A Bibliography About a Changed Federal Government Workplace

Abstract

This bibliography contains more than 130 hand picked sources that address change in the Federal government workplace, including articles and books by academics and practitioners and reports by Federal agencies including the General Accounting Office and the Office of Personnel management, as well as Congress. The introduction to the bibliography draws on the expertise of three well known authorities in the field, as well as the authors' of the bibliography.     

Armenian Refugees and Displaced Persons and the Birth of Armenian Social Work

Abstract

This article explores the historical and recent patterns of Armenian emigration and immigration and the impact that the population shifts have had and are having. The interconnections between peoples' homeland and new land and the intersection among institutions in the homeland and new land are illustrated. The development of social work as a profession along with a variety of non-governmental organizations in Armenia developed through a unique collaboration between a school of social work in the United States and the major university in Armenia is discussed and illustrated.

Abstract

Through exploration of definitional issues and current migration realities, this article discusses ways in which emphasis on the international dimensions of social work with immigrants and refugees offers opportunities to improve practice and to enhance the relevance of international social work to the profession. The international character of present day migration is illustrated through discussion of the transnational family and the economic and other relationships that tie immigrants to their countries of origin. The paper concludes with recommendations for increased cross-national professional collaboration.     

USAID,Population Control,and NGO-Led Democratization in Egypt: The Fate of the ICPD Programme of Action

Critics of US democracy-promotion strategies of the last 20 years ask: what kind of democracy is promoted by US public agencies and associated nongovernmental organizations (NGOs), how is it promoted, and for what purpose(s)? This paper draws on interviews with NGO, USAID, and UN representatives, gathered in Egypt in 2001, to describe the fate of Egyptian women's advocacy NGOs seeking to implement the pro-democracy platform of action of the 1994 UN International Conference on Population and Development (ICPD). It offers some support for critics' contentions both that external (here USAID) pro-democracy interventions may actually obstruct democratization, and that the instrumental nature of US democracy promotion may mean that such activities are quickly eliminated or downgraded when they conflict with more primary US policy goals.     

新疆边境民族地区公安边防群众工作探析

新疆边境民族地区群众工作具有敏感性、军事性、复杂性、长远性等特点。公安边防部队在开展该地区群众工作时,应以确保国家安全和边境和谐稳定为基本目标,以加快该地区经济社会发展为重点,不断增强边境地区少数民族群众的政治认同和中华民族文化认同。正确执行党和国家的民族宗教政策,严格区分民族宗教领域两类不同性质的矛盾,通过在边境少数民族群众中开展宣传活动、扶贫帮困活动等多种途径做好公安边防部队群众工作。     

民族地区基层民警思想状况调查研究

调查显示,民族地区大部分基层民警思想政治觉悟较高,但部分民警的职业认同感不强,工作压力大,有职业倦怠情绪,主要是工作任务重、执法环境严峻、工资福利不理想、业务能力有限等因素造成的。必须做好基层民警的思想政治工作,完善激励机制激发民警的工作积极性,健全民警心理压力疏导机制,正确处理公安机关与大众传媒的关系,缓解民警的思想压力,提高工作效率。     

完善基层公安机关巡逻勤务的策略研究——以上海城市巡逻警务机制升级为例

城市治安巡逻工作是公安派出所日常的主要勤务工作,也是公安机关有效防范和打击犯罪的重要措施。为适应动态环境的治安需要,加强城市社会治安的动态管理,变革原有的城市治安工作机制成为了必然。为更好地适应上海城市现代警务机制的发展要求,有必要以上海公安派出所综合指挥室建设为契机,对基层公安机关目前的动态巡逻勤务机制进行升级与改良,以实施更加科学、合理、可操作的动态勤务模式。实践证明,要实现"实兵巡逻"与"视频巡逻"的完美结合和无缝互动,建立派出所综合指挥室是最直接、最有效的手段。     

U.S. Government 2013 Budget Sequestration： Congress＇ Fix for the Federal Aviation Administration＇s Work Furlough

The United States 2013 budget sequestration dramatically reduced the operating budgets of most federal agencies, including that of the Federal Aviation Administration （FAA）. Facing a staggering budget reduction in the amount of S627 million from itsS16 billion annual budget, the FAA was forced to furlough most of its 47,000 employees, including its air traffic controllers. This case study utilizes Kingdon＇s Multiple Streams perspective to examine the implementation of the 2013 budget sequestration on the FAA and the resulting impact on the operations of the federal agency charged with ensuring the safe and efficient use of U.S. airspace. With work furloughs threatening its employees and the potential for significant air traffic delays, the United States Congress approved a bill which eliminated the threat of further work furloughs for FAA employees and the resulting flight delays. Analyzing these events within the context of the Multiple Streams perspective provides a unique opportunity for insights into democratic governance within the federal government.

群众路线视角下的居民安全感调查研究

群众路线是公安工作的基本路线和优良传统。居民安全感调查对公安群众路线的执行具有以下几个方面的作用:提高服务型公安机关工作的群众参与度;为公安决策提供资源;有利于公安机关推行全面质量管理,提高群众对公安工作的满意度;有助于公安合理调配资源,加强社会风险防控。基于居民安全感调查的以上作用,公安机关应正确认识居民安全感调查,做好项目规划并正确利用调查结果,使其成为"大走访"的长效机制,进一步发挥其对群众路线执行的推动作用。
