从性别角度研究福利国家,为研究者提供了一个把握妇女和国家社会政策之间复杂联系的方法。这一维度的研究被北欧女权主义学者所发展,它强调妇女对发展福利国家的巨大贡献。然而本研究将考察妇女与国家联系的另一个方面:即国家的社会政策是如何影响妇女在社会中的地位的。为了说明这个问题,本研究将讨论妇女作为家庭主妇、母亲、配偶和公民的角色,揭示北欧国家社会再生产体系的转型,考察北欧国家的社会政策发展及其如何将妇女从家庭中解放出来使她们成为社会公民。由此,本研究为思考在中国实现男女平等的现实道路提供了可借鉴的经验。 相似文献

Social justice is an issue at both the large or even whole-society level and the very small group or dyadic level. If it is an issue in distribution of resources or welfare, rather than an issue of procedure, it requires very strong interpersonally comparable value judgments. This generally distinguishes it from other small and large group moral and political problems, which can often be resolved satisfactorily without such a strong value theory, in particular without interpersonal comparisons of welfare, because their resolution can yield mutual advantage to all concerned. At the dyadic and small-group level social justice is the philosopher's problem of beneficence; at the large level it is the problem of distributive justice. Much of the social-psychological literature on social justice deals with the small-scale problem; political theory is generally concerned with the large-scale problem. Yet, strategically and in their value theory requirements, the two problems are in many ways analogous. In both variants of social justice the core problem is a pure conflict interaction in which one party or group must bear a cost in order that another party or group may benefit. 相似文献

Pre-hearing conferences are a form of alternative dispute resolution that have been implemented into the child welfare court process. Montana recently piloted a pre-hearing conference model to occur before the first hearing on the case. The goal of the pilot was to increase discussion and resolution of contested visitation, placement, and service issues and to better engage parents in the process. Data were collected across multiple years to explore the effectiveness of the pilot in improving outcomes for children and families. Analysis of the data revealed a positive relationship between program implementation and timelier permanency. Parents who attend and have higher levels of participation in the pre-hearing conference are also more likely to reunify. 相似文献

This article presents the development and psychometric analysis of the Child Welfare Trauma-Informed Individual Assessment Tool, an instrument designed to measure the extent to which child welfare service providers employ trauma-informed practices with the children and families that they serve. Using the responses of 213 front-line child welfare workers, exploratory factor analysis was used on a seventeen-item scale, resulting in a four-factor model. Based on the results of this analysis, implications for potential uses of the instrument are discussed, and specifications for additional evaluation of the measure's validity are outlined. 相似文献

The purpose of this article is to review the development and implementation of a revised quality assurance and continuous quality improvement (CQI) model for the child welfare system in one Mid-Atlantic state, and the contribution of this new process to measuring the quality of child welfare practices. This revised CQI model in the state includes a broader scope of assessing practice and outcomes, as well as compliance, and engages internal and external partners in the process. This study is the first to describe the state’s revised CQI implementation process and examine preliminary outcomes in a statewide child welfare system. Findings indicate that the revised model was able to identify the factors that contributed to improving outcomes for children and families and to develop a greater understanding of the aggregate data across the state. This study will contribute to the comprehensive understanding of the model and provide implications for future quality assurance practices. 相似文献

Child welfare agencies implement practice models to guide their processes and practices, clarify expectations, and enhance service delivery to improve outcomes for children, youth, and families. Changing child welfare practices is a tremendous undertaking requiring assimilation of new concepts, policies, skills, and behaviors. The integration of a new practice model can be facilitated through tailored training and technical assistance (T/TA) grounded in implementation science. Child abuse is addressed through a complicated design of federal, state, and local funds. Congress approved a new round of waivers permitting states to flexibly use funds, otherwise limited to foster care reimbursement, for other child welfare needs. Conducted in Ohio, this longitudinal study examined flexible funds from child welfare directors’ perspectives, including key informant interviews, a survey, and semi-structured interviews. Directors noted that improved discretion results in better child health outcomes and better community partnerships; community partnerships are essential to promoting the health and safety of vulnerable children; and federal child welfare success measures do not reflect directors’ perceptions of success. 相似文献
