ABSTRACT

This article reports the findings of field research into the vernacular understanding of security in South West Cameroon. It was found that security significantly contested; it is both objective and subjective; it is communal, whilst at the same time requiring individual l responsibility of personal security; it favours certainty and stability; it draws on a multiplicity of providers, and it goes beyond traditional conceptualisations. The findings make it clear that there are wide divergences between the typical state and donor driven security reform programmes, and people’s perceived security needs. The definition of security is challenged by popular understandings. In addition, though not rejecting the need for state security, it is evident that many more actors are engaged in security provision and personal safety than state actors, and that these actors need to be accounted for in reform programmes. Conclusion draw out advantages of the vernacular approach in security reform programmes.  相似文献

LeAnne Howe, a citizen of the Choctaw Nation of Oklahoma and the Eidson Distinguished Professor of American Literature in the Franklin College of Arts and Sciences at the University of Georgia, writes poetry, fiction, screenplays, plays, creative non-fiction and critical essays. Her work is primarily concerned with the experiences and the perspectives of American Indian people and communities. Howe’s latest book, Choctalking on Other Realities (2013), which she describes as ‘three parts memoir, one part tragedy, one part absurdist fiction, and one part “marvellous realism”’, received the inaugural Modern Language Association Prize for Studies in Native American Literatures, Cultures and Languages in 2014. Along with being the recipient of a United States Artists Ford Fellowship and a Lifetime Achievement Award from the Native Writers’ Circle of the Americas, Howe also received the 2015 Western Literature Association Distinguished Achievement Award. Howe’s writing could easily be described as enlivening, eclectic and often hectic, and, more often than not, she brings together a plethora of stories concerning the historical and contemporary experiences of the Choctaw Nation. Various geographical, spiritual, familial and narratological spaces are revealed or plotted during the course of Howe’s narratives, and, as a consequence, images that relate to the act of mapping, the basis of storytelling, and the subject of community and place become recurring motifs throughout her writing. Concerned with the ways in which Choctaw lifeways have been mapped out across time, Howe appears to be especially interested in the representation of travel, exchange, contact and consumption not only in the pre-contact and post-contact United States, but also within the global village.  相似文献

Using a dialogic format this conversation between two authors uses political theorist Paolo Virno's conception of the “multitude” to examine and compare two different arenas of black feminist protest that took place on social media in the latter half of 2013. As a performative article, it offers historical and theoretical background to the terms “multitude,” “public intellect,” and “virtuosic labor” in racialized capitalist formations, situating them to provide an alternative to the power of the State – an alternative that unlike the State does not claim to confer rights. The article looks at the Facebook response to a call from the Crunk Feminist Collective to white feminists to speak out on the verdict exonerating Trayvon Martin’s killer and offer counter images to those that describe Martin's killing as justified. It then looks at the public dialogue around the applicability of the term “feminism” to Beyoncé's self-titled “visual album.” Through aesthetic inquiry, the authors look at the form these examples of protest take to situate and propose the active viewing of these aesthetic forms by others on social media, as well as by the authors of this article, as a kind of virtuosic labor. The article concludes with a series of poems created using the “cut-up” technique designed to transmit feeling through subjective action and a task manifesto for white feminists to use as a guide.  相似文献

This article argues that core lines of sociological institutionalist thought provide a set of valuable conceptual and theoretical vocabularies for exploring and explaining contemporary concerns of development cooperation. It identifies four broad categories of issues of central attention in the current study of development cooperation, and couples these with four avenues of sociological institutional research that may provide us with theoretical and conceptual frameworks for further empirically exploring and theoretically extrapolating these. Increasing attention to these theoretical concerns not only helps us progress the study of development cooperation, it may also allow us to inform contemporary institutional thinking.  相似文献

