目前村民自治制度中存在的问题及对策

村民自治制度实行以来,成效显著。但目前还存在着许多问题。只有针对存在的问题,找到相应的思路和对策,才能进一步推进村民自治制度的发展。

转变政府作风 ,需要解决几个突出问题 :一是规范权力运行 ,解决权力设定不合理问题 ;二是矫正从政理念 ,解决政府自利行为问题 ;三是加强依法行政 ,解决法制化程度不高问题 ;四是政风建设与党风建设结合 ,解决权力监督问题 ;五是求真务实 ,真抓实干 ,解决作风不实问题。     

Q&A in legislative oversight: A framework for analysis

Parliamentary questions are an essential tool of legislative oversight. However, the extent to which they are effective in controlling the executive remains underspecified both theoretically and methodologically. This article advances a systematic framework for evaluating the effectiveness of parliamentary questions drawing on principal–agent theory, the public administration literature on accountability and communication research. The framework is called the ‘Q&A approach to legislative oversight’ based on the premise that the study of parliamentary questions (Q) needs to be linked to their respective answers (A) and examined together (Q&A) at the micro-level as an exchange of claims between legislative and executive actors. Methodologically, the Q&A approach to legislative oversight offers a step-by-step guide for qualitative content analysis of Q&A that can be applied to different legislative oversight contexts at different levels of governance. It is argued that the effectiveness of Q&A depends on the strength of the questions asked and the responsiveness of answers provided, which are correspondingly operationalised. To illustrate the merits of the approach, the article includes a systematic case study on the relationship between the European Parliament and the European Central Bank in banking supervision (2013–2018), showing the connection between specific institutional settings and the effectiveness of parliamentary questions.

Race,immigration and the agrarian question: farmworkers becoming farmers in the United States*

As White farmers in the United States retire en masse, the racial and ethnic demographics of US farming are shifting to now include a significant number of Latino farm owner-operators. Yet this population of new farmers, contributing specific technical expertise and knowledge, is not represented in current discussions concerning agrarian transitions. This paper draws on interview-based research conducted in the states of California, Maryland, New York, Minnesota and Washington, with first-generation Latino immigrant farmworkers who have transitioned to farm ownership. The majority are practicing small-scale and diverse crop production, with limited synthetic inputs and mostly family labor, as this form of farming allows them to reclaim control over their own labor and livelihoods, while also earning a cash income. The farmers included in this study, and their rationale for farming despite race- and citizenship-based challenges, cannot be understood simply through a lens of class transition. This contribution provides evidence that Latino immigrants’ ascendancy to farm ownership is instead a result of their struggle to redefine their relationship to land and labor in a country where their race and citizenship status have relegated them to the working poor.

当前干部制度中存在着管理方式单一,方法不够科学、正常的升降机制未建立、约束机制不完善等问题。究其原因是多方面的。在当前,只有采取多项对策措施,才能推进干部制度向科学化、民主化、制度化方向发展。     

A Lasting Impact? On the Legislative Activities of Immigrant-origin Parliamentarians in Germany

The article analyses the degree of substantive representation by immigrant-origin MPs in Germany's national and state parliaments. To test the expectation that an immigration background increases the likelihood of engaging with migration-related topics, an analysis is undertaken of all parliamentary questions (PQs) formally asked by immigrant-origin MPs in Germany's national and state parliaments between 1987 and 2009. By controlling for several time-invariant and time-variant factors, the longitudinal analysis confirms that a visible immigration background results in asking more migration-related PQs. While several contextual, party-political and personal (career) factors influence the likelihood of asking such questions in parliament, there is no evidence for a decrease over time. Presence effects are significant and of lasting nature. This means that the parliamentary presence of immigrant-origin MPs with a visible background goes beyond sheer symbolic representation.
