How federalism influences welfare spending: Belgium federalism reform through the perspective of the synthetic control method

The question of whether and how federalism influences a country's welfare state has been a longstanding concern of political scientists. However, no agreement exists on exactly how, and under what conditions, federal structures impact the welfare state. This article examines this controversy. It concludes theoretically that the specific constellation of federal structures and distribution of powers need to be considered when theorising the effects of federalism on the welfare state. Using the case of Belgium and applying the synthetic control method, it is shown in the article that without the federalism reform of 1993, the country would have had further decreases in social spending rather than a consolidation of this spending in the years after 1993. In the case of Belgium, the combination of increased subnational spending autonomy in a still national financing system provided ideal conditions for a positive federalism effect on social spending to occur.     

Can the hidden hand of the market be an effective and legitimate regulator? The case of animal welfare under a labeling for consumer choice policy approach

In Australia, labeling for consumer choice, rather than higher government regulation, has become an important strand of the policy approach to addressing food animal welfare. This paper illustrates the usefulness of “regulatory network analysis” to uncover the potentials and limitations of market‐based governance to address contentious yet significant issues like animal welfare. We analyzed the content of newspaper articles from major Australian newspapers and official policy documents between 1990 and 2014 to show how the regulatory network influenced the framing of the regulatory problem, and the capacity and legitimacy of different regulatory actors at three “flashpoints” of decisionmaking about layer hen welfare in egg production. We suggest that the government policy of offering consumers the choice to buy cage free in the market allowed large‐scale industry to continue the egg laying business as usual with incremental innovation and adjustment. These incremental improvements only apply to the 20 percent or so of hens producing “free‐range” eggs. We conclude with a discussion of when and how labeling for consumer choice might create markets and public discourses that make possible more effective and legitimate regulation of issues such as layer hen welfare.     

Social Policy in Hard Times: Crisis-Coping Strategies in Europe from 1976 to 2013

ABSTRACT

Scholarly contributions linking welfare state and crisis management literature still lack a consistent conceptualization of the central matter of interest. To remedy this shortcoming, this article provides a classification of four potential crisis-coping strategies and analyzes the policy outputs of 11 European countries from 1976 to 2013 on the basis of an innovative dataset. The analysis shows that strong deviations from the status quo ante are the rule rather than the exception in times of economic hardship. Furthermore, it reveals a clear shift from the crisis-coping strategy of “Social Protectionism” over “Muddling Through” and “Welfare State Restructuring” to “Austerity” over time.     

Helpful local surtaxes? Florida and disadvantaged families

Well-intended tax policy often produces unintended consequences. In this article, we look at one such tax policy, specialised surtaxes in the State of Florida. Surtaxes are frequently adopted to provide financial assistance to poverty-based local programmes and services. Despite the intended benefits, we show that the contributors of the tax have been able to capitalise the cost into the residential property market, ultimately placing the burden of the surtax upon the population its revenue intends to help.     

‘There is no racism here’: public discourses on racism,immigrants and integration in Denmark

ABSTRACT

Jensen, Weibel and Vitus's article critically discusses contemporary Danish policies aimed at the elimination of ethnoracial discrimination, drawing on policy analyses and qualitative interviews with local and national authorities in Denmark. It illustrates how questions of discrimination and racism are marginalized and de-legitimized within the dominant integration discourse, resulting in the marginalization of anti-racism in policymaking. The side-stepping of racism is being naturalized in public policies through strategies of denial and by addressing discrimination as a product of ignorance and individual prejudice rather than as embedded in social structures. The authors examine how immigration, integration and (anti-)racism as concepts and phenomena are understood and addressed in Danish public policies and discourses. Despite denials of racism in Denmark, Jensen, Weibel and Vitus show that, based on re-definitions of identities and relations, it continues to exist and is evident in public debates and policies on immigration and integration.

在倡导人与动物和谐共处的当今社会,增强动物福利观念,体现人文关怀,善养善宰动物,这不仅关系到人们的身体健康,也关系到人类自身的发展与进步。动物福利法的立法目的应是维护人类尊重生命、爱护生命的善良道德情操和保护动物的生命、福利。动物福利法的制定已经成为我国的必然,只有在吸取其他国家和地区动物福利立法的经验教训,明确动物福利法的目的之前提下,才能制定出一部符合时代要求和民族精神的动物福利法。     

Municipal Activism on Irregular Migrants: The Framing of Inclusive Approaches at the Local Level

Abstract

This article explores the ways in which city policymakers in Europe frame the reasons for provision of welfare services to migrants with irregular status. In the context of restrictive national legal and policy frameworks, the article explores a tendency toward municipal activism in extending access to services, providing a typology of six policy frames used by policy makers that identify the intended beneficiaries and stated policy aims. Drawing on interviews with local policymakers and documentary sources, the article contributes to our understanding of the reasons why some European cities provide services to this particular section of the migrant population.     

Constructing ‘active citizenship’: single mothers,welfare, and the logics of voluntarism

Across welfare states, rights-based conceptions of citizenship are losing ground to obligation-centred notions. Drawing on in-depth longitudinal interviews with lone mothers receiving income assistance in British Columbia during a period of significant welfare reform, we explore the mothers' practices and narratives of volunteer labour in relation to conceptions of ‘active citizenship’. Volunteer work and the narratives women construct about it emerge as key sites of struggle and tension over the meaning of motherhood, work, and social contribution.
