Capacity Building as an Instrument of Institutional Reform: Improving the Quality of Higher Education through Academic Audits in the UK, New Zealand, Sweden, and Hong Kong

As countries convert from state to market-centered public policies, there is increasing interest in new forms of public accountability. Capacity building initiatives that reform institutional frameworks are useful policy instruments during this period of transition. What are the impacts and implementation problems characteristic of this approach? This article reviews the experience with "Academic Audit," a capacity building accountability instrument for universities adopted in the UK, Sweden, New Zealand, and Hong Kong. Academic audits altered the incentives for cooperative behavior among faculty members to improve student learning. Identified implementation problems included: training for the new process, the uncertainty of capacity building benefits, and the central role of information.     

Customizing post-apartheid Johannesburg: the dialectic of errancy in Ralph Ziman’s Jerusalema

ABSTRACT

In post-apartheid inner-Johannesburg, the built environment reflects a city no longer wrenched apart by race, but by socio-economic stratification. Even as the city is refurbished for global appeal through gentrification, the rich-poor tussle among black urban dwellers motivates peculiar spatial practices which, while illustrating embedded urban pressures, produce new urban rationalities. Among these practices is hijacking of white-owned buildings in Hillbrow, a practice that impacts theorization of the ways in which black urban dwellers have customized Johannesburg post-1994. Through close reading of Ralph Ziman’s Gangster’s Paradise: Jerusalema, this article theorizes building hijacking as a curious case of sprouting city-making practices. Terming this aggressive do-it-yourself approach to urbanism as errancy, the article argues that such customization of the city usefully illustrates not only the annexation of post-apartheid Johannesburg, but the peculiarity of changing perceptions of freedom among black urban residents..     

Antecedents and Outcomes of Self-Determination in 3 Life Domains: The Role of Parents' and Teachers' Autonomy Support

Due to conceptualizations of autonomy as detachment and independence, research on the parenting–autonomy relationship in adolescence has yielded inconsistent results. In the present study, self-determination is proposed as an alternative way of tapping into the construct of autonomy. An integrated model of the relationships between perceived parenting and teaching styles, self-determination in 3 life-domains (school, social competence, and job-seeking behaviors), and specific adolescent outcomes, was investigated and confirmed. In 2 samples of mid-adolescents (N = 328 and N = 285), autonomy-supportive parenting was significantly related to self-determination in all life-domains. Autonomy-supportive teaching added significantly to the prediction of self-determination in the domains of school and job-seeking behaviors. Self-determination, in turn, was positively and specifically associated with measures of adjustment in the specific life-domains under investigation. Finally, in both studies, indications were found that self-determination acts as an intervening variable in the relation between the perceived interpersonal environment and adolescent adjustment.
