正规的法学院教育在培养德才兼备的法律家,实现法律家之治的进程中意义重大,因此颇受各国重视。但是,我国由于多层次办学等诸多原因,造成法学院教育的地方化:学生招收、培养、就业地方化及法学教授的地方化,从而不利于法学综合素质和学术精神的培养,甚至会影响司法公正和依法治国的实现。应当统一法律教育,实行法学院教育的国家化,将法学院教育的管理权收归国家,并采取所有的法学院在全国招生、全国就业和某些特殊限制的相关制度。 相似文献

In 1995, the Gender Research Committee of the International Studies Association conducted a survey of the membership concerning the impact of gender on members' lives. In 2006, the Women's Caucus for International Studies sponsored a follow-up survey utilizing similar questions. A comparison of the findings of the two studies shows increased representation of women within international studies, persistent frustration with the slow pace of progress in women's access to senior positions and in accommodating family issues, some evidence of a chilly climate for women and a leaky pipeline, and significant differences between men's and women's perceptions of the status of women in the profession. The 2006 survey reveals a marked increase in concerns regarding the tension between women's family responsibilities and the academic environment, identification of structural discrimination, and concerns that men have been disadvantaged by affirmative action for women. 相似文献

UN negotiations on climate change entail a fundamental transformation of the global economy and constitute the single most important process in world politics. This is an account of the 2009 Copenhagen summit from the perspective of a government delegate. The article offers a guide to global climate negotiations, tells the story of Copenhagen from behind closed doors, and assesses the current state of global climate governance. It outlines key policy issues under negotiation, the positions and policy preferences of key countries and coalitions, the outcomes of Copenhagen, and achievements and failures in climate negotiations to date. The Copenhagen Accord is a weak agreement designed to mask the political failure of the international community to create a global climate treaty. However, climate policy around the world is making considerable progress. While the UN negotiations process is deadlocked, multilevel climate governance is thriving. 相似文献

This study compares the demographic, background, motivation, and pre‐event and event‐level behaviors across four types of mass public shooters: disgruntled employee, school, ideologically motivated, and rampage offenders. Using a database containing detailed information on 318 mass public shootings that occurred in the United States between 1966 and 2017, we find systematic differences in the characteristics, motivations, target selection, planning, and incident‐level behaviors among these offenders. The results show that ideologically motivated shooters to be the most patient, and methodical, and as a result the most lethal. Conversely, disgruntled employees, who are driven by revenge, tend to have little time to plan and consequently are the least lethal shooters. These, among other differences, underscore the need for prevention strategies and policies to be tailored to specific types of offenders. Furthermore, the results also highlight commonalities across offender type, suggesting that the social and psychological pathways to violence are universal across offenders. 相似文献

The “school-to-prison pipeline” and the negative effects of suspensions, expulsions and school arrests have received increasing national attention recently. Researchers have documented some of the potential harms of these exclusionary school discipline practices for students, including academic difficulties, increased misconduct, and future justice system contact. However, these investigations have been somewhat limited in scope, as they tend to focus only on students’ academic outcomes and juvenile justice system involvement. In this paper we seek to expand upon prior studies by considering how school suspensions may affect youth in peripheral and long-lasting ways. Using data from the National Longitudinal Survey of Adolescent to Adult Health, we analyze whether being suspended from school relates to the likelihood of students experiencing a number of adverse events and outcomes when they are adults. We find that being suspended increases the likelihood that a student will experience criminal victimization, criminal involvement, and incarceration years later, as adults. 相似文献

通过分析安全研究领域中人们普遍采用的几种建构主义安全化研究理论,来解读美国气候变化问题安全化的过程,可以发现:在诠释气候变化问题的安全化过程这个问题上,以实践为核心的社会科学理论或分析性框架比注重话语分析的社会科学理论或分析性框架更加有效。强调将实践上的变化作为成功构建安全的标准,这就将目标指向了如何将科学认识加以社会构建这一理论工作。把安全化当做一种更为普遍的认识构建过程的一个具体案例,这将可能将我们导向一种理论的改良,这种改良的理论所要描述的是一个更为广大的由行为主体和网络构成的整体构架,一个随时间推移产生的新兴现象的知识演变过程,一个文件与言论发挥多重作用的复杂话语体系。此外,要想更好地理解气候变化问题在国家层面上的安全化进程,一个很有价值的做法就是进行比较案例研究,特别是同以中国为代表的国家进行对比,因为中国在气候政策决策上推行的是一种经济发展框架。中美在气候政策方面的关系缓和推动了2015年巴黎气候大会的召开,这一事例将为比较案例研究提供一个有趣的框架。 相似文献
