The role of foreign donors in rebuilding the Ukrainian nation-state

The viewpoint discusses the role of foreign donors in rebuilding the Ukrainian nation-state. It argues that a gardener’s care is needed – not guidance, traditional teaching, or direction, but assistance. Foreign donors’ activities should be oriented principally to the support of internal points of growth, social and economic. The task of empowering actors that show promise to propel socio-economic development from within can and should be prioritised. The policies of empowering local actors (as opposed to financing the government and established businesses) involve first and foremost supporting bottom-up initiatives and start-ups that have demonstrated their relevance and promise.     

Demands,responsibility, and influence in Malawi’s participatory agricultural extension services

Participatory governance offers the potential to deliver responsive and accountable services. This article tests this expectation by looking at how members of participatory extension platforms in Malawi understand the meaning of “demand-driven” services, and allocate responsibility and influence in service provision. Results show that most respondents agree on bottom-up extension services that respond to expressed farmers’ needs (86% of respondents), and assign responsibility and influence widely across state and non-state actors. While these findings suggest that these participatory mechanisms can promote responsiveness to farmers’ needs and accountability, they also point toward different governance challenges in extension services.     

Accountability mechanisms in community-driven reconstruction in eastern Democratic Republic of Congo

A lack of accountability is often considered a root cause of conflict. Many post-conflict reconstruction efforts therefore aim to enhance accountability between authorities and the population through community-driven reconstruction programmes. This article examines the accountability mechanisms in the Tushiriki community-driven reconstruction programme in eastern Democratic Republic of Congo. The ethnographic research found little impact of formal programme accountability. Rather, accountability was shaped differently and had its own context-specific meaning. To make accountability more sustainable, stronger embeddedness in local institutions and more appropriate translations of abstract concepts into the local context are needed.

The year 2016 marked the 25th anniversary of the end of the Cold War and the 15th anniversary of the 9/11 attack.Though international relations are constantly adjusted,the world is by no means more stable and orderly.International order reshaping triggered by the 2008 financial crisis is deepening,with chaos of various kinds popping up here and there.In the sociopolitical field,the "Trump phenomenon" and Brexit indicate serious weakening of the authority of traditional political systems and elites.In major country relations and international security,the world is witnessing the rise of emerging countries and the and fall of the West,fiercer US-Russia and Sino-US wrestling of strategic significance,and greater global and regional security risks.In global governance,while adjustment of UN-centered global governance is laboring along,national rivalries touch core issues,making global governance more urgent.     

Trumponomics and China-US Economic and Trade Relations

Since he took office,the new US president,Donald Trump,has unveiled his broad economic policy-now called Trumponomics.It emphasizes neoliberalism at home,less government regulations,more growth and weakening the welfare state.Internationally,Trumponomics embraces protectionism and nativism with a focus on US economic interests.Trumponomics caters to the lower-middle classes,a reflection of the country's current economic and diplomatic challenges.Trumponomics will bring uncertainty to China-US economic and trade relations.China should carefully study the policies of the Trump administration and prepare contingency plans.     

“一带一路”倡议下的中非海上安全合作

随着中国"一带一路"倡议的提出与推进,其涉及范围逐步向非洲大陆扩展,特别是习近平主席最终确定将"21世纪海上丝绸之路"穿越非洲大陆。在此背景下,中国政府有必要借助"2l世纪海上丝绸之路"扩展到非洲的机遇,在现有中非经贸、政治及安全合作的基础上把中非关系扩展到海洋领域。鉴于非洲多国政局并不稳定、非传统安全威胁加重,其中来自海上的非传统安全问题日渐突出等局面,在依托"2l世纪海上丝绸之路"扩展中非合作关系的过程中,中国需要与非洲相关国家加强各领域特别是海上的安全合作,并争取其他域外大国的良性参与,避免恶性竞争,共同创建一个"中非海上安全共同体",为包括中国、其他域外国家在内的各国在非洲经贸领域的合作及发展保驾护航。这样既能巩固和加强中非传统合作关系,推动其发展到新的层次,更好地保护中国在非洲的海外利益,也能避免与其他域外大国在非洲走向"零和博弈"。     

Security in the name of human rights: the discursive legitimation strategies of the war on terror in France

This article aims to question the discourse on “the war on terror” developed by the French President in the wake of the two terrorist attacks that occurred in France in 2015. Drawing from critical discourse analysis, it explores the discursive legitimation strategies deployed by President Hollande to legitimate France’s securitarian response to the two attacks. It reveals how the defence of human rights served as an overall justificatory framework, through rationalisation, appeals to authority, and moralisation. It argues that Hollande implemented a discursive manipulation of reality to shield his actions from criticisms of illiberalism, all the while reframing the notion of human rights, undermining it and paving the way for an authoritarian-driven executive.     

No more bullets for ETA: the loss of internal support as a key factor in the end of the Basque group’s campaign

The Basque separatist organisation ETA laid down its arms in 2011 after 40 years of an armed campaign for independence. It was not a consequence of political negotiations. The Basque group did not achieve its goals. Yet, it unilaterally decided to end its armed activity forever. This article analyses why and how ETA ended its armed campaign. It clarifies the events from the collapse of the last peace process in June 2007 to the announcement of the definitive end of ETA’s campaign in October 2011. It identifies the causal factors that led the Basque group towards its end. This article contends that the end of ETA’s campaign is a case of transformation triggered by its constituency’s withdrawal of support for the armed struggle. The leadership and social base of the political movement to which ETA belongs concluded that political violence was not effective anymore and, furthermore, was damaging for the Basque pro-independence movement. After an internal struggle, in which the faction advocating for exclusively political means prevailed, ETA was driven towards a unilateral abandonment of armed struggle.     

Political economy,poverty, and polycentrism in the Global Environment Facility’s Least Developed Countries Fund (LDCF) for Climate Change Adaptation

Climate change adaptation refers to altering infrastructure, institutions or ecosystems to respond to the impacts of climate change. Least developed countries often lack the requisite capacity to implement adaptation projects. The Global Environment Facility’s Least Developed Countries Fund (LDCF) is a scheme where industrialised countries have disbursed $934.5 million in voluntary contributions to support 213 adaptation projects across 51 least developed countries. But how effective are its efforts—and what sort of challenges have arisen as it implements projects? To provide some answers, this article documents the presence of four “political economy” attributes of adaptation projects—processes we have termed enclosure, exclusion, encroachment and entrenchment—cutting across economic, political, ecological and social dimensions. Based on extensive field research, we find the four processes at work simultaneously in our case studies of five LDCF projects being implemented in Bangladesh, Bhutan, Cambodia, the Maldives and Vanuatu. The article concludes with a discussion of the broader implications of the political economy of adaptation for analysts, program managers and climate researchers at large. In sum, the politics of adaptation must be taken into account so that projects can maximise their efficacy and avoid marginalising those most vulnerable to the impacts of climate change.
