从“核协议”解读印美战略关系

美国、印度在印总理曼·辛格访美期间达成"印美民用核技术协议",它实际上是印美双方涉及核问题和双边战略关系的谈判结果,为近年来印美关系的全面升温作了阶段性诠释,为双边战略关系的未来发展定下积极的基调,也将影响国际核机制的运作方向和地区乃至全球的战略格局.同时,该协议与中国存在着直接或潜在的战略关联.该协议的宣布在印、美国内及国际社会引发强烈的反应,从不同方面提出了许多值得关切的问题.另一方面,作为印美两国政府基本共识和政策意向的体现,核协议在实施之前还存在许多障碍和不确定因素,还有不少内容有待进一步明朗化,需要从战略角度对之进行深入解析.     

Short term interests,long term perspectives: Balancing South Africa's peace and security approach in the EU–SA Strategic Partnership

ABSTRACT

South Africa’s peace and security outlook in the EU–South Africa Strategic Partnership has been guided by the content and substance of the founding document, which incorporates an interdependent approach to development. For South Africa, engagement in the EU–South Africa Strategic Partnership is framed by its historical background, its identity and the content of its foreign policy. South Africa's foreign policy in particular adopts an integrated approach to securing the state within its surrounding regional and continental geography. This article reviews South Africa's approach to peace and security, in the context of the strategic partnership. The article argues that, overall, South Africa's definition of peace and security is compatible with that of the EU; however, Pretoria's vision of how it provides peace and security has naturally changed in line with the varying international circumstances in which it has found itself. While this has proved difficult at times to reconcile, peace and security collaboration in the strategic partnership has managed to remain intact.

Competing interests and technology policies: A rational choice approach

This paper explores the competition over technology policies by various domestic and foreign interest groups or stakeholders. An expected utility model is used to simulate the competition over the nature and direction of the American supersonic transport (SST) program in the 60s and 70s. The simulation shows that this rational choice approach offers a powerful analytical tool for examing technology and other foreign economic policy processes. The expected utility simulation allows for a more rigorous inspection of the explanations presented in the political economy literature which should allow scholars to’ further explore expectations and conclusions about strategic trade and other foreign economic policies.     

EXPANDING COLLABORATIVE DIVORCE THROUGH THE SOCIAL SCIENCES

Since collaborative law was first proposed, collaborative practitioners have expanded its concepts and methods as it has grown in acceptance by professionals and the public. This article addresses how collaborative law can further expand its theoretical and practical base by drawing from social science perspectives on negotiation, conflict resolution and third‐party interventions. It also explores how collaborative practice draws upon two prevailing models of negotiation, the strategic problem‐solving and the social‐psychological model, and demonstrates how tools from each model can be used at different points in a collaborative case's lifecycle.
