‘We Looked after People Better when We Were Informal’: The ‘Quasi-Formalisation’ of Montevideo's Waste-Pickers

Drawing on participatory research, this article explores the state formalisation of Uruguayan clasificadores (waste-pickers). It goes beyond the informal/formal binary, instead proposing the concepts of ‘para-formality’ to describe economic activity that exists in parallel to regulated and taxed spheres, and ‘quasi-formality’ to describe processes of formalisation that are supported by underlying informal practices. When unregulated, clasificadores enjoyed parallel services in health, finance and social security, implying that benefits of ‘formalisation’ must be explored ethnographically rather than assumed. The persistence of ‘quasi-formal’ activity within formalised recycling plants complicates simple narratives of informal to formal transitions and suggests that the concept can be useful for the study of labour policies in Latin America and beyond.     

我国电子垃圾污染防治立法初探

目前我国电子垃圾污染日益严重,而有关防治电子垃圾污染的立法还不够完善。应制定相关法律法规,建立系统性电子垃圾回收处理及利用法律体系,完善生产者延伸责任制度,并加强对电子垃圾进口的法律规制。

十七大报告进一步阐发和强调的科学发展观,是我国循环经济建设的重要指导思想。虽然循环经济面对的主要是"物",但核心则是"人"。其针对性主要是克服、扭转对自然资源利用的异化和由此产生的人的本质的异化。为此要使生态文明观念在全社会牢固树立,基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式。在循环经济立法方略与技术上,也需要对如何节约执法、守法的成本多加考量,以促进提高社会效益与效率。

高新技术与循环经济结合的机制来看,高新技术开发及其产业化是循环经济形成和发展的基础,而循环经济立法中可持续消费引导制度、扶持科技创新制度、生态工业园区制度的设计又为高新技术产业的有序发展提供了法律保障。

循环经济模式倡导在物质不断循环利用的基础上发展经济,是符合可持续发展战略的一种全新发展模式.其主要原则是:减少资源利用量及废物排放量(Reduce),大力实施物料的循环利用(Recycle),以及努力回收利用废弃物(Reuse),这就是著名的3R法则.循环经济新模式的确立,要从理论上和实践中解决目前存在的若干难题,采取有效的对策,从而解决资源不足和环境污染的问题,实现经济社会的可持续发展.     

陆生动物产业深度转型：构建生态大农业循环链

陆生动物产业是大农业生态大循环链条中的主要节点，它具有鲜明的两重性，面临大发展的机遇和市场的严峻挑战。为迎接农业产业革命必须运用自然规律和经济规律的合力，掌握其特殊规律，实现深度转型，走农牧紧密结合的路子，由粗放养殖向集约化、规模化、生态化转变，构建和优化循环经济环链工程，构成高端生态大农业的关键环节，并铺就生物能源的基础。这一过程需要用好“政府主导、科技引领、市场发力”的宏观调控、资源配置新型三元机制。     

循环经济发展中的公众参与:问题与思考

循环经济的发展离不开公众的参与。但是,我国公众在参与意识和参与理念上与循环经济发展的要求仍有很大差距;在参与主体上相对单一,民间环保组织参与不足;在参与内容上过于狭窄,公众参与权有限;在参与方式和参与途径上亦难以有效满足公众参与的要求。因此,亟需加强对公众参与意识和环境保护理念的培养和教育,促进民间环保组织的发展并充分发挥其在公众参与中的积极作用,扩大公众参与的权利,并不断拓展公众参与的方式与途径。     

Detection of genotype recycling fraud in U.S. immigrants

Abstract: Relationship testing laboratories provide genetic evidence to support or refute claims of kinship between U.S. citizen petitioners and potential immigrant beneficiaries. One female beneficiary presented a male amelogenin type and alleles at 15 autosomal loci that were identical to an alleged brother’s. Laboratory records showed that her alleged father had petitioned to have 15 children emigrate from Ghana. The petitioner’s 15 paternity indices exceeded 10⁵, but the children shared only four short tandem repeat (STR) profiles, suggesting fraudulent reuse of genotypes in this alleged pedigree (AP). To determine the extent of this “genotype recycling,” I examined the laboratory’s 555 APs from Ghana and 532 control APs from Nigeria. Seventeen Ghanaian APs (3.1%) but no Nigerian APs showed genotype recycling. Of 90 tested people in the 17 APs, 56 shared identical STR profiles with others in their AP. Of these 56 people, 10 were petitioners with unexpectedly high parentage indices. Seven of 56 had amelogenin types that disagreed with their declared genders. Database searches for identical multilocus genotypes in allegedly different people would best detect this fraud.     

建立生态型工业的制度安排和政策体系构想

国内外实践证实,工业污染物排放的30%-40%是由于管理不善造成的,只要强化制度管理,便可获得降低资源消耗、减少污染排放、保护生态环境的明显效果.工业化进程中原有的线性技术范式,因资源能耗的低价性和生态环境的无价性,难以维持人类发展的可持续;加之物质和能量传输半径的约束,只得依托工业团区建立循环技术范式.因此,需要在发挥市场基础性作用的同时,建立资源与环境有偿消费的资源产权、环境产权、税收激励、绿色采购、财政金融、污染责任等经济制度,设计信息发布、教育培训、绿色消费、自觉行动、绿色技术等相关政策,加强一体化管理、生态化改进、定期性评审、公共化信息、绿色化运作、集成化服务等管理制度建设.     

关于促进我国循环经济的立法思考

我国在促进循环经济的立法上取得了一定的进展,但目前的立法与循环经济发展的要求相差甚远,必须大力加强。当前应抓紧创制循环经济社会的基本法《循环经济法,》并在此基础上建立起生产、分配、消费和技术支撑等环节中促进循环经济的法律法规体系。