This article endeavors to open a new critical space for Soviet studies and for nationalities studies more generally. Through analyses of recent trends in Soviet studies, the article dismantles the frequently used opposition between subjective and objective approaches to Soviet empire and suggests instead that truths and categories, whether considered “subjective” or “objective,” are constructed discursively, through legitimizing certain interpretive models over the others. The article also argues against disciplinary avoidance of “what is” questions (e.g. “what is a nation?”) and claims that an excessive concern for (re)producing essentialism should not hinder scholarly inquiry. Several new lines of inquiry for the study of the Soviet empire are suggested and also applicable in nationalities studies more generally: research on the role of symbolic violence in manufacturing consent and research concerning the role of affect in producing linkages between the performative life of a singular human being and the pedagogical discourse of a nation or empire. The article also offers an analysis of the Soviet Union as an empire in becoming and it advocates for postcolonial approaches within Soviet studies. The practical dimensions of Soviet rule are exemplified with data from the Baltic borderlands in the postwar years.  相似文献

Most of what is known about the effectiveness of child welfare is found in studies of specific programs. Little is known about the effectiveness of the routine services provided in child protection systems. Family and Children's Services of Renfrew County is a Canadian child welfare agency that decided to expand its mission beyond protecting children to include enabling child development. This article discusses its effort to improve outcomes for children receiving a child protection service at home: the key elements examined are the selection of outcomes, the implementation of a child development strategy, and the collection and analysis of outcome data. Many of the findings are encouraging. The outcomes described rely on parents, social workers, and children and youth as sources of information. The triangulation resulting from combining a number of sources and instruments for the collection of the outcome data supports the credibility of the findings. Through the evidence based strategy that was adopted knowledge was acquired about what is possible in attaining better developmental outcomes in the course of child protection intervention.  相似文献

This article discusses the manifold contributions of Willem Assies to the social sciences and Latin American studies. It focuses on his writings on agrarian and peasant studies, social movements, and indigenous peoples. In particular, he made important contributions to our understanding of multicultural citizenship, the multiethnic state, and plurinational democracy. His writings had a major impact on those working on rural and indigenous peoples' issues, although the Dutch academic establishment largely failed to appreciate his exceptional talents. It is argued in this article that he never wavered from his early recognition of the importance of class in social analysis, while acknowledging its limitations. In his view, one of the central challenges facing the indigenous peoples' social movements was how to link indigenous issues to general national problems. To what extent had they met this challenge? His premature death prevented him from exploring this key issue further, but hopefully other scholars will take up the baton and continue to debate his ideas.  相似文献

This paper uses the film Born in Flames to engage questions around hope and the future that have been central to queer studies in the last decade. As the author understands it, the film's critique of the time of reform and progress holds profound implications for how we think about the future. By demonstrating the repetitions of racialized and gendered violence over time, the film produces a theory of the future where the continuation of the present as it is means the future will not come. If the state organizes populations, institutions, and forms of knowledge through a regulatory imagination and disciplined vision, it also determines the future in the same manner. The state ensures that the future can be extrapolated from the present by managing, contorting, and eradicating the future before it arrives. It uses preemptive action (war, assassination, incarceration, policing, administrative violence, and surveillance) to make its “imagined future come to pass.” The author argues that by showing the continuity between the racialized and gendered violence of the past, present, and future, the film constructs an anticipatory queer politics of urgency and presentism.  相似文献

This essay tracks adaptations to corporeal transformations in breathing in the performance art and life writing of Bob Flanagan (1952–1996) and Sheree Rose (b. 1941). It chronicles how breathing as an aesthetic strategy gets entangled with breathing as an exceptional or ordinary effect of disability over the course—and, in Rose's case, in the aftermath—of Flanagan's cystic fibrosis. The term “aesthetic self-medication” describes the process through which breathing is induced as an aesthetic form, and its patterns and rhythms transcribed and dramatized, in order to stage minimally coherent self-encounters amidst crisis. As Flanagan's chronic illness worsens and the couple's sadomasochistic dynamic no longer manages chronic pain, aesthetic self-medication structures laboured breathing into new genres of, or affective and libidinal relations to, pain, including boredom and musical humour.  相似文献

Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. This paper examines Canadian municipal climate in light of the absence of a comprehensive and effective climate national strategy. The paper considers various reasons why local governments in Canada have not been central players in national plans, and why their actions have not been more influential nationally. The paper argues that the potential influence of Canadian municipalities on national climate policy is weak, given the loose nature of the network and the long-held structural view that municipalities are not significant units of political analysis in national political and policy debates. The paper concludes by considering the constraints and opportunities of subnational climate networks and municipal network analysis.  相似文献
