The Role of the Maternal in Diasporic Cultural Reproduction−Australia,Canada and Greece

Cultural reproduction is examined in this paper, not in the sense of replication, but as the creation of something new. Women's work in such cultural reproduction is explored through the experiences of Greek-identified women who live in Canada and Australia, or who have lived in these countries and now reside in Greece. These women are the daughters of immigrants who are now rearing the so-called third generation. Of particular interest is the way these women contrast their role in cultural reproduction to that of their own mothers. The argument is made that these women play a key role in the staging of Greek origin through the family and that, in the diaspora, this is a complex, dynamic and critical process that lies at the heart of new understandings of cultural identifications.

随着全球经济一体化的不断发展,中国烟草行业面临着内部和外部的双重挑战,承受着前所未有的竞争压力,行业体制改革势在必行。本文认为,由于烟草行业的特殊性,其体制改革需要拓展新的思路,在不能大幅度扩大产量和调整价格的情况下,应以节约各项生产成本及以经营管理中的交易成本为体制创新的主导思想,进而完善现有的烟草行业管理体制。     

Why preferences and institutions change: A systematic process analysis of credit rating in Germany

This article argues that a within‐case analysis of the causes and patterns of the institutionalisation of rating in the German financial system offers fresh insights into change in the major socioeconomic institutions of advanced capitalism. Using the method of systematic process analysis, the article explores the expansion of credit rating in the German banking system from three perspectives: historical (power), sociological (diffusion) and behavioural institutionalism (prospect theory). It demonstrates that the proliferation of credit rating resulted from a change of preference on the part of large banks. With Germany as a least likely case for successfully implementing rating, the study's main lesson is that institutional analysis may benefit from incorporating behavioural institutionalism into the analysis of preference change because this cites economic motivations as causes of preference shifts and institutional changes.     

Municipality size,political efficacy and political participation: a systematic review

ABSTRACT

It is an old adage that local government is a training ground for democracy. Its human scale means that political amateurs can contribute effectively and meaningfully to the politics of a state. But in a political climate seemingly driven to consolidate local government into ever larger units, can a not so local local government still elicit an efficacious and participatory citizenry? This paper explores the effect of municipality population size on two important aspects of democratic culture: political efficacy and political participation. Via a two-part systematic review, the paper examines how extant empirical literature bears on the relationship between size and both of these aspects, hypothesising that political efficacy plays a mediating role between size and participation. The findings are unequivocal: citizens of smaller municipalities feel a greater sense of political efficacy and participate to a greater degree in local politics.     

民法典高空抛物致害责任规则的体系性解读:局限与克服

高空抛物致害责任自入法之日起即饱受批评,又因司法适用中存在一定漏洞而引发质疑。将高空抛物致害责任置于不确定加害人责任框架下进行体系性解读,有利于重新认识和评估立法上设定这一责任规则的正当性和局限性。不确定加害人责任既不符合固有侵权责任构成理论的预期,也未遵循传统诉讼理论在证明责任上的一贯立场,为了缓和其内在局限和避免发生泛用,须就不确定被告的范围、责任形式及举证负担等适用条件作出限制。立法上设定高空抛物致害责任规则时亦应注意其局限克服。我国民法典第1254条通过修正和完善其适用条件,深化了侵权责任法第87条确立的限制观念,具有明显的进步性。然而,民法典作为一部基本法,其规定难以包罗万象,高空抛物致害责任规则的适用漏洞仍需要通过司法解释、基于法官的个案经验进行填补。

我国现行公安教育体制存在学生基础知识单薄,综合素质不够高,办学规模过大,经费无保障,偏重学历教育,在职干警的培训规模和质量难以保证,招生和入警不能完全衔接,部分毕业生就业困难,单位性质不明确,影响教职工队伍稳定,师资队伍结构单一,实践与理论脱节等问题。必须根据中央及有关部委对公安政法院校进行改革的精神,改革警察招录培养体制,压缩招生规模,调整办学定位,以职业教育为主,结合学历教育,办出公安特色;明确公安院校的公务员管理体制,制定相应的公安教育培训经费保障机制,促进公安院校和公安机关人才流动;加强教师队伍建设,大力提升教师的专业理论水平和实际操作能力,建立一支专兼职适应需要的骨干教师队伍;改革教学内容和方法,建立以公安业务综合素质培养为基础,以职业精神、基本技能和专业能力教育培养为核心的教、学、练、战一体化的新的教学模式,培养高素质人民警察。     

正确理解党的制度建设科学化
