国外医疗保险一体化立法对我国的启示

实行社会保险型医疗保障制度的德国、日本等国家,近年来陆续修订原有法律,推动＂区分＂建设的医疗保险制度向一体化发展,医疗保险制度一体化已成为世界各国社会保障制度发展的趋势。借鉴国外经验,我国城乡基本医疗保险制度建设应引入经办机构竞争机制,提高医保运营活力;突出强制参保,扩大医疗保险覆盖面;推动管理部门职能整合,明确医保事业的责任主体,从而不断加快城乡基本医疗保险制度一体化进程。     

农业现代化与国家种业安全

农业现代化的基础是种业现代化。位于农业产业链最上游的种业是农业现代化进程中基础性、战略性核心产业,是保证国家粮食安全的根本。我国必须高度重视农业现代化进程中的种业安全,积极应对种业安全面临的挑战。提升种业竞争力,主体是企业,核心是品种,关键是创新。应加强政策引导,健全法规体系,转变发展方式,着力提升种业科技创新能力、企业竞争能力、供种保障能力和市场监管能力。通过体制机制创新加快构建“育繁推一体化”的商业化育种体系,做大做强民族种业。     

农村城镇化建设的制约因素及其对策研究

改革开放以来,我国的城市发展速度不断加快,有效地带动了经济建设的快速发展。然而,作为农业大国,"三农"问题一直受到社会的广泛关注,业已成为制约我国经济进一步发展的重要因素。推进农村城镇化建设工作,是有效解决这一问题的关键所在。当前农村城镇化建设中存在的制约因素表现在经济、社会和居民生活三个方面,而促进城镇化建设应科学规划,注重中心村镇发展,加快农村经济发展,促进农村全面发展,实现人民的共同富裕。     

Sport,civil society and social integration: The case of Norwegian voluntary sport organizations

Abstract

Voluntary sport organizations make up the largest part of voluntary sector in many countries. Yet, in light of the renewed social and political interest in civil society, we do not know very much about how sport organizations operate and function. Accordingly, this article addresses the question of how voluntary sport organizations contribute to social integration through differences in community structures. First a theoretical framework making it possible to distinguish between various forms of community structures—strong, weak, mediated and pragmatic communities—is developed. Then, the first empirical part describes how members in sport organizations belong to such various forms of communities. Next, the article explains differences in social integration through social background, variation in participation in sports and various recruitment channels. Finally, the article explores how differences in community structures matters for the experience of sport activity, for organizational democracy and social capital (trust and political interests).

Abstract

The police restructuring efforts in Bosnia and Herzegovina driven by the international community, using in particular the leverage of European integration, attempted to achieve a reform that would transform a very fragmented police system into a de-politicized single structure and ended in the signing of a rather weak political agreement. The main reason why the process proved to be so difficult was that police restructuring touched upon the fundamentals of a delicate ethno-political power-sharing model in a post-conflict situation. But also, the approach chosen by the international community had serious deficiencies as the international community was far from speaking with one voice, thereby limiting its leverage.     

北京市新生代农民工城市融人意愿研究

根据国家人口与计划生育委员会2011年和2012年"流动人口动态监测项目"北京地区调查数据和北京市人口与计划生育委员会2012年"北京市流动人口的生存状况与未来预期"项目数据,目前北京的新生代农民工已占农民工整体的一半以上,受教育程度有所提高,面临较大的婚育压力。在城市融入意愿方面,大多数新生代农民工积极评价北京的变化,具有强烈的融入意愿;制约新生代农民工城市融入的主要障碍,有户籍制度等制度性因素,市场能力等经济性因素,以及社会参与不足、人际交往狭窄、居住空间隔离等社会和心理因素。为解决以上问题,需要正确认识与处理控制北京市人口规模与促进新生代农民工的城市融入的关系;创新社区管理体制,调动新生代农民工参与社区服务、社区活动的积极性与主动性,推动新生代农民工实现社区融入;加强对新生代农民工的职业培训,逐步实行城乡统一的劳动力市场就业制度;营造一个有利于新生代农民工融入城市的和谐宽容的社会心理环境。     

企业整合重组过程中工会应做好五个结合

企业整合重组,自会给工会工作带来新问题与新挑战.要想在其过程中维护好职工合法权益,必须将其与保证工会工作连续性相结合;与密切联系职工相结合;与激励职工立足本岗创先争优相结合;与加强企业文化、职工文化建设相结合;与加强对基层工会的指导相结合.只有这样,工会才可能真正起到“减震器”与“降压阀”作用,才能成为联系职工群众的桥梁与纽带.

The Concept of Radicalization as a Source of Confusion

The ubiquity of use of the term “radicalization” suggests a consensus about its meaning, but this article shows through a review of a variety of definitions that no such consensus exists. The article then argues that use of the term is problematic not just for these reasons, but because it is used in three different contexts: the security context, the integration context, and the foreign-policy context. It is argued that each of these contexts has a different agenda, impacted in the case of the integration agenda by the rise of European “neo-nationalism,” and so each uses the term “radical” to mean something different. The use of one term to denote at least three different concepts risks serious confusion. The proposed solution is to abandon the attempt to use “radicalization” as an absolute concept.     

Theorising European Integration of Local Government – Insights from the Fusion Approach

The article explores a new, dynamic conceptual framework to understand the relations between local government and the European Union (EU). It argues that, first, the fusion approach explains the systemic linkages between European integration and corresponding change within cities, counties and municipalities. Secondly, fusion dynamics are slowly emerging across European and local levels, whereby competencies and resources are merging and policies become synchronised under Europe 2020 and the European Cohesion Policy. Thirdly, the fusion approach provides an understanding of the attitudes of local actors towards European integration. In order to show the relevance of fusion, the article presents the findings of five empirical indicators: the absorption of EU policies and legislation; attention towards EU policies; institutional adaptation; EU-related action of local government and attitudes towards European integration. It also compares local government in two contrasting regions with regard to their political autonomy – North Rhine-Westphalia in Germany and the North West of England.
