Leadership Styles as Perceived by Career Senior Service Executives

Abstract

This study identifies the prevailing leadership styles of career Senior Executive Service (SES) members of the Federal Government. This study also determines if an association exits between SES member's self‐perceived leadership style and personal characteristics, such as gender, years in the Federal Service, and highest academic degree earned. The study population consists of 6395 career SES members. A random sample of 364 career SES members was selected. The selected group was asked to respond to a demographic data questionnaire and the Styles of Leadership Survey (SLS). Over 34% of the sample completed the instrument and data questionnaire. This study reveals that Strategic Leadership Style (5/5) is the dominant self‐perceived leadership style of career SES members. The personal characteristics of gender, years employed in the Federal Government, and educational attainment were identified as being significant factors influencing leadership styles of Federal Government executives.     

Elite Dependency——An Operational Logic of Nonprofit Organization for Social Service

There’s been relatively rare research on the internal governance of nonprofit organization, and for this, we should take the elite as an individual focus. Based on theories of multiply disciplines, three analytical paths are constructed: Elite dependency on value, elite dependency on resource, elite dependency on capability. The actual operational logic of nonprofit organization for social service is as follows: elite dependency on value determines elite dependency on resource; elite dependency on resource disturbs elite dependency on value; elite dependency on value determines elite dependency on capability; elite dependency means dependency on elite as well as informal relationship.     

Community policing within campus law enforcement agencies

Campus law enforcement agencies (CLEs) are critical components of the criminal justice system; thus, how they organize is of special interest. CLEs are thought ideal for community policing, a strategy requiring organizational change, yet little research exists on CLE organizations or their use of community policing. This study examines community policing within CLEs and how it impacts organizational structures. The data were gathered in a national BJS survey of CLEs. Results indicated that community policing was only significantly related to formalization. Contrary to community policing mandates, community policing was related to more written policies. Implications and future research are discussed.     

中国与东盟国家保险服务贸易竞争力比较研究

文章运用2000～2010年中国－东盟自由贸易区11个国家保险服务贸易进出口数据,分析11国保险服务贸易的现状,计算TC、RCA以及CA指数并进行比较。研究发现：中国一东盟自由贸易区11个国家的保险服务贸易竞争力都较弱,虽然中国是保险服务贸易大国,却是以进口为主,竞争力不如东盟绝大部分国家。本文提出了提升中国保险服务贸易竞争力的对策建议。     

浅论社区党的基层组织建设

高度重视并切实做好抓基层、打基础的工作 ,是我们党在革命建设和改革中加强与改进自身建设的一条成功经验。社区党组织是社区各种组织和各项工作中始终居于支配地位的、具有突出作用的一支中坚力量 ,它的状况如何 ,将直接影响整个社区建设。长期以来 ,党的社区基层组织建设不同程度存在拘泥于传统意义上的街道党建思路、方法 ,忽视随着经济社会的发展对党的基层组织建设提出的新要求和出现的新问题 ,必须在党的十六大精神指导下 ,认识规律 ,解决存在问题 ,探索新的党的社区基层组织建设新路子。     

论社区警务工作与公安派出所的关系

社区警务是当今世界各国广泛流行的一种主流警务思潮和新一轮警务改革的探索模式。公安派出所是市、县级公安机关的派出机构。是集防范、管理、打击、服务多种职能于一体的基层综合性战斗实体。两者之间的关系为:社区警务工作包含了公安派出所工作。社区警务工作是以公安派出所为主要载体展开的。实施社区警务战略决不只是公安派出所一家的事情。     

论服务型政府的行政领导力提升

行政领导力的强弱是决定政府管理效率高低的关键,探讨具有完善整合力和回应力、具有高度责任感和为民服务精神的行政领导力,对于适应社会发展和满足公众需求具有极为重要的作用。文章以新公共服务理论的视角,从行政领导力的内涵、服务型政府对行政领导力的要求、服务型政府行政领导力的评价标准、服务型政府行政领导力提升的对策等几方面对如何提升行政领导力做了初步探讨。     

医疗服务合同的不完全履行及其救济

医疗服务合同具有委托合同的基本属性。医疗服务合同的给付义务属手段义务,对其不完全履行,无法从结果上判断,只能从过程上判断,此过程中债务人违反附随义务,同时构成对给付义务的不完全履行。无论财产损害还是非财产损害,在违约案件中均应予以赔偿。非财产损害赔偿包括死亡赔偿金、残疾赔偿金以及侵害人格权场合的抚慰金。对于财产损害赔偿的参照标准,在履行利益不易确定的场合,可以信赖利益作为替代标准。     

仲裁财产保全决定机构之辩证与重构

财产保全作为一种法律上的强制性措施在任何国家通常都极受重视,其决定机关更是学界关注的焦点。我国仲裁财产保全只能由人民法院决定的做法目前在理论与实践中均面临尴尬,亟待解决与完善。本文通过对法院、仲裁庭和仲裁委员会决定仲裁财产保全的法律分析,结合国外相关制度的操作,提出了重构我国仲裁财产保全决定主体的设想,以期契合仲裁理论与实践的发展。     

有效应对危机 推动服务型政府体制创新

危机事件以其固有的突发性、破坏性,冲击着现行的公共管理体制及社会秩序,考验着国家的政府管理能力。为了有效应对危机,国家要从法律上确认服务型政府对危机管理的权力及使用边界,政府必须(而且也能够)承担起有效应对危机的责任,实现服务型政府危机管理体制创新。
