农村留守儿童健康成长的环境优化研究

农村留守儿童成长宏观环境可以归纳为以下四类:即国家和政府层面的有关留守儿童的法律政策环境;人口迁移流动背景下留守儿童减量化措施所构成的制度和发展规划性环境;新农村建设和"三农"问题解决背景下农村儿童工作特别是社区工作所构成的农村社区儿童工作环境;留守儿童问题及工作相关媒体宣传倡导所构成的传媒环境。针对上述4类环境及其优化进行分析并提出对策建议具有重要意义。     

试论中国共产党领导的多党合作制的历史必然性

以中国共产党为领导的多党合作的政党制度 ,是一种完全新型的社会主义政党制度。它的形成、发展和不断完善 ,伴随着中国共产党 80年的光辉历程。中国社会的历史和现实条件决定了中国共产党与民主党派合作具有历史的必然性 ,而共产党在多党合作制中居领导地位同样具有历史的必然性。     

China’s foreign aid system: structure,agencies, and identities

China’s rise as a (re)emerging donor has attracted attention over the last decade, with a focus on Chinese development assistance as a challenge to the Organisation for Economic Cooperation and Development (OECD) aid norms. Knowledge of China’s domestic aid structure is needed to understand Chinese aid abroad. This paper addresses gaps in the literature and challenges the accepted nostrum that China’s Ministry of Commerce (MOFCOM) dominates China’s aid programme. Building on the authors’ experience as Chinese aid practitioners and scholars over more than a decade and drawing on over 300 interviews, the paper explores China’s aid decision-making processes by examining the main agencies, identities and informal interactions. We argue that the Chinese aid system is characterised by fierce and ongoing competition for influence among actors, especially MOFCOM, the Ministry of Foreign Affairs (MFA) and the Ministry of Finance (MoF), as well as the companies responsible for implementing Chinese aid projects.     

Local-level law enforcement: Muscovites and their uchastkovyy

The uchastkovyy, or beat officer, is at the front lines of Russian police work. This article investigates the general environment in which the uchastkovyy functions, using Moscow as an example. More specifically, this article examines the institutional structure within which the beat cop operates, his/her duties and resources, the quota system used to evaluate his/her performance, and the nature of the interaction between the uchastkovyy and the public. In so doing, the study disaggregates the monolith that is the Russian police, focusing on that component of the force (uchastkovyy) that interacts most directly with the citizenry. It relies on data from a survey of 1500 Muscovites and four focus group encounters organized by the author to elicit a broad range of public attitudes regarding the performance and conduct of uchastkovyy, exploring particularly what measures might be taken to enhance the level of public trust in their local beat officers.     

我国企业劳动关系和谐指数评价指标之研究

从理论上讲,政府、企业和员工处于互信互利、相互配合、相互包容、共同发展的一种状态是劳动关系追求的和谐状态,这种和谐状态不是一种表面的感知,而是可以通过劳动关系和谐指数的主客观指标值来把它显现出来。劳动关系和谐指数评价体系从员工、企业、政府三个角度入手,对员工满意程度、企业法律法规的执行情况、政府目标任务的完成情况进行综合评价。构建理性的、科学的劳动关系和谐指数评价体系,对于我国构建和谐劳动关系、缓解劳资纠纷和用工紧张具有重要意义。     

英国劳动制度改革及其对劳资争议处理的影响

自1950年代,英国的劳动制度改革经历了从“自愿主义”到“新自由主义”为指导原则的转变.1997年新工党执政以来,劳动制度的改革在“新自由主义”的继续影响下,反映出政府试图能够在经济效率与工人发言权之间找到平衡.然而,严格的法律规制使劳动争议的处理在实际操作中陷入了困局,并导致新的更加灵活的劳资争议处理方式受到广泛认同.这说明英国劳动制度的改善需要兼顾规范性和灵活性两个方面,才能成为真正调节劳动关系,处理劳资争议的有效手段.     

正确认识延迟退休问题

“延迟退休”作为当前社会公众和各类媒体关注的热点话题,是一个涉及国家人口政策、国企改革历史遗留问题和社会不同阶层利益再调整、牵一发而动全局的问题.要按照党的十八大提出的让广大人民共享改革和社会经发展成果的那样,积极稳妥地推进我国退休和养老制度改革,就需要我们正确认识当前民众关心的涉及“延迟退休”的相关问题,通过制度性的改革,确保广大普通劳动者共享经济社会发展成果.     

日本外国移民管理经验及对中国的启示

日本的外国移民管理机制比较完善,形成了以《出入境管理及难民认定法》和《住民基本台账法》等法律为基础的法律法规体系和以法务省、外务省、厚生劳动省等部门为核心的行政管理体系。日本在外国移民管理方面经验丰富,一些做法值得中国借鉴。     

Tax Compliance as a System: Mapping the Field

Tax evasion is a serious and growing problem all over the world. In most cases, non-compliant tax behavior is associated with tax evasion. Such approach, however, is incomplete. There is a lack of clear definitions of compliance and non-compliance. This article focuses on defining the key terms related to tax compliance and on mapping and systematizing the determinants of tax compliance and proposes a way to develop an administrative strategy for tax compliance. The novelty of the study lies in approaching tax compliance as a systemic whole. A systemic approach to tax compliance as a comprehensive whole could serve as the basis for the tax authority in developing administrative strategies.     

Unusual and Fatal Case of an Undiagnosed Intravascular Large B-cell Lymphoma: The Oncologist’s Great Imitator†

Intravascular lymphoma (IVL) is a rare subtype of extranodal lymphomas that is characterized by the selective growth of neoplastic cells within the lumen of small vessels. Authors document the case of an unexpected death caused by an undiagnosed intravascular large B-cell lymphoma with multi-organ involvement, which had initially manifested as an infection and then as an unclarified central nervous system pathology. Histological examination showed a diffuse intravascular large B-cell brain lymphoma with prominent cerebral involvement. The relevance of the case report reveals the importance of an autopsy of an extremely rare and threatening pathology that in most cases is diagnosed only postmortem. As a result, the role of the forensic pathologist becomes particularly important. When specifically performing an in-depth autopsy evaluation with a specific histologic analysis, it is possible to identify the intravascular lymphoma and declare a more accurate cause of death.
