India’s South-South Cooperation in Human Resource Development

ABSTRACT

The article reviews several of the main modalities of India’s human resources’ involvement with other developing economies, and especially those in Africa. These involve the provision of long-term scholarships and short-term professional training awards. Comparison is made, in the case of international students, between the scholarship and privately funded categories, and also between those from Commonwealth and non-Commonwealth countries. Comparable data on such assisted foreign student flows are also offered in respect of South Africa. Other modalities of India’s HRD engagement with Africa are analysed, including those associated with the India-African Forum Summits (IAFS). India also does capacity building through non-state actors, notably nongovernment organisations and the private sector. Furthermore, it promotes cultural diplomacy through its Indian Cultural Centres and Chairs of Indian Studies, though these are not restricted to developing economies. Although attention is paid to the Commonwealth dimension in these comparisons, it is acknowledged that the classification of students and countries as Commonwealth may not be as widespread or meaningful today as 60 years ago.

Decentralisation and Supply Efficiency: The case of Rural Water Supply in Central India

Demand for decentralisation of provision of public services is gaining ground in developing countries. Also, the policy advice to decentralise given by international agencies to the developing countries is turning into pressure. However, the benefits of decentralisation are not as obvious as the standard theory of fiscal federalism predicts. This article examines the effect of decentralisation of provision of drinking water in central India. The efficiency of water utilities under the control of the state government and those under the local governments is compared in terms of expense and asset utilisation. It is found that the decentralised provision of water supply is less efficient. The possible reasons for this counter intuitive result are analysed.

对于中小民营企业来说，外包既可以节约人力资源成本，降低企业整体的管理成本，又可以利用外部的专业资源对内部进行专业化的管理，指导和帮助民营企业建立和完善人力资源管理体系，提高管理水平和效率，完成人力资源管理职能的转变。因此，进行人力资源管理外包是民营企业发展的优化选择，也是必由之路。目前我国关于人力资源管理外包的理论和实践都比较匮乏，尚未形成统一的认识和管理行为，因此，研究民营企业中人力资源管理外包的应用，为民营企业外包设计一个可行的模式和方案，就具有非常重要的作用和意义。     

Green grabbing at the ‘pharm’ gate: rosy periwinkle production in southern Madagascar

The following article contrasts contemporary rosy periwinkle (Catharanthus roseus) extraction in southern Madagascar with original bioprospecting research conducted 50 years ago. My study shows how plant extraction firms have shifted their approaches by creating new labor forms, which devolve risk and increase exploitation in attempts to capture the valuable biogenetic material needed for drug discovery. The periwinkle symbolizes a complex picture of many dynamic barriers to capitalist penetration at work, including the natural, social and political. Over time, these barriers change and act in conjunction to provide a complex commodity chain expressing many exploitative labor relations of green capitalism.

Elite Dependency——An Operational Logic of Nonprofit Organization for Social Service

There’s been relatively rare research on the internal governance of nonprofit organization, and for this, we should take the elite as an individual focus. Based on theories of multiply disciplines, three analytical paths are constructed: Elite dependency on value, elite dependency on resource, elite dependency on capability. The actual operational logic of nonprofit organization for social service is as follows: elite dependency on value determines elite dependency on resource; elite dependency on resource disturbs elite dependency on value; elite dependency on value determines elite dependency on capability; elite dependency means dependency on elite as well as informal relationship.     

《劳动合同法》遭受批判的原因评析——基于政治法律学的宏观视域

《劳动合同法》为什么遭受批判？从批判与反批判的论争中可以看出一些表层的原因。但真正深层次的原因是：它担当着国家立法平抑社会群体矛盾冲突的政治功能，政治性色彩浓厚；它涉及到分割强势社会群体的利益给弱势社会群体，且操作性很强；它在民主立法程序上有缺失，民间社会有组织的立法表达严重不足；民众及批判者多是将它等同于民事合同法，忽视了劳动合同法固有的社会法属性；中国法学研究存在着法条主义倾向，缺乏对劳动立法也是一种改革的宏观认识。
