Exercising control and gathering information: the functions of interpellations in Hungary (1990–2014)

The article investigates the factors shaping the number and content of interpellations, a form of parliamentary questions by members of parliament (MPs) in post-regime change Hungary. Four theoretical propositions regarding the functions of interpellations are examined in this context: political control; policy-oriented information seeking; parliamentary group leadership; and constituency service. A new database of 4096 observations for the period between 1990 and 2014 is compiled in order to analyse these hypotheses. Computer-assisted content analysis techniques and count data regressions are used to describe the text of interpellations in terms of their geographical and policy content. Results show that opposition MPs interpellate more, whereas representatives of single-member districts and regional lists interpellate less than their peers. Representatives from single-member districts and regional lists make more reference to local issues in general, but not to their own district or county. Finally, policy specialisation increases the likelihood of submitting pertinent parliamentary questions.

研究经济法的中国性问题旨在将经济法的本土性、回应性落实于实际。转型中国经济社会的变革和发展显然具有不同于西方国家的本土性,由此,需要经济法学研究秉持"嵌入"型思维来分析转型期经济法具体应回应的中国性问题,并在制度层面上作出应对。经济法解决中国性问题的进路,就是从法学思维出发,推动市场化转型与宪政转型的互动,着眼于社会分化下的强弱势群体间的利益、权利失衡,并构建以经济民主为中心的社会整体利益实现机制。     

关于反洗钱工作的分析与思考

反洗钱作为人民银行职能调整后的一项新职责,对预防和打击经济犯罪,维护经济、金融秩序,加强国际合作,提高党的执政能力等方面都具有十分重要的意义。应加快反洗钱立法进程,健全反洗钱法律法规;完善和细化反洗钱行业具体操作规则;加大金融机构反洗钱培训;加大科技投入,研制全国统一规范的反洗钱监测软件;建立健全有关协调机制,充分发挥各成员单位的作用,营造良好的反洗钱工作环境。     

湖南农村养老保障的主要问题及对策思考

湖南农村经济发展还处于全国的中下水平,而人口和老龄人口又高于全国平均水平。湖南农村是在“未富先老”的情况下进入老龄化行列的,这就出现了许多需要解决的问题如养老资金不足、医疗保健匮乏、社会服务滞后、精神生活单调、法规落实欠缺。针对湖南农村养老保障的主要问题,提出五个方面的对策:拓展多元融资渠道;建立新型医疗体系;增加老人社会参与;注重农村精神慰籍;加大政府关注力度。

ABSTRACT

This article analyzes questions from the European parliament (EP) to the Commission and Council of Ministers of the European Union (EU). The exponential increase in the number of questions since the first direct election of the EP in 1979 is testimony to the changing pattern of inter-institutional relations in the EU and to the growing involvement of the EP in a variety of policy areas. At the individual level, the members of the EP strategically use questions either for the purposes of specialization or in order to connect with their voters. Analyzing parliamentary questions is therefore relevant for a better understanding of representation in a supranational setting.
