The case for ‘face-time’ in a computer-mediated global economy

Abstract

The structuring of marketing and communication management within key organisations in South Africa is changing. These changes are affecting the relationship between marketing and communication practitioners, as well as the key tasks they are responsible for within the organisation. Globally, companies are downsizing, restructuring and eliminating hierarchy. This article investigates how key South African companies have responded to these changes, by looking at how the marketing and communication functions are structured within the organisation. Marketing and communication managers from top South African companies were interviewed telephonically. Findings from the study indicate that the two functions are progressively moving towards an integrated approach. However, a commonly agreed organisational structure is still not pervasive. Each organisation structured the marketing and communication functions differently, and various perspectives existed on the key tasks of both marketing and communication managers. From these findings, it is evident that the relationship between marketing and communication, as well as the role and tasks of marketing and communication managers, is still very diverse in the South African context.     

我国有组织毒品犯罪活动的嬗变及侦查启示

毒品犯罪活动具有广泛和深刻的社会危害性,一直受到国际社会的普遍关注。当代我国有组织毒品犯罪活动不断发展变化,毒品问题愈发严峻,毒品犯罪组织的结构形式和运作模式不断呈现出新的特点,所产生的犯罪能量日益扩大,对我国缉毒侦查工作造成极大的挑战。有必要系统分析我国毒品犯罪的成因及有组织毒品犯罪活动的嬗变过程,在深刻发掘毒品犯罪本质的基础上提出针对有组织毒品犯罪的侦查策略。     

“中三角”空间范围与发展定位

"中三角"以湘鄂赣三省为宜,以武汉城市群、长株潭城市群和大南昌城市群为主要载体。应分别从空间定位、功能定位、产业定位、特色定位等四方面对"中三角"及各大片区发展进行战略定位。研究表明,"中三角"应定位为我国重要的"两基地三区、一中心一枢纽",成为中部地区崛起的重要战略支点和核心增长极,成为我国具有国际性功能、跨省域影响力和较强创新能力的区域性经济中心和重要的经济区,成为继珠三角、长三角、环渤海之后中国经济增长的第四极。     

政府与市场关系的调适:破解反腐困局的根本路径

中国的腐败问题具有深刻的制度根源,即计划机制与市场机制双轨并行下的"增量改革"及其与之相配套的各项体制机制设计。一方面,公有企业固有的垄断冲动与政府规制触角无孔不入的延伸,大大拓展了政府的寻租空间,为官员腐败培育了肥沃的土壤;另一方面,监督机制的软弱与虚化,更是在一定程度上刺激了腐败现象的发生。通过对政府与市场关系以及这组关系的变动对腐败问题所产生的影响进行深入的考察,结合我国独具特色的渐进主义转型模式在当前阶段所面临的困境与挑战,厘清政府与市场的合理边界,继续科学地调适政府与市场的关系,进一步深化市场化改革,才是破解反腐困局的根本出路。     

欧盟国家保障两性平等参政法律制度研究

近10年来,随着权力机构性别失衡问题政治敏感性日益提高,欧盟一些国家开始运用法律以及法律之外的制度来平衡公共政治领域的性别比例。欧盟国家参政中对性别差异进行了法律调整,保障了两性平等参政。为了实现两性平等参政,在法律制度进行变革的同时,对相应的选举制度和政治体制进行改革。在适用配额制时,各国的具体情况是必须要考虑的因素,选举制度和配额制必须紧密配合,不能分割开来。     

Practitioners’ perspectives on in-house versus arm’s-length structures of local economic development delivery in Ontario,Canada

ABSTRACT

The structure for local economic development is an important part of the development process. In recent years, local governments have been switching structures, leading to debates about the most appropriate structure for an effective economic development delivery. Based on in-depth interviews with practitioners of local economic development, the paper examines the strengths and drawbacks of the two primary structures in the Province of Ontario: In-house and Arms-length. In doing so, the paper accomplishes two things: first, it adds to the empirical discussion on organisational approaches to economic development; second, it provides an informed perspective to assist communities that might be considering switching their structures.     

An optimal anti-drug law enforcement policy

This article presents a model for a drug law enforcement policy whose objective is harm reduction, including the net cost of law enforcement, social harm and surplus of agents. We consider a vertically organized distribution system with two levels, traffickers and retailers. The two questions concern which type of sellers have to be prosecuted and which law enforcement policy should be implemented that is, the probability of being caught and the severity of the punishment. We show that a trafficker-oriented law enforcement regime can avoid counter-productive policies. Moreover, decriminalization or depenalization is optimal under some conditions depending on the relationship between social harm and consumption.     

浅析公安机关组织结构“扁平化”改革

公安机关组织结构的“扁平化”改革在近年来公安管理体制改革中得到了广泛的重视。根据我国目前公安工作的发展趋势、国外先进的警务模式,结合我国公安工作的特点,我国的公安管理体制改革的基本思路是压缩管理层级,收回现有的公安分局,进一步做大做强公安派出所,实现公安机关组织结构“扁平化”改革的目标。     

论外资经济产业风险的产生及防范

从产业结构角度考察外资风险,主要有区域经济控制力风险、产业结构失衡风险、本土产业自主创新受阻风险和外商减(撤)资风险等。我国外资集聚区产业风险产生的症结在于不合理的产业结构,而形成原因既有国际生产体系变革因素,也有我国经济结构转换和地方政府的引资偏好等因素。化解和防范外资产业风险的主要途径,应通过借助引进外资研发等高附加值的产业,启动价值链向高端攀升机制,带动产业结构调整并优化;同时通过发展区域服务经济、改变招商模式和加快政府的管理创新等措施,加快这种过程,从根本上达到规避风险之目的。     

论科技进步与西部地区产业升级

产业结构的优化和升级是区域经济协调发展的核心 ,也是西部地区经济发展必须解决的问题。本文讨论了科技进步对于产业升级的驱动作用 ,分析了西部企业技术进步的动力障碍 ,在此基础上提出了促进西部企业技术进步的对策。提出西部地区调整优化产业结构 ,促进产业结构升级 ,关键是要靠大力推动企业的科技进步 ,以技术优势促进产业优势 ,进而实现西部地区经济的持续快速发展。
