公益性事业单位专业技术岗位设置与管理——以公共图书馆为例

公益性事业单位专业技术岗位设置应将岗位总量及岗位间比例控制在核定编制内,岗位结构科学合理、精简高效,岗位职责、权利和义务相一致。专业技术岗位设置的步骤为岗位调查、岗位分析评价、确定岗位任职条件、制定岗位设置与实施方案、编制岗位说明书、岗位聘用及岗位认定。完善的激励机制是岗位管理的基础,有效的竞争机制是岗位管理的核心,科学的评价机制是岗位管理的关键。只有在科学设置专业技术岗位的基础上,转换专业技术岗位的管理机制,才能营造公正、和谐、规范的用人"软环境",这是破解公益性事业单位人力资源"整合"难题的唯一出路。     

论司法鉴定机构的公益性建设

从属性上分析。司法鉴定应当是政府着力提供的一种公共服务,具有公益属性,作为司法鉴定依托的司法鉴定机构应该以公益性建设为主导的价值方向。为侦查服务的侦查机关内设鉴定机构具有天然的公益性,但实践中出现的一系列问题也使其公益性出现偏位．从而引起人们对其公益性的质疑。在全国人大常委会《关于司法鉴定管理问题的决定》指引下的司法鉴定机构建设过程中,应该避免社会司法鉴定机构走向市场化的竞争域,从而保障鉴定意见这一法定证据的公正性、客观性和中立性。从现行鉴定体制出发,以建设国立司法鉴定机构为向导,使司法鉴定机构走向公益性的良性发展道路．是所要探讨的一个核心问题。国家级司法鉴定机构的公布,标志着我国司法鉴定机构公益性建设的开端．以此为契机,应认真思考公益性建设的进路。

土地集体所有制具有重要的社会功能,它为农户尤其是弱势农户提供了规避市场风险的手段,从而保持了中国农村的稳定和安全。然而,由于物权化的承包关系、政治权力对土地权利的干预以及基层组织自身的不作为,土地集体所有制的优势正在丧失。在这种条件下,土地制度必须从中国现代化实现的战略高度进行重新统筹和安排,避免制度本身的单一与僵硬,以给不同地区农户的土地承包留下一定的自主选择权和决定权。     

The Big Society: Back to the Future

This article contributes to the steady flow of critiques of the big society idea contained in The Political Quarterly. It focuses chiefly on two sets of parallels. The first is between the big society and the policies pursued by the Thatcher government which, despite their obvious rhetorical differences, contain many striking similarities, including their neoliberal origins, application of the ‘crowding out’ thesis and uncritically idealised notions of community. The second is between the big society and a policy with the same name pursued doggedly by the Chinese Communist Party for nearly 20 years until being abandoned as a failure. Lessons for the Prime Minister's flagship policy are drawn from the Chinese experience. The article concludes with a welcome for the rediscovery of the social by public policy and some suggestions as to how a more participative and democratic state could follow from this breakthrough.     

我国城市贫困儿童福利研究：回顾与展望

近年来，理论界围绕我国城市贫困儿童福利政策与福利服务展开一系列研究，有关福利政策、教育救助与最低生活保障制度是大多数学者们关注的焦点，而有关福利服务方面的研究则较少。后续研究有望在研究角度、研究内容与对象、研究方法等方面有所突破。     

Family Income Tests of Child Welfare in Canada and Australia and the Research Enlightenment

There is an increasing trend in western countries that income security is used as a tool to provide child welfare for low income families. As in Canada and Australia, where universal child welfare is turning to be more selective, family income tests set up the major thresholds for deciding the levels and the amount of child welfare that each family can enjoy. The experiences from both countries shed light on China’s development of a moderate general child welfare system, enhancing precise targeting for effective welfare distribution.     

The welfare systems of the Baltic states following the recent financial crisis of 2008–2010: expansion or retrenchment?

ABSTRACT

This article aims to uncover major social security system reforms that were implemented following the recent financial and economic crisis of 2008–2010 and the post crisis period. Additionally, it explores the dynamics of the socioeconomic situation during the last 10 years, looking at how Baltic states compare with each other and how they compare with other central and eastern European countries in the EU. The findings show that retrenchment is difficult even during times of crisis. Although the Baltic states were affected by the crisis, especially Latvia and Lithuania, their social security institutions did not experience any structural shift.
