Through their ambitious devolution programme, the Conservatives show a new assertiveness in relation to restructuring the local state, in contrast to the laissez-faire approach of the previous Coalition government. Although the Coalition piloted devolution, its signature policies of ‘localism’ and the ‘Big Society’ focused on non-state actors, providing rights and opportunities for communities to challenge local government and establish their own services. The Conservatives are promoting devolution as a strategy to stimulate economic growth based on greater sub-regional autonomy and increased competitiveness across and between English localities. ‘Combined authorities’ have the opportunity to champion local identities and acquire new economic development powers from Whitehall. But devolution could be a strategy to decentralise austerity, shifting responsibility to the local level for deeper cuts (56% by 2020) and inevitable service reductions. Local government confronts ‘super-austerity’, where new cuts come on top of previous ones, compounding original impacts and creating dangerous (and unevenly spread) multiplier effects. The Conservatives’ ‘smarter state’ policies, aimed at delivering ‘more for less’, amount to little more than a recycling of new public management diktats. The emerging patchwork of ‘devolution deals’ challenges the redistributive assumptions of the grant regime and could leave disadvantaged areas at particular risk of failure. ‘Metro mayors’ are intended to provide visible and accountable leadership; but roles for locally elected councillors, and prospects for community and citizen engagement, remain unclear. The public has yet to be adequately engaged in what is in danger of becoming a technocratic transfer of power.  相似文献

Recent research on civil society in authoritarian regimes shows that civil society can contribute to legitimating authoritarian rule. This finding has not, however, been connected with the nascent literature on authoritarian regime legitimation. This article seeks to bridge this gap by synthesizing the relevant theoretical literature and presenting an in-depth comparative analysis of Algeria and Mozambique. We argue that in both cases the ruling authoritarian regime has used civil society as a legitimation tool. The article identifies five patterns according to which authoritarian regimes can use civil society for legitimation purposes.  相似文献

Many European countries (including Germany, Belgium, France, and England) were faced with industrial decline, creating a new issue in the territories: Brownfields sites inside or on the periphery of industrial cities. The post-industrial contemporary vulnerability involves prospective and strategic planning choices in terms of rehabilitation, requalification, or in terms of destruction of the existing heritage. The research targets North-West European mining area brownfields requalification via the paradigm of territorial resilience with a view to a socio-economic revitalisation. What can be the vectors of a sustainable territorial recovery and what are the resilience indicators of those traditional industrial regions of Europe? By such research, the imperative commitment of political players and citizens to carry out a long-term proactive resilience of a space system to a major industrial heritage is demonstrated. Even if governance is not the only factor of territorial resilience, it remains a major sign in its vulnerable territories.  相似文献

Questionnaire data from a cross-sectional study of a randomly selected sample of 5,149 middle-school students from four EU countries (Austria, Germany, Slovenia, and Spain) were used to explore the effects of family violence burden level, structural and procedural risk and protective factors, and personal characteristics on adolescents who are resilient to depression and aggression despite being exposed to domestic violence. Using logistic regression to identify resilience characteristics, our results indicate that structural risks like one's sex, migration experience, and socioeconomic status were not predictive of either family violence burden levels or resilience. Rather, nonresilience to family violence is derived from a combination of negative experiences with high levels of family violence in conjunction with inconsistent parenting, verbally aggressive teachers, alcohol and drug misuse and experiences of indirect aggression with peers. Overall, negative factors outweigh positive factors and play a greater role in determining the resilience level that a young person achieves.  相似文献

This study examines the association between engagement in daily challenges and school misconduct in a sample of adolescents. Engagement is assessed by the amount of time spent in challenging activities and in terms of subjective ratings of success in daily challenges. Analyses employ data from a study in which adolescents provided self-reports of their immediate experience over the course of 1 week in response to signals generated at random times by alarm wristwatches. Analyses also test whether the number of opportunities for engagement in school activities is associated with misconduct. Because adolescents who face substantial adversity at home or at school are at particular risk for increased misconduct, associations are tested separately for high- and low-adversity adolescents. Results indicate that both time in daily challenge and perceived success in daily challenge are independently associated with reduced misconduct, and that these associations are slightly more pronounced for high (as compared to low) adversity adolescents. Extracurricular opportunities were shown to be associated with reductions in misconduct for high- but not low-adversity adolescents. Among high adversity adolescents, opportunity for engagement and perceived success in daily challenge were not only associated with reduced misconduct in cross-sectional analyses but also were predictive of reductions in misconduct over time.  相似文献

Abstract

This article argues that Morocco's competitive authoritarian regime is more resilient today in certain key respects than it was when the Arab Spring began. Drawing on Levitsky and Way's dimension of organisational power, the article contends the regime was sufficiently unnerved by the unrest to resort to the use of high intensity coercion as part of its response to the 20 February Movement. The article maintains that, in employing this force successfully, the regime has turned the protests into an important source of non-material cohesion for its security apparatus and thereby enhanced its ability to defend itself from similar challenges in the future.  相似文献

This article identifies key features of the sociotechnical contexts of computer law and security at the times of this journal's establishment in 1985, and of its 200th Issue in 2018. The infrastructural elements of devices, communications, data and actuator technologies are considered first. Social actors as individuals, and in groups, communities, societies and polities, together with organisations and economies, are then interleaved with those technical elements. This provides a basis for appreciation of the very different challenges that confront us now in comparison with the early years of post-industrialism.  相似文献

In this article, the authors introduce a novel way to define and measure housing submarkets in relation to foreclosures. Instead of the traditional methods of identifying submarkets a priori, this study uses an approach that empirically delineates housing submarkets based on spatial contiguity and housing attributes. The spatial clustering algorithm developed for this study identified submarkets in each of the urban counties. A spatial regression model was then used to assess the impact of submarket structure on foreclosure rates. In addition, the study also incorporates a measure of sprawl in its analysis. It was found that sprawling counties are not more likely to have higher rates of foreclosures compared with average rates. However, the counties with smaller and more fragmented housing submarkets are likely to have lower rates of foreclosures. The results suggest that urban form is less consequential than housing market structure in affecting U.S. housing market dynamics.  相似文献
