Protection and conservation--TRIPs and CBD: a way forward

Legal context: There is a complex relationship and interplay between TRIPsand CBD, two multilateral agreements adopted to attain inherentlydistinctive objectives. Key points: The CBD/TRIPs issue has been discussed in the WTO since 1996in the Committee on Trade and Environment, and has been on theagenda of the TRIPs Council since 1999. At the WTO Doha MinisterialMeeting in 2001, a Trade Minister made reference to the issuein paragraphs 12 and 19, instructing the Council for TRIPs tolook into the relations between TRIPs and CBD. The discussionin the TRIPs Council has gone into considerable detail witha number of ideas and various proposals have been mooted todeal with the same. Practical significance: This paper attempts to discuss and analyse the areas of possibleconflict and reasons for such conflicts. It also seeks to gainan insight into the thought-process of the various stakeholders,then discusses alternative courses of action, and attempts tochart the way forward.     

多中心治理：中国农村公共事物的治理之道

社会主义新农村建设是中国农村现代化进程的必经环节。而农村公共事物的治理状况又是实现农村现代化的重要基础。中国许多地区农村公共事物治理陷入了困境，已无法适应农村发展的需要。因此，在社会主义新农村建设中，如何实现农村公共事物的良好治理，为农村现代化建设提供有效护持，成为当前研究的一个现实问题。国外的多中心治理理论提供了有益的启示，或将成为中国农村公共事物走出治理困境的现实选择。     

新农村建设中的不和谐音符：赌博问题

赌博问题是和谐社会与新农村建设中极不和谐的音符。从主观因素上讲，人的劣根性决定了人永远也无法摆脱这样几种自然属性：以强凌弱，争强斗狠；巧取豪夺，不劳而获；贪婪无度，自私自利。赌博正是因应人的这几种自然属性产生、发展和屡禁不止的。同时，又由于法律方面存在漏洞，才使一些不法之徒将“娱乐”无限放大，导致赌博活动的蔓延。要有效地遏制和打击赌博行为，必须采取相应的措施彻底杜绝此类行为的发生。

Civil society and democratic progression in postcolonial Nigeria: The role of non-governmental organizations

Abstract

With the ever increasing demands of market forces via globalization on governments, the parallel requests from citizens to fill the gap often left open by states have become just as prevalent in the modern era. Governments have become ill-equipped to handle such citizen demands or simply unwilling, thus civil society agents in the form of Non-governmental Organizations (NGOs) are attempting to fill those gaps. Ideally, civil society actors like NGOs collectively mobilize and advocate more political openness, in the form of civil liberties and civil rights. However, NGOs can stymie democracy-building as well. Demands for more democratization are increasing precipitously, and seem to be coinciding with the rising tide of globalization, even in nascent democracies such as Nigeria. However, the idealism of the 1990s, that NGOs would be the panacea for democratic limitations, are not revealing themselves as once anticipated for a plethora of reasons. This paper will investigate the impact of NGO efforts and democratization in the face of instability in postcolonial Nigeria.

党的十七届四中全会《决定》提出＂统筹城乡基层党建工作,促进以城带乡、资源共享、优势互补、协调发展＂的新要求,提高城乡基层党组织整合资源能力既是促进城乡基层党组织优势互补、协调发展的重要环节,更是城乡基层党组织执政能力的重要体现。提高城乡基层党组织整合资源能力应坚持系统性、以人为本、循序渐进的基本原则。而明确定位、打好基础、抓住关键和加大关爱力度则是提高城乡基层党组织整合资源能力的主要路径。

我国农村信贷资金供给不足的探讨

近年来,我国对于"三农"的关注度不断提高,在完善和加强农村金融服务方面已经取得了很大的成效。我国农村地区基本上形成了以"商业性金融、政策性金融、合作性金融"为主体的农村金融组织,这一金融体系对"三农"经济的发展发挥了很大的支持作用。但是也存在很多问题,主要集中在农民日益增长的贷款需求与金融机构追求效益偏好之间的矛盾,农村信贷资金供给不足,资金短缺仍然是目前我国农村经济发展的"瓶颈"。     

民族体育是民族文化传承的重要载体——以德江土家族传统炸龙活动为例

炸龙是贵州省德江地区的土家族的传统民俗活动,传统炸龙活动包括一套完整的宗教仪式,而炸龙仪式中的重要环节"炸龙"明显带有体育活动的竞技性和表演性功能。在历史发展过程中德江土家族社会中政治、经济、文化生活等多方面发生了巨大转变,炸龙活动的祭祀意义已经逐渐丧失。在当代,炸龙作为体育活动的功能日渐显现,民族体育成为了德江土家族传承民族文化的重要载体之一。借助于体育运动的外在表现形式,炸龙活动的开展不仅带来了广泛的文化交流,更促使了民族文化自身的创新和发展。
