The discourse on domestic violence has steadily moved from solely the realm of private family affairs into the institutional domain, through changing perceptions and the enactment and enforcement of laws. This article aims to understand how women approach institutions and how institutions perceive, translate, and respond to complaints within human rights discourses. The study analysed all cases registered in a family counselling centre in Rajasthan, India, with ten cases then randomly selected for in-depth interviews. The institutions are a catalyst of social change; however, they need to partner with specialists for medical interventions, and network with line departments more effectively to improve social resilience.  相似文献

In 2012, Africa RISING conducted participatory community analysis (PCA) as the first phase of a participatory development approach in the Ethiopian highlands. The PCA identified trends, constraints, and opportunities – and shed light upon how farmers perceive livelihoods to be changing. Inputs, diseases, pests, soil fertility, post-harvest management, and fodder shortages were seen as challenges, while off-farm income has become increasingly important. Gender differences in livestock and crop preferences for food security and income sources were observed. PCA established development priorities in a way that researchers may have approached differently or missed, providing research development priorities for Africa RISING scientists.  相似文献

The University of Arizona chapter of Engineers Without Borders USA has faced multiple challenges involving community participation in rural development, in the Andean community of Marquirivi, Bolivia, both in rural design and in community participation. Despite successful construction of a shower house in 2014, the EWB-USA UA team experience with community participation revealed the numerous complexities involved in engaging successfully with communities. The importance of previous aid in a community with development projects also emerged as critical in shaping actions. This article discusses lessons learnt and recommendations for rural infrastructure projects, as well as the EWB-USA model of sustainable development.  相似文献

This article examines the impact of a participatory development project in rural Uganda and offers explanations for the results obtained. Though successful in facilitating the creation of specific goods and services, the project did not fully realise its intended outcome: empowering local actors and generating lasting human development. These mixed results were the consequence of inconsistent dialogue and listening among the actors, often resulting in a lack of genuine accompaniment. In evaluating community engagement through the lens of accompaniment, the study considers the potential for participatory approaches to overcome often-asserted criticisms, namely the presence of dependency and elite capture.  相似文献

Mainstream academic and policy literature emphasizes the nexus between an active and vibrant civil society sector and greater political accountability. As a result, support for civil society has become central to international policy efforts to strengthen democracy in the Middle East North Africa (MENA) region. However, the empirical evidence presented in this article questions the validity of this assumption. Drawing on information gathered through 38 in-depth qualitative interviews with women’s organizations from across the seven administrative regions of Turkey, and key representatives from the ruling Justice and Development Party (AKP), this article analyses the role of the AKP government in co-opting and influencing women’s organizations in Turkey. The results that emerge demonstrate that the government is actively involved in fashioning a civil society sector that advances their interests and consolidates their power. Independent women’s organizations report that they are becoming increasingly excluded from policy and legislative discussions, as seemingly civic organizations are supported and often created by the government to replace them. These organizations function to disseminate government ideas in society and to provide a cloak of democratic legitimacy to policy decisions. These findings and their implications have significant consequences for theory and policy on civil society and its role in supporting democracy.  相似文献

Whether associations help to democratize authoritarian rule or support those in power is a contested issue that so far lacks a cross-regional, comparative perspective. In this article we focus on five types of associations in three post-socialist countries, situated in different world regions, that are governed by authoritarian regimes. We first explore how infrastructural and discursive state power impact such associations and vice versa. We then discuss whether these associations support the development of citizens’ collective and individual self-determination and autonomy and/or whether they negate such self-determination and autonomy – a state of affairs that is at the core of authoritarianism.

Our analysis addresses decision-making in associations and three specific policy areas. We find that most of the covered associations accept or do not openly reject state/ruling party interference in their internal decision-making processes. Moreover, in most of these associations the self-determination and autonomy of members are restricted, if not negated. With respect to HIV/AIDS policy, associations in Algeria and Vietnam toe the official line, and thus contribute, unlike their counterparts in Mozambique, to negating the self-determination and autonomy of affected people and other social minorities. Looking at enterprise promotion policy, we find that the co-optation of business and professionals’ associations in all three countries effectively limits democratizing impulses. Finally, in all three countries many, but not all, of the interviewed associations support state-propagated norms concerning gender and gender relationships, thus contributing to limiting the self-determination and autonomy of women in the private sphere.  相似文献

One hundred and one very different organizations joined together prior to the election for the Norwegian parliament in 2013 in order to make climate change mitigation the most important issue in the election campaign. The alliance (CE2013) agreed on six political demands relating to mitigation. In this article, we categorize the 101 organizations and discuss their identity and objectives according to these demands. The analysis demonstrates that even though a broad variety of organizations joined the campaign, their commitment was rather weak. Few of the organizations justify their involvement in CE2013 by all six political demands, hence demonstrating that climate change mitigation is a valence issue.  相似文献

Environmental civil society organizations in Turkey have been drawn into the deep cultural and religious divide that characterizes Turkish society more broadly. Turkish environmental organizations are viewed by the Islamist leaning government as proxies for secularist opposition forces and not as independent voices truly committed to environmental protection. Interview data from fifty environmental leaders and Turkish state officials are analyzed to demonstrate how effective civil society functioning in the environmental sphere has been undermined by these deep partisan divisions. Local environmental struggles create one area of opportunity where environmental advocates can bridge the divide and work in collaboration with conservative government supporters.  相似文献

This article explores the complex and contradictory positioning of the family within civil society literature. In some accounts, the family is seen as the cornerstone of civil society. In others, the family is positioned firmly outside – even antithetical to – civil society. This paradox arises from the ways in which civil society is variously defined through a series of binary oppositions – in relation to each of which the family sits uneasily. And while feminist critiques have tried to bring women back into view, they too tend to marginalize the family. In addition, the normative nature of these oppositions has meant that while civil society tends to be seen as the property of the political ‘left’, the family is often associated with the political ‘right’. The article argues that we need to move beyond oppositional definitions of civil society and assumptions about the family if we are to understand the multiple ways in which the family is implicated as not only the ‘reproducer’ of particular resources and dispositions but as a principal source and focus of civil society engagement and activism.  相似文献
