This essay – Part II – reconceptualizes the past five centuries as the Capitalocene, the ‘age of capital’. The essay advances two interconnected arguments. First, the exploitation of labor-power depends on a more expansive process: the appropriation of unpaid work/energy delivered by ‘women, nature, and colonies’ (Mies). Second, accumulation by appropriation turns on the capacity of state–capital–science complexes to make nature legible. If the substance of abstract social labor is time, the substance of abstract social nature is space. While managerial procedures within commodity production aim to maximize productivity per quantum of labor-time, the geo-managerial capacities of states and empires identify and seek to maximize unpaid work/energy per ‘unit’ of abstract nature. Historically, successive state–capital–science complexes co-produce Cheap Natures that are located, or reproduce themselves, largely outside the cash nexus. Geo-managerialism’s preliminary forms emerged rapidly during the rise of capitalism. Its chief historical expressions comprise those processes through which capitalists and state-machineries map, identify, quantify and otherwise make natures legible to capital. A radical politics of sustainability must recognize – and seek to mobilize through – a tripartite division of work under capitalism: labor-power, unpaid human work and the work of nature as a whole.  相似文献

The following is a brief survey of Marx and Engels’ views on ecology, from the viewpoint of their relevance for 21th-century ecosocialism. While there are some serious limitations in the way both consider the “development of productive forces,” there are powerful insights in their discussion of the destructive consequences of capitalist expansion for the environment—an expansion that generates a disastrous metabolic rift in the exchanges between human societies and nature. Some ecological Marxists distinguish between “first stage ecosocialists”—who believe that Marx analyses on ecological issues are too incomplete and dated to be of real relevance today—and “second stage ecosocialists,” who emphasize the contemporary methodological significance of Marx’s ecological critique of capitalism. This paper tries to argue for a third position (which probably could be accepted by several people of the two groups above): Marx and Engels’ discussion on ecological issues is incomplete and dated but despite these shortcomings it does have real relevance and methodological significance today.  相似文献

This paper aims to redress the under-appreciated significance of rent for political ecological analysis. We introduce the notion of value grabbing, defined as the appropriation of (surplus) value through rent. A concept that is analytically distinct from accumulation, rent is both a social relation and a distributional process that is increasingly central to the reproduction of contemporary capitalism. Emphasis is placed on the “grabbing” of value in order to shed light on the processes at work by which surplus value is distributed unevenly between different classes and fractions of classes. A focus on rent within political ecology, we argue, can help us distinguish between two organically related but analytically distinct “moments”: (a) the creation of property rights that establish rent relations and (b) the struggle over the appropriation and distribution of surplus value generated by the rent relation itself. We explore some of the implications of this perspective for understanding new forms of socio-ecological struggles and their varied relations to the state. We maintain that a value-grabbing perspective has far-reaching consequences for political ecology, as it provides a sharp conceptual tool for situating a wide range of socio-ecological conflicts and movements as class struggles over value appropriation and distribution.  相似文献

Climate change adaptation refers to altering infrastructure, institutions or ecosystems to respond to the impacts of climate change. Least developed countries often lack the requisite capacity to implement adaptation projects. The Global Environment Facility’s Least Developed Countries Fund (LDCF) is a scheme where industrialised countries have disbursed $934.5 million in voluntary contributions to support 213 adaptation projects across 51 least developed countries. But how effective are its efforts—and what sort of challenges have arisen as it implements projects? To provide some answers, this article documents the presence of four “political economy” attributes of adaptation projects—processes we have termed enclosure, exclusion, encroachment and entrenchment—cutting across economic, political, ecological and social dimensions. Based on extensive field research, we find the four processes at work simultaneously in our case studies of five LDCF projects being implemented in Bangladesh, Bhutan, Cambodia, the Maldives and Vanuatu. The article concludes with a discussion of the broader implications of the political economy of adaptation for analysts, program managers and climate researchers at large. In sum, the politics of adaptation must be taken into account so that projects can maximise their efficacy and avoid marginalising those most vulnerable to the impacts of climate change.  相似文献

