浙江省不同组织类型私营企业发展的比较研究

近几年来,浙江私营经济出现了从初级的传统市场经济向高级的现代市场经济演变的生动画面,企业制度的发展呈现出从个体作坊、家庭工商业逐步向现代公司制企业发展的鲜明特点;企业的产权结构从比较封闭单一逐步走向开放和多元化;企业领导层构成逐步社会化、职业化;家庭成员居多的现象逐步减少,管理人员与技术人员开始较多地参与企业高层决策;企业开始注重建立自己的销售网络,建立独立或合作的研究开发机构。

浅谈高职院校内涵建设中的教学管理

高等职业院校正处于从强调规模及数量的外延式发展向注重质量与效率的内涵式发展的转型期,而优化教学管理、提高教学质量、培养创新人才是高职院校内涵建设的主要内容.     

Gendering the ‘responsible risk taker’: citizenship relationships with gender-neutral social assistance policy

This paper explores the gendered relationships among reforms to social assistance policy, concurrent transformations in citizenship rights to benefits, and low-income parents' experiences of these changes in the Canadian provinces of British Columbia, Alberta, and Saskatchewan. Policy discourse in all three provinces increasingly constructs mothers and fathers as ‘responsible risk takers’ who are entitled to income support conditional on their employability efforts (for example, attendance in welfare-to-work programmes) or market citizenship. Qualitative interviews with 41 mothers and five fathers illustrate how this ‘gender-neutral worker-citizen’ model can be gendered in application and is contradicted by parents' gendered identities and everyday realities when living on social assistance. Using the theoretical perspective of gender as a social structure, the paper draws upon these findings to provide empirical support for a dominant theoretical argument in feminist scholarship – that gender-neutral policy is gendered and has deeply gendered consequences.     

An analysis of budget compliance measurement in South African local government best‐practice financial management technical assistance programs, 2001—2003

South Africa's local government financial management best‐practice technical assistance program (known as MFMTAP) was to reform municipal financial management; achieve credible, realistic budgets and prevent financial failure. We consider whether a budget compliance procedure, developed by National Treasury (NT) to measure funding requirements compliance with the Municipal Finance Management Act (MFMA) focusing on ‘realistic’ revenue budgeting, improves our understanding of technical assistance effectiveness. We assess a metropolitan municipality's compliance before, during and after advisory assistance. The compliance procedure was robust. Potential exists for wider application to assess best‐practice technical assistance (BPTA) program financial reform effectiveness. The findings from this single, important sample suggest that MFMA funding requirements are not being sustained 4 years after MFMTAP commencement, attributable to either BPTA performance or termination effects. We conclude that MFMA financial performance can be assessed by the procedure, from analysis of the metropolitan municipality performance assisted by a BPTA advisor for approximately 3 years. The analysis raises questions about BPTA program reform sustainability, but we add the caveat that conclusions cannot be drawn from a single sample metropolitan municipality, but a larger sample need be used for further methodology development to confirm its efficacy. Darfur and Chad: A fragmented ethnic mosaic

In this article, I examine some of the interactions between the crisis in Darfur and Chad through its increasingly complicated ethnic threads and explain how Chad slid back into authoritarianism in 2004. Factionalism broke down the mesh of ethnic politics into personalised rule and allegiances. The international response to the crisis in Darfur allowed the Chadian leadership to reinforce its position in the country. Ever since, a precarious equilibrium set in. Déby has become the longest-serving president in the history of modern Chad. Previously weakened by interfactional agreements and oil wealth expectations and then by the crisis in Darfur, the regime re-established internal and external means for preserving the status quo. Yet appearances can be deceiving. The argument is based on fieldwork and secondary literature.     

The Relational Dynamics of World Bank Survey Missions

This article demonstrates that World Bank internal learning has led to significant changes in how the organization interacts with government officials through survey missions. Reviewing evidence of institutional learning and associated changes in practice and focusing on the relational modes being manifest in technical assistance, the article identifies three main phases of World Bank survey missions: general survey missions (1940s–1960s), country assistance strategies (1990s–2000s), and country partnership frameworks (2010s). Overall, World Bank reviews have repeatedly highlighted the importance of non-hierarchical interactions between Bank staff and country officials. In recent years, practice has begun to catch up with these operational insights.     

论国家刑事补偿制度的构建——兼论我国司法救助之不足

刑事被害人的司法救助机制是当前学界研究的热点之一,但我国的司法救助并没有明确国家责任,难以担当起法律救济的重任。而刑事补偿制度明确了国家的责任,弥补了司法救助之不足,在与之相关的国家赔偿制度已经确立的前提下,其更适合我国国情,具有建构的必要性。其中,刑事补偿参与主体、补偿范围和标准、补偿程序和追偿程序的界定及设计是刑事补偿制度的主要内容。     

安全技术防范课程教学实践改革研究

当前在公安院校的安全技术防范课程教学实践中,学生学习目标不明确、教师实践能力不足,教材内容滞后、教学设备陈旧,实践教学不足、课程考评机制单一等问题突出.拟从人、物、事三方面入手,围绕端正学生的学习态度、提高教师的业务能力、优化教材内容、促进实验实训管理以及推进实践教学、完善考评机制等方面对课程进行改革.
