教育的发展不仅取决于经济和技术的投入,还与基本的制度环境以及在这种制度环境中的政府作用发挥有关。近年来许多国家都在对政府职能进行检讨和反思,试图打破对政府的盲信,建立适应后工业社会和信息时代的后科层制行政模式,这一改革已成为全球性的现象,并形成了不同取向的改革思潮和改革模式。世界范围内发生的公共教育重建运动可以看成是上述政府职能改革的直接反映。这场运动强调学校自主权和家长、学生的选择权,试图通过某种市场化、民营化的形式,来打破公共教育的政府垄断,最终改善公共教育的绩效。 相似文献

The launch of the Eastern Partnership (EaP) marks the most significant change to the European Neighbourhood Policy (ENP) since it was launched in 2004. In the wake of the Georgia war in August 2008 and yet another gas crisis in January 2009, the EU clearly needs a more constructive policy towards Eastern Europe. But both the ENP and EaP are based on a contradiction. They offer only the remotest possibility of eventual accession to the EU, but are still based on “accession-light” assumptions, applying the conditionality model of the 1990s to weak states that are a long way from meeting the Copenhagen criteria. The priority in the eastern neighbourhood is not building potential members states but strengthening sovereignty, in the face of an increasingly assertive Russian neighbourhood policy. The game is playing the west off against Russia for geopolitical reward. 相似文献

Comparative Study of Domestic and Foreign Bank Performance in Thailand: The Regression Analysis 总被引:1,自引:0,他引:1
This paper studies the performance of domestic and foreign banks in Thailand in terms of profitability and other characteristics
after the East Asian financial crisis. The study is based on a micro bank-level panel data on financial statements by pooling
cross-bank time-series data with the major balance sheet and income statement ratios for domestic and foreign banks in Thailand
for 1995–2000. All banks were found to have reduced their credit exposure during the crisis years, and to have gradually improved
their profitability during the post-crisis years. The results indicate that foreign bank profitability is higher than the
average profitability of the domestic banks although importantly, in the post-crisis period, the gap between foreign and domestic
profitability become closer. This shows some positive results of the financial restructuring program.

刑事审判监督程序在我国司法实践中又称刑事再审程序,当前存在着诸多问题,主要是程序启动主体的规定欠科学性,再审理由规定过于笼统,再审程序与监督程序统称审判监督程序不科学,再审次数以及申诉时间无限浪费司法资源等。因此,我国刑事再审程序必须在包括启动主体、再审理由、再审程序与监督程序分立、再审次数和时间限制等制度方面进行重构。 相似文献

2019年《证券法》对权益变动披露规则在信息披露规则、慢走规则以及罚则标准进行了重构,自修订成果来看,平衡理论没有得到贯彻,收购预警机制的功能进一步彰显。信息披露规则应结合最新个案逐渐形成标准,慢走规则宜保留并转向责任的分担。限制表决权及大额罚款的行政处罚仍是违规责任承担的主要方式,未来没收违法所得应有适用空间,并可探索代表人民事诉讼作为重要的救济手段。 相似文献