ABSTRACT

Until his early death in 1985, at age 51, the Tunisian agronomist Slaheddine el-Amami carried out a path-breaking research program at what was then the Centre de Recherche et de Génie Rural. He wrote technical studies ranging from the agricultural capacities of the unjustly-marked-as-barren Kerkennah Islands, to possibilities for drip irrigation, to attempts to quantify the energy use of Tunisian agriculture, to a wide-ranging investigation of indigenous hydraulic systems. There is little explicit mention in this work of a then-dominant strand of heterodox Arab and Third Worldist social science – the emphasis on delinking, or removal from Western commodity, technical and financial flows. Yet through an examination of his work in the context of the delinking paradigm, as put forth by scholars like Samir Amin, Fawzy Mansour and Mohamed Dowidar, I show the use and need for independent agronomic expertise to be deployed within analytical paradigms such as delinking, forged by heterodox political economists. Through delinking, countries could proceed on a path of auto-centered development. The possibility and time frame of delinking is necessarily a socio-technical question linked to indigenous capacities, technical and natural, and the social relations with which they are woven. It is also a question of creating and mobilizing a surplus in the agricultural sector. Through examining Amami’s life’s work, I show the use and need for interdisciplinary methods and research programs, which must braid the social and natural sciences – if not simply take threads from each to create a holistic knowledge – in order to arrive at appropriate developmental programs. Such knowledge and programs were appropriate in that they offered ways of working agriculture without capital-intense inputs – thus resolving rather than aggravating current account imbalances and labor surpluses. They also relied on a decentralization of planning, based on the skills and knowledges of the direct producers. In analyzing such knowledge, systematized in the work of Amami, I will also show how moving from underdevelopment to development requires a mélange of knowledges. Crucial and neglected are those knowledges which have been developed to inform sustainable ways of living on land-bases, in order to produce the rural surplus which is the sine qua non of a successful move beyond developmental malaise in the Global South. I will then link this to the International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) Synthesis Report, showing this paradigm’s continuing relevance.  相似文献

ABSTRACT

In considering the complex relationships between taboo, culture and landscapes, it is productive to examine not only how people bestow taboos onto places, but also how they take them away. In this contribution, I use as a case study a 35-hectare parcel of agricultural land in Madagascar, where members of an extended family are debating whether or not to continue to follow their ancestral taboos while farming. Analyzing the debate, alternative historical, cultural and political narratives of land relationships emerge, including a fraught colonial history, ongoing battles over land tenure, shifting community demographics, and intergenerational conflicts. Overall, this stretch of land illustrates that agricultural landscapes may be rendered without taboo not because they lack meaning, but because they contain an excess of overlapping – and highly contentious – meanings.  相似文献

This paper builds on work from the agrarian change and political ecology literatures to analyze the process of agrarian change among smallholder cotton farmers in southwestern Burkina Faso. Specifically, we use a rural survey of 72 heads of household in three villages to examine whether and how (1) access to agricultural inputs, (2) debt and (3) liberalization reforms combine to produce rural socio-economic differentiation based on wealth. We find that wealthier farmers use more mineral fertilizer and manure inputs than their poorer counterparts. Wealthier farmers are also better able to remain debt-free as cotton prices drop and input prices rise. Moreover, they are able to take advantage of the neo-liberal restructuring of cotton cooperatives to change polices on debt repayment and input provisioning to their favor. This growing divide has large implications for rural food security, particularly as land becomes scarcer, fallows disappear and the need to intensify production grows. This research addresses two gaps in the agrarian change literature in relating how liberalization reforms and biophysical elements drive rural socio-economic differentiation. This work also shows that merging the concerns of political ecology with the agrarian change literature allows for a deeper examination of rural socio-economic differentiation.  相似文献
