法研究

入侵检测通过分析审计事件，发现系统中异常活动，是电子警务安全保护的一条重要途径。本文在分析传统入侵方法后，指出了研究分布式入侵检测方法、智能入侵检测方法、综合性入侵检测方法的重要性；并将数据挖掘技术应用于入侵检测智能方法的设计中。     

The specter of racism: exploring White racial anxieties in the context of policing

The connection between policing and whiteness remains an undertheorized area of police studies. In this article, I explore ordinary policing behaviors through the lens of critical whiteness studies in an effort to understand how White police officers actively make, or fail to make, meaning of race in the context of their work. Drawing on ethnographic work with three police departments in the Midwest, I describe the racial anxieties and insecurities White officers express at the possibility of being viewed as engaging in racializing behaviors. Of particular interest is the power of the crime control focus orienting everyday policing practice in displacing attention from the many ways race, and particularly whiteness, matters in policing. I conclude by discussing the implications this line of inquiry holds for making discussions about the role of white privilege in policing more productive.     

The maturity model in practice: chaos,reaction, evolution,and inclusion in law enforcement analytic models

This article discusses the analytic maturity model that was developed by the Vancouver Police Department. The maturity model was developed to self-asses the agency’s analytic process and determine to what degree it was operating. The article explores the various stages of the analytic model and applies them to the Royal Canadian Mounted Police and FUSION CENTERS in an attempt to show how the maturity model can be utilized by other agencies as well in self-assessing their analytic process. The article concludes by suggesting best practices which are to be utilized in conjunction with the maturity model.     

Identifying changes in spatial patterns from police interventions: the importance of multiple methods of analysis

The policing initiative of foot patrol was implemented to reduce crime and disorder as well as benefit the relationship between the community and the police in the community of Lower Lonsdale, North Vancouver, British Columbia. In this paper, police incident data are analyzed to evaluate the impact of police foot patrol on the hot spots of crime in this community. Specifically, two spatial analysis techniques (kernel density estimation and local Moran’s I) are used to show how the nuances of changes in spatial crime patterns can emerge when multiple methods of analysis are used.     

Predictive crime mapping

Geographic Information Systems (GIS) have emerged as a key tool in intelligence-led policing and spatial predictions of crime are being used by many police services to reduce crime. Break and entries (BNEs) are one of the most patterned and predictable crime types, and may be particularly amendable to predictive crime mapping. A pilot project was conducted to spatially predict BNEs and property crime in Vancouver, Canada. Using detailed data collected by the Vancouver Police Department on where and when observed crimes occur, the statistical model was able to predict future BNEs for residential and commercial locations. Ideally implemented within a mobile GIS, the automated model provides continually updated predictive maps and may assist patrol units in self-deployment decisions. Future research is required to overcome computational and statistical limitations, and to preform model validation.
