Correlates of rigorous and credible transnational governance: A cross‐sectoral analysis of best practice compliance in eco‐labeling 下载免费PDF全文

The number of eco‐labeling schemes is rising dramatically, yet the rigor and credibility of such schemes remains uneven. Whereas some eco‐labeling organizations (ELOs) comply with best practice guidelines designed to increase the credibility of their standards through attention to good operating principles, such as transparency and impartiality, others do not. Within this article, I attempt to explain this variation through multivariate regression analysis of an original cross‐sectoral dataset of transnational ELO policies and practices. I find compelling evidence to suggest that ELOs with environmental non‐governmental organization (ENGO) partners, nonprofit structures, or broad transnational reach are most likely to comply with best practices. I also find that private ELOs are more likely to disregard best practices than public ones. Conversely, I find little evidence that levels of industry funding or sector‐specific competition dynamics affect best practice compliance. This study contributes new data, a new method of comparison, and new findings to the growing literature on transnational governance. 相似文献

This article suggests theoretical refinements to the multiple streams framework (MSF) that make it applicable to parliamentary systems and the decision‐making stage of the policy process. Regarding the former, the important role of political parties in parliamentary democracies is highlighted. Party policy experts are expected to be members of the policy communities in the policy stream and to promote viable policy alternatives in their respective parties, while the party leadership is concerned with adopting policies in the political stream. With regard to the latter, the introduction of a second coupling process to analyse decision making more rigorously is suggested. Moreover, the article provides operational definitions of the framework's key concepts when applied to parliamentary systems and derives a systematic set of falsifiable hypotheses for agenda‐setting and decision making in these systems, thus addressing one of the main critiques against the MSF – namely that no hypotheses can be derived from it. 相似文献

The literature on government responsiveness to societal issues is extensive but provides a mixed assessment of effectiveness. We examine this issue in the case of policy addressing effective and safe management of research and development in the emerging field of nanotechnology. Specifically, we examine the agenda setting effects of the 21st Century Nanotechnology Research and Development Act (the Act), a piece of legislation designed to be implemented by a network of actors in the nanotechnology research and development policy subsystem. We adopt a public values lens in our examination of discourse related to societal concerns. Policy documents from Congress, an agency, and federal funding recipients are examined. Findings suggest a narrowing of public values discourse around more specific societal concerns in the documents crafted after the Act was passed. 相似文献

This article addresses registration fees for same-sex unions and the number of registered gay couples in the German state of Baden-Württemberg. In contrast to the other 15 German states, in Baden-Württemberg each administrative district decides independently about the level of registration fees. Consequently, there is not only considerable variation of the number of registered gay couples across the individual administrative units, but also among the registration fees, which we seek to explain by relying on theories of public administration, policy analysis and political economy. Our findings show that the varying levels of registration fees for same-sex unions are primarily determined by the preferences of parties in the regional legislative committees. In this way, we can demonstrate that the definition of registration fees is politicised, which contradicts the legal principles of equivalency and cost recovery. 相似文献

Prevention and intervention research has indicated the malleability of hope in a variety of populations and the positive impact on treatment outcomes in general clinical settings and substance use treatment. However, despite its prospective role in improving well-being, research on hope is not often situated behind bars. Thus, the current project intended to explore the nature of theory-driven hope discussions for women involved in justice systems. The aim was to maintain and enhance hope, activate positivity, and thereby enhance the quality of life.Four weekly focus group sessions were conducted with women detained at a local jail (n?=?23), with discussion prompts based on Snyder’s theory of hope (goal setting, agency thinking, and pathway thinking). Using interactional delivery methods, we emphasized hope among jailed women by: (1) facilitating the development and maintenance of hopeful thinking; (2) developing concrete goals towards rehabilitation and a positive life; (3) enhancing the capacity for developing enduring, cross-sectional strategies for goal attainment; and (4) facilitating self-analysis on their overall ability to produce workable plans required to reach the goals. Weekly journaling was also included to complement the process.Results from the qualitative analysis suggest hope for these jailed women was constructed as belief in a better future and was also often embedded within a religious worldview. Further, jailed women’s perceptions of meeting goals were heavily dependent upon outside sources that would provide structure and discipline. Implications include providing strength-based reentry programs, offering mentorship, emphasizing goal-setting strategies, and reviewing visitation policies. 相似文献

Abstract In studies attempting to classify criminal offenders by cluster analysis of Minnesota Multiphasic Personality Inventory-2 (MMPI-2) data, the number of clusters found varied between 10 (the Megargee System) and two (one cluster indicating no psychopathology and one exhibiting serious psychopathology). The latter results raise doubts about the suitability of the MMPI-2 for classification in forensic settings. The present study aimed at deriving an empirical classification system using cluster analysis of 247 MMPI-2 profiles of pretrial criminal defendants in a forensic psychiatric observation clinic. Results indicated only a ‘non-disturbed’ and a ‘disturbed’ profile, differing on general elevation of MMPI-2 profiles but displaying no qualitatively distinct profiles. The clusters differed on age at admission and first conviction, indicating a late onset of criminal activity for disturbed offenders. Also, the clusters differed significantly on Axis I diagnosis and borderline significantly on Axis II diagnosis. The absence of distinct personality profiles between the clusters suggests restricted usefulness of the MMPI-2 in a forensic context of diverse and severe psychopathology and serious crimes. Either the investigated population is in fact extremely homogeneous, truly comprising only two kinds of offenders, or the types of offenders in these populations are not effectively distinguished by the MMPI-2. 相似文献
