Auf der Grundlage des akteurzentrierten Institutionalismus präsentiert der vorliegende Beitrag eine theoriegeleitete und empirisch angereicherte Analyse von Verhandlungsergebnissen in der EU am Beispiel der Gemeinsamen Fischereipolitik. Dabei fasst das zugrunde liegende Untersuchungsdesign die Verhandlungsergebnisse als die abhängige, die Präferenzen der Mitgliedstaaten, die Präferenzen der Kommission sowie den institutionellen Rahmen als die unabhängigen Variablen auf. Dieses Untersuchungsdesign wird dann empirisch an zwei wichtigen Verhandlungssituationen überprüft, die gleichzeitig mit der Kompetenzübertragung der Fischereipolitik auf die europäische Ebene einhergehen. In der ersten Verhandlungssituation geht es um die Einführung der Strukturpolitik und der Gemeinsamen Marktorganisation für den Fischereisektor im Jahr 1970. Bei der zweiten Verhandlungssituation steht die Einführung der Bestanderhaltungspolitik für die Fischbestände im Jahr 1983 im Mittelpunkt. Zusätzlich zu den Verhandlungspositionen der Regierungen der Mitgliedstaaten wird in diesem Beitrag anhand der Rolle der Kommission und der formellen (Einstimmigkeitsprinzip) und informellen Regeln (Schatten der Zukunft) gezeigt, wie sich diese Variablen auf die Politikergebnisse auswirken.  相似文献

Despite calls to increase federal oversight of hydraulic fracturing (HF), the U.S. Congress has maintained a regulatory system in which environmental regulatory authority is devolved to the states. We argue that this system is characterized by a long‐standing “policy monopoly”: a form of stability in policy agenda‐setting in which a specific manner of framing and regulating a policy issue becomes hegemonic. Integrating theories on agenda‐setting and environmental discourse analysis, we develop a nuanced conceptualization of policy monopoly that emphasizes the significance of regulatory history, public perceptions, industry–government relations, and environmental “storylines.” We evaluate how a policy monopoly in U.S. HF regulation has been constructed and maintained through a historical analysis of oil and gas regulation and a discourse analysis of eleven select congressional energy committee hearings. This research extends scholarship on agenda‐setting by better illuminating the importance of political economic and geographic factors shaping regulatory agendas and outcomes.  相似文献

ABSTRACT

Using the performance evaluation data of Korean SOEs, the impact of information asymmetry within target setting on ratcheting intensity and the ratchet effect is investigated. It was found that ratcheting intensity is substantially greater (lower) for target-setting methods that have utilized limited (plenty of) information on past performance and that the ratchet effect increases with ratcheting intensity. These results indicate that information asymmetry between the superior and subordinates is one of the crucial drivers of the ratchet effect. It was also documented that when subordinates sufficiently beat target, the ratchet effect is much greater for relatively “top-down” target setting than that for relatively “bottom-up” target setting. This finding suggests that securing subordinates’ active participation in the target-setting process can alleviate their effort reduction incentive.  相似文献

The historical patterns of executive dominance in national policymaking have undergone a rapid transformation in South Korea. In the context of an emerging institutional rivalry between the executive and legislative branches in forming national policies, this study examines a causal nexus among the agenda power parity, jurisdictional complexity, and the scope and diversity of the national agenda space. A series of data analyses on various original measures of the key variables reveal that the two dimensions of the national agenda space have been reshaped via different causal processes. While the rise of the legislative power in agenda setting and the complexity of legislative jurisdictions tend to increase the scope of the national agenda space, democratic transition subsumes the influence of all other factors in increasing the diversity of the national agenda space.  相似文献

The study investigates whether the adoption of a risk-based approach that allows public managers to take into account the context and external not-controllable factors during goal setting may contribute to overcome unintended managerial side effects of performance management (PM) practices that hamper their success within public organizations. An explorative research is carried out on court officials of Italian public administration. The results from this study show that the adoption of a risk-based approach could enhance goal setting within the PM process and provide interesting insights to policy-makers invested of the responsibility to improve the effectiveness of current PM procedures.  相似文献

This article investigates the interactions among parliamentary questions, newspaper coverage on the economic crisis, and consumer confidence. It focuses on France, Spain, Germany, and the Netherlands for the period 2005–2016. Based on insights from political agenda-setting and media effects research, we expect multidirectional relationships to be present. Parliamentary records and newspaper archives are used to analyze the monthly amount of attention for the economic crisis. Pooled time series models and vector autoregression analyses are employed to demonstrate that indeed, politicians, journalists, and citizens depend on one another, but also that remarkable cross-national and over-time differences exist. In the countries where the economy was severely damaged by the crisis (France and Spain), news coverage is less strongly affecting both parliamentarians and citizens. However, when the economic situation worsens, political agenda-setting influences get stronger,while media effects on consumer confidence becomeweaker over time.  相似文献
